SPECIAL CALLED MEETING OF CITY COUNCIL WASHINGTON, GEORGIA July 15, 2024 The Mayor and City Council ofthe City of Washington, Georgia, held a special meeting on Monday, July 15, 2024, at 6:00 PM at The Pope Center. Mayor Bruce Bailey presided. Mayor Bailey, Council members Anderson, Cullars, Fisher, Gunter, Hill, Mahoney, and Adam Nelson, City Attorney were present. The mayor called the meeting to order and clarified that he is speaking on behalf ofthe City Administrator since there is not one at this time, to discuss the overview of operations, Intron VS. Nighthawk, and Vacuum trailer. Councilman Hill led the invocation followed by Mayor Bailey leading the Pledge of Allegiance. MINUTES APPROVED Council members reviewed the July 3rd minutes. The motion passed unanimously. AGENDA APPROVED On motion by Cullars, second by Gunter. Cullars asked for personnel discussion in the executive session. The motion was approved unanimously. COUNCIL DISCUSSION TOPICS a. Mayor Bailey mentioned the GEFA loan and discussed quotes for the Nighthawk and Vacuum trailer. b. Mahoney mentioned setting up a meeting with GSP about tickets in city limits. Proposed the idea of the city having their ticket books. C. Cullars mentioned a pay increase to 15/hr. for all full-time staff. The mayor asks the city clerk to provide a form of what everyone makes, ensuring it is within budget. d. Mahoney reports that the Splashpad is still in the works. e. Gunter reports that graves are underwater in Resthaven cemetery and suggested speaking with Ben Echols about correcting the problem. The mayor states that he should meet with Ben and get a quote. MOTION MADE Mahoney motions to amend the electric bill policy. Mayor Bailey stated that finding the correct way to return funds would take time, but applying to the bill would be easy. Cullars seconded the motion, and the council passed it unanimously. EXECUTIVE SESSION A motion was made by Culllars and seconded by Mahoney to hold an executive session. The motion passed unanimously. The executive session ended at 8:30 p.m. with Adam Nelson stating that two personnel matters and two litigation matters were discussed. No further action was taken. The following council members were present: Mayor Bruce Bailey, Newton Gunter, David Fisher, Jr., Larry Hill, Nathaniel Cullars, Sr., Maceo Mahoney and Andy Anderson. Attorney Adam Nelson was also present. A quorum being present, the meeting was called to order at 7:00 p.m. by Mayor Bruce Bailey, who presided over the meeting.
