CALL TO ORDER The Regular Meeting of the Board of County Commissioners on Tuesday, April 8, 2025, was called to order by Chair, Eric Mamula, at 1:00 p.m. in the County Commissioners' Meeting Room, Summit County Courthouse, 208 Lincoln Avenue, Breckenridge, Colorado. II. ROLL CALL Board Members present and answer to the roll call were: Eric Mamula, Chair Nina Waters, Commissioner Tamara Pogue, Commissioner Staff Present in person and via Zoom were as follows: David Rossi, County Manager; Andrew Armstrong, Assistant County Attorney; Cameron Turpin Valentine, Assistant County Attorney; Andy Atencio, Assistant County Manager; Steve Greer, Assistant County Manager; David Reynolds, Finance Director; Adrienne Isaac, Communications Director; Michael Berry, 911 Communications Director; Lina Lesmes, Interim Housing Co-Director; Caitlin Johnson, Executive Administrative Manager; Millicent Marter, Deputy Clerk and Lori Dwyer, Deputy Clerk. Additional Attendees in person and via Zoom: Sandra Pacheco, and others that did not sign in. III. APPROVAL OF AGENDA IV. CITIZEN COMMENT V. PROCLAMATIONS & ANNOUNCEMENTS A. Resolution Proclaiming April 13-19, 2025 as 'National Public Safety Telecommunicators Week" in Summit County, Colorado. Michael Berry noted that the 911 dispatchers handle 70,000 calls annually and are available 24 hours a day, 7 days a week, offering a potential lifeline to someone in need via call or text. They are the "first first responders" and can make a difference between life and death. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Waters to approve Resolution 2025-23, Resolution Proclaiming April 13-19, 2025 as Summit County Board of County Commissioners Regular Meeting Minutes of April 8, 2025 "National Public Safety Telecommunicators Week" in Summit County, Colorado. MOTION PASSED UNANMOUSLY BY THE BOARD PRESENT VI. CONSENT AGENDA A. Approval of 3/11/2025 Regular Meeting Minutes. Approved as Presented; and B. Liquor License Renewal for Powdr-Copper Mountain LLC dba Copper Mountain Resort; Resort Complex; Greg Neumann; located at 209 Ten Mile Circle, Copper Mountain, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license at this time; and C. Liquor License Renewal for Powdr-Copper Mountain LLC dba Conoco at Copper Mountain; Fermented Malt Beverage On/Off; Greg Neumann; located at 0050 County Road 1197, Copper Mountain, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license at this time; and D. Termination of Pre-Development Agreement for Project in the Snake River Basin. Approved as Presented; and MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Waters to approve the Consent Agenda, items A-D, as presented.
