SPECIAL CALLED MEETING OF CITY COUNCIL WASHINGTON, GEORGIA July 3, 2024 The Mayor and City Council ofthe City of Washington, Georgia, held a special called meeting on Wednesday, July 3, 2024, 3:30 PM at City Hall in Council Chambers. Mayor Bruce Bailey presided. Present were Mayor Bailey, Council members, Anderson, Cullars, Fisher, Gunter, Hill, Mahoney and Adam Nelson, City Attorney. The mayor called the meeting to order and clarified that it was called to seek approval to begin the interview process for an interim City Administrator, to approve the process of a forensic audit and to approve an agreement with GMA for a consultant until an interim administrator is found. Mayor Bailey led the invocation followed by the Pledge of Allegiance. MINUTES APPROVED Council members reviewed the June minutes. Motion passed unanimously. AGENDA APPROVED On motion by Gunter, second by Mahoney. Cullars asked for discussion to add Michelle Chaffe's Ethics Complaint to the agenda. The motion was approved unanimously. COUNCIL DISCUSSION TOPICS a. Contract with GMA (Georgia Municipal Association) for a Consultant, Sherri Bailey, for 8 hours per week at $150.00 per hour. b. Cullars mentioned Mandi Codi as Interim. C. Anderson suggested that due diligence before immediately choosing an interim. d. Hill suggested looking "in house" John Barnett's name was suggested. e. The mayor suggested a committee be formed to contact the possible candidates provided by GMA and that the committee report back to council the following week. f. Mahoney stated that a full time interim was needed rather than a part time consultant and that vetting needed to be thorough and unrushed. g. Some changes to the contract were suggested with. Adam Nelson stating the motion as follows: Motion to authorize the mayor to execute the proposed agreement with GMA for consultant services on the condition that the agreement be for a term of30 days, with automatic renewal, and that reports to and visits with shall be scheduled through Mayor and Council. Cullars made the motion, Hill seconded the motion, and the council passed it unanimously. EXECUTIVE SESSION A motion was made by Hill and seconded by Cullars to hold an executive session. Motion passed unanimously. Executive session ended at 8:30 p.m. with Adam Nelson stating that two personnel matters and one litigation matter were discussed. No action was taken. The following council members were present: Mayor Bruce Bailey, Newton Gunter, David Fisher, Jr., Larry Hill, Nathaniel Cullars, Sr., Maceo Mahoney and Andy Anderson. Attorney Adam Nelson was also present. A quorum being present, the meeting was called to order by Mayor Bruce Bailey, who presided over the meeting. The closed portion of the meeting was devoted to one (1) personnel matter and two (2) litigation matters with no action taken.
