CALL TO ORDER Mayor Fenter called the special meeting to order at 5:30 p.m. 2. INVOCATION Tyler Harmonson gave the invocation. 3. PLEDGES TO THE FLAGS Pledges were led by Mayor Fenter. 4. PUBLIC COMMENTS a. Brenda Smith spoke to the council. Mrs. Smith addressed the fact that she had intended to speak on behalf of Mike and herself to explain the truthful version of events that transpired on the evening of the December Christmas party, but instead had a change of heart, and wanted to thank those who had supported Mike and her family through this time period. Mrs. Smith thanked City Staff, friends, family members and the community for the support and love that has been shown to the Smith family and to her mother. Mrs. Smith also thanked those individuals who stood up for Mike and spoke truthfully about him and the situation. Mrs. Smith stated that she was grateful for the opportunity to live and serve the community of Jacksboro, and encouraged others to get involved in improving the lives of those in the community and being a productive member of the City of Jacksboro. b. David Harmonson addressed the council, and stated that he was there to give his support for the City Manger, Mike Smith. He stated that in the 30 years he had been a resident of Jacksboro, he felt Mr. Smith was the best city manager that the city has ever had. He urged the council to keep Mike Smith as the City Manager, and to make their votes known publicly by standing up and stating how they were voting. C. Martha Hampton of the Friends of the Animal Shelter gave her support for keeping the City Manager, and stated that Mike helps generously with the shelter, but always gives them the credit. She encouraged the current council to not rely on rumors, and to wait until the election was through and allow the new council members to vote on this decision. d. Hanna Atkinson spoke to the council on behalf of many City Staff members in attendance. Ms. Atkinson read statements provided by staff members regarding the turmoil that current staff members continue to face. Staff members relayed that they supported Mike Smith as their City Manager, and continued to stand by him regardless of the harsh feedback that they had been receiving. Staff members felt that it had been difficult to continue to work without having the support of the City Council, and felt the Council was only concerned with police officers and their families. Ms. Atkinson wrapped up her comments by reading her statement, addressing her personal connection with law enforcement and her support of the police department. She stated that the behaviour that she had witnessed from the department was not the high standard of police officer behaviour. She pointed out that there were many examples through videos, emails and texts of a motive or agenda against the City Manager, and she felt that the Police Department needed new leadership. Alderman Libby Gonzales addressed her fellow council members and the citizens and staff in attendance. Alderman Gonzales stated that she was not anti-Mike nor was she anti-Corb, but instead was trying to look at the entire situation and gather facts. She stated that she has done her best to stay professional throughout the ordeal, and has tried to speak City Council Minutes Special Called Meeting04/22/2025 Page 1 of3 to citizens and hear their concerns. She acknowledged there was not adequate police protection, and that was an issue to address, however, she believed that there would be no healing in the City unless mistakes were acknowledged and steps taken to correct them, starting from the top. Alderman. Gonzales then addressed her fellow council members and stated that someone had broken the confidentiality of information given during a closed session meeting. She stated that she was certain that it occurred because questioned about a direct quote that she had given during a closed session and knew information had been repeated that was given inside of a closed session meeting. Alderman Gonzales then stated that whoever released this information was in violation of the rules of closed executive session, and needed to acknowledge what they had done. Alderman Moffit replied that he only stated that she had cursed during the meeting, to which Alderman Gonzales stated that she was given a direct quote of what was stated, and repeating that was in violation of repeating information given in a closed session. Alderman Moffit again stated that he only conveyed she said the "P' bomb. Alderman Gonzales again stated that until, as a group, she felt comfortable having discussion in a closed session, they would not be able to get anywhere. Mayor Fenter then stated that there were obvious problems, and that many council members had been accused of things, many times unjustly, and fingerpointing, facebook discussions and calling people out. He argued that this was a tough job, but he stated that he appreciated the work that was being done, but stated that there are still concerns. Mayor Fenter then moved the open meeting into closed session at 5:50 p.m. Those who joined the closed session were City Attorney Reid Spiller, TML Attorney Jim Jeffrey, Council Members and Mayor Fenter. 5. CLOSED EXECUTIVE SESSION a. DISCUSSION REGARDING THE EMPLOYMENT STATUS, DUTIES, OR CONTRACT OF THE CITY MANAGER. b. CONSULTATION WITH AN ATTORNEY; CLOSED MEETING $551.071 (1), PENDING OR CONTEMPLATED LITIGATION; (2) THE DUTY OF THE ATTORNEY TO THE GOVERNMENTAL BODY UNDER THE TEXAS DISCIPLINARY RULES OF PROFESSIONAL CONDUCT CLEARLY CONFLICTS WITH GOVERNMENT CONFLICTS WITH THIS GOVERNMENT CODE CHAPTER 551. i. DISCUSSION AND DELIBERATION REGARDING CONTEMPLATED OR THREATENED LITIGATION BY CHIEF OF POLICE. Mayor Fenter moved the meeting back into open session at 8:30 p.m. 6. Alderman Brandon Sisson addressed the citizens and stated that regardless of the way that the citizens felt about the council members, he knew that everyone on the dais was a good person and had good intentions, and that any notion of dereliction of duty among the officers, council members and people involved was false. He stated that he was tired of their names being drug through the mud. Mayor Fenter stated no action was taken and no action would be taken tonight. 7.
