Present were Council Member Michael Taylor, Council Member Jason Baswell, Mayor Pro-Tem Member Mandy Neese, Council Member Mark Ayers and Council Member Kandis Strickland. Also present were City Manager Lisa Kelly, Assistant City Manager Oasis Nichols, City Attorney Alex Dixon, Police Major James Vincent, and City Clerk LeAnn Lehigh. Mayor Jake Ayers and Police Chief Jeffery Sheppard were not present at tonight's meeting. Council Member Baswell gave an invocation, and Mayor Pro-Tem Neese led the Pledge of Allegiance. Consent Agenda Motion: Council Member Ayers moved to amend the consent agenda, striking the Executive Session. The motion was seconded by Council Member Taylor. Motion Carries 5-0 Motion: Council Member Strickland moved to approve the Consent Agenda. The motion was seconded by Council Member Ayers. Motion Carries 5-0 Presentation 1. Presentation = Bill Stump - Community Bank & Trust Community Bank & Trust Representative, Bill Stump, provided a follow-up on a successful magic show with Magician Alex Ramon for the bank's Customer Appreciation event, acknowledging Mayor Jake Ayers, City Manager Lisa Kelly, Royal Theater Director Rob Dippel, and the Royal venue team. Citizen Appearance 1. Mike Johnson to Discuss Transparency Mike Johnson addressed the Council for a fourth time stressing the importance of transparency and trust in local government. Mr. Johnson highlighted inconsistencies in handling blighted properties: Example: Property at Johnson Street and Marshall Avenue, owned by Pioneer Georgia Inc., is a long- term blight with structural failures and hazards. Raised concerns about selective enforcement and potential conflicts He also noted incomplete responses to open record requests and referenced a neighboring community's $54,000 fine for violating the Georgia Open Records Act. New Business 1. Pickleball Netting & Striping Quote Council Member Ayers moved to table the quote for pickleball netting and striping pending further information and additional options. The motion was seconded by Council Member Strickland. Discussion: None Motion Carries 5-0 - Item Tabled Regular Meeting -April 7, 2025 2. DGOT Interstate Lighting Agreement Council Member Taylor moved to approve the lighting agreement with DOT for the installation of interstate lighting as part of the roundabout construction. The motion was seconded by Council Member Ayers. Discussion: None Motion Carries 5-0 3. Carp Removal at Lake Jimmy Jackson Council Member Taylor moved to approve Jackson Adams and the Callaway High School fishing team to remove the grass carp at night at Lake Jimmy Jackson by boat, with stipulations that each member have a parent sign liability waiver and there must be adult supervision at all times. Neighboring property owners will be notified prior to the nighttime activity occurring. The motion was seconded by Council Member Ayers. Discussion: None Motion Carries 5-0 4. Renaming Street Request - George Bailey Council was given a request by Mr. George Bailey to rename the street at the entrance to Huntcliff Subdivision. This item is introductory only and no action was taken at tonight's meeting. 5. Board Appointments = Downtown Development Authority Council were given the applications for the Downtown Development Authority to review based on the recommendation by the required 2-person panel. No action was taken at tonight's meeting. This item will be on the next Council Meeting Agenda for action on 5/5/25.
