CITY COUNCIL MEETING WASHINGTON, GEORGIA August 12, 2024 @ 6:00 PM The Mayor and City Council of the City of Washington, Georgia, held a council meeting on Monday, August 12, 2024, at 6:00 PM at The Pope Center, Mayor Bruce Bailey presided. Mayor Bailey, Council members Cullars, Anderson, Hill, Fisher, Gunter, Mahoney, and Adam Nelson, City Attorney were present. Councilman Hill led the invocation followed by Mayor Bailey leading the Pledge of Allegiance. APPROVAL OF JULY 15 MEETING MINUTES Council members reviewed the July 15th minutes. The motion passed unanimously. AGENDA UPDATE APPROVED Motion by Fisher, seconded by Hill to update agenda. The motion passed unanimously. CITIZENS COMMENTS: a. A special thanks from Ms. Cobb and youth at 4E Youth Organization b. Mr. Jackson proposes immediate adoption of new governance measures. C. Carol Cartledge asks to slow traffic on Spring Street d. Ms. Laura commends the city crew for keeping the park in good shape and mentions that the city should make more contribution to the Animal Shelter as they are struggling. e. Amethyst Wynn suggests that Washington has more businesses brought in. City West Cemetery to be cleaned up like Rest Haven and maintained. City West Cemetery has no paved roads. MAYOR. Fisher discusses Mr. Evans "Duck" Moore Street/ Historical marker initiated in his honor MOTION MADE a. Discussion disallowing change orders to projects without approval from the city council was brought to a motion by Councilman Cullars and second by Mahoney. Section 2-69-11. Powers and Duties will be changed accordingly. Motion passed unanimously. b. Councilman Mahoney motioned to amend code of ethics Section 2-234B. Investigation and Hearing from 60 days 30 days. Second by Cullars. Motion passed unanimously. C. Motion to stop all payments to Jerry deBin. Moved to executive session. EXECUTIVE SESSION A motion was made by Cullars and seconded by Hill to hold an executive session. The motion passed unanimously. The Executive session ended at 9:20p.m. with Adam Nelson stating that two litigation matters, and two personal matters discussed, no further action taken. The Mayor and Council is aware of a complaint filed by former City Administrator Jerry deBin against the City of Washington and has forwarded the same to the City's insurance company. The Council maintains that Mr. deBin was not subjected to any discrimination and will aggressively defend this claim. Motion by Mahoney and second by Cullars, vote unanimously passed and the meeting adjourned. The following council members were present: Mayor Bruce Bailey, Newton Gunter, David Fisher, Jr., Larry Hill, Nathaniel Cullars, Sr., Maceo Mahoney, and Andy Anderson. Attorney Adam Nelson was also present. A quorum being present, the meeting was called to order by Mayor Bruce Bailey, who presided over the meeting. The closed portion of the meeting was devoted to a discussion of two (2) personal matters and two (2) litigation matters with no action taken.
