Administration Charge: An administration charge of two (2) dollars ($2.00) will charged to each account for meter reading, the preparation of the water and wastewater bill and other administrative duties. Overhead Sprinkler Systems: The charge for any overhead sprinkler systems installed in any facilities inside and outside the city limits other than single family residences shall be fifteen dollars ($15.00) per month for any area up to and including ten thousand (10,000) square feet and one dollar and fifty cents ($1.50) per additional one thousand (1,000) square feet. FIRE HYDRANT METER CHARGES: The charge for having a fire hydrant meter within the city and county limits shall be a refundable deposit of $650.00. The deposit will be refunded when said meter is returned in good condition, normal wear and tear is expected and is acceptable. A base charge/availability charge of thirty-four dollars ($34.00) shall be charged each month the meter is in the possession of the person or company using said meter. The meter shall be read in accordance with the reading of all other water meters in the system and the customer billed according to the adopted cost per thousand gallons for water. BULK WATER CHARGES: A base chargelavailability charge of thirty-four dollars ($34.00) shall be charged each time a customer uses the City's water department shop for filling and the adopted cost per thousand gallons for water applies. Tap-In Fees: Water and wastewater tap-in fees shall be charged on the basis of residential units or equivalent residential units according to the tap-in fees listed hereinafter. Any fractional units resulting from the calculation of equivalent residential units shall be treated as a whole unit. In addition to the tap- in fees, installation fees shall be charged in accordance with schedules listed hereinafter. Installation fees shall cover only connection to existing mains that are adjacent to location to be served; the actual costs of any extensions necessary shall be charged in addition to tap-in and installation fees. All fees and charges shall be paid by the customer or customers at whose request the connection is made. Water tap-in fees shall be charged as follows: Inside the city: Five hundred dollars ($500.00) for each residential unit or equivalent residential unit. Outside the city: One thousand one hundred five dollars ($1,105.00) for each residential unit or equivalent residential unit. INSTALLATION FEES: The director may authorize licensed master plumbers and/or licensed utility contractors to install connections to water or wastewater facilities upon written application. Water meters shall be supplied to authorized licensed master plumbers and/or licensed utility contractors at cost; all other related accessories for water or sewer connections may be supplied to authorized licensed master plumbers and/or licensed utility contractors. The director may require prepayment of installation fees as listed herein or at the time of completion the reimbursement of actual costs for any installations not specifically covered. All work done by other than city personnel shall be done only under the supervision of licensed master plumbers and/or licensed utility contractors authorized to perform such work. The director shall require that all installations are performed in accordance with specifications and/or standards conforming to sound engineering practices; in the event that such installations are not made in accordance with specifications and/or standards, the director may require the installation to be corrected or removed and reinstalled as necessary. Water installation fees for making taps into the city water mains or water lines and installing water meters or providing water meters for plumbers to install shall be charged on the basis of reimbursement to the city for all actual costs incurred in making such installations. Sewer installation fees for making connections to the city sewerage system and installing service lines shall be charged on the basis of reimbursement to the city for all actual costs incurred in making such connections. 3 An inspection fee of one hundred fifty dollars ($150.00) for each water connection and one hundred fifty dollars ($150.00) for each sewer connection shall be charged when a licensed master plumber makes such connections. Installation fees for installations requiring additional facilities including but not limited to manholes or flow metering installations shall be charged on the basis of reimbursement to the city for all actual costs incurred in making the installation. Work performed outside regular business hours at the request of customers shall be charged at 150 % of the rates in the schedule. Miscellaneous charges shall include actual charges for equipment rented to perform the work. The above schedule shall also be used to calculate charges when City staff or equipment is used on private facilities. The staging charge shall be used for construction but may be waved for other types of work at the discretion of the director. 4 Charges for Miscellaneous Services: If any action taken by unauthorized persons inside a meter box causes damages to a curb stop o1 a cover or lock connected to a curb stop, the resident or customer responsible for the premises shall be charged a fee of$150.00 for each incident in addition to other fees and charges. Deposits, Late Fees and Service Charges: Deposits shall be two and one-half (2%) times the monthly bill for all services, as estimated by the director using whatever data may be available, with a minimum deposit of seventy-five dollars ($75.00) per unit for water and seventy-five dollars ($75.00) per unit for sewer. Deposits may be waived if evidence is produced that the customer has a good record of payment or that the customer would reasonably be expected to pay all bills promptly. In the event a deposit is waived or is less than two and one-half (2%) times the monthly bill for all services for whatever reason, and that the customer is delinquent in payment of one (1) or more bills, the deposit for that customer's account or accounts may be required to be increased to two and one-half (24) times the monthly bill for all services. Such increased deposits may be required to be paid in full before reconnection ofs service. In the event a utility bill has not been paid by the 10th of the month, 15% of the balance will be added to the account. Ifthe account is not paid by the 20th of the month the account may be subject to an additional late fee of10% ofthe balance owed and not less than ten dollars ($10.00). Late fees may be incurred whether or not the service is disconnected. Payment of these fees shall not exempt any user from any civil or criminal action resulting from violations of this chapter. 5 Equivalent Residential Units (ERU'S): An equivalent residential unit is that portion of a user's facility that has an impact on the water and wastewater system equivalent to a single-family residence. The determination of a facility's equivalent residential units shall be based on estimated water consumption as shown in guidelines below. Peak water consumption of three hundred (300) gallons per day shall be the equivalent of one (1) residential unit. If the table does not provide information for a particular application, the estimated water consumption shall be as calculated by the director in accordance with sound engineering practices using information available from Georgia EPD, USEPA, or standard reference materials commonly used for estimating flows. In the event a facility is made up of more than one smaller component facility, the determination of equivalent residential units shall be calculated as the sum of all components' equivalent residential units. Notwithstanding, in a case involving a site utilizing its own private water supply and distribution system to multiple locations resulting in the production of domestic type wastewater only, such as employee restrooms and showers, such that reading and maintenance of meters would create excessive costs and hardship in the judgement of the director, the City may bill on flow estimates calculated on the basis of an average flow per employee times the average number of employees at such facility for the recovery of costs of transporting and treating the wastewater. For any water meter used for purposes of irrigation only, the following table shall be used to determine Equivalent Residential Units (ERU's) for purposes of establishing fixed charges on monthly bills. Such adjustments shall be made based on an average of prior billings only after repairs have been made as certified by a licensed plumber, licensed utility contractor or at the authorization of the City Clerk and shall be limited to three months' billings. BE IT FURTHER RESOLVED that the foregoing rate and fee schedules shall become effective immediately upon approval of this Resolution by the City Council and shall be reflected in the billings to customers beginning with the bills sent out in November 2020 for October 2020 usage.
