MINUTES OF REGULAR PUBLIC MEETING February 10, 2025 XA Council Approved on March 10, 2025 1. CALL TO ORDER-Mayor Grisham called the meeting to order at 5: 30pm 2. ROLL CALL-Members present for roll call were as follows: to wit: Mayor Grisham, Councilwoman Gonzales, Councilwoman Spears, Councilwoman Browwn, Councilwoman Klepac and Councilwoman Amick. 3. INVOCATION- Councilwoman Brown gave the invocation. 4. PUBLIC COMMENT (Limited 10 Three mimutes per person)- Stacey Stidham spoke regarding the rumble strips on S. Comanche, she said they are not holding up. People are driving around them, ifyou purchase real rubble strips theyare veryexpensive, she doesn '11 think it 's worth the money. Coucilwoman Klepac asked ifthere was a certain lime ofthe day the speeding was occuring. Stidham said there only about 2-3 vehicles that are. speeding anditu usuallyhappens in the afiemoons. She added that rumble strips and speed bumps are very hard on traileraxles. 5. Accel Health: Esther Taylor New Behavioral Health Program - Esther Taylor stated that Accel Health has expanded their behavioral health in De Leon. They have added a Pyscologist, nurse practitioner, counselor. Everyone they hire are Comanche County locals. She thanked council for letting her speak. 6. Mayor Report: N/A 7. Public Works Report: Dean Thompson stated they have replace about 30 feet of sewer line on S. Apache DR. They have had several water leaks around the town. 8. Sheriff Pounds Report: Council was given a handout from Sheriff Pounds regarding the traflic stops and calls for the month of. January. Councilwoman Gonzales stated there was a suspicious subject on S Bivar, he jumped in the ditch grabbed something and took off running. Councilwoman Klepac asked Sheriff Pounds ifhe could have S. Comanche Dr. patrolled more in the momings and evenings. 9. Library Report: Council was given a handout from Debra Hanson regarding the Library Board meeting and programs and events coming up. 10. Emergency Management Report: Councilwoman Klepac spoke about the emergency management meeting. Iti is time to renew the Hazard Mitigation plan. 11. DD Report: Council was given a handout from Jerry Leonard regarding DD events and news. 12. Municipal Court Report: Council was given a handout from the Judge explaining the monies brought in by the court. 13. City Secretaries' Report: Secretary Harbour stated 6 people have filed for a place on the ballot for the upcoming election. 14. City Administrator Report: City Administrator Denman went over a few key points regarding the City and code enforcement. He then went over financials. 15. Minutes: January 13, 2025 Councilwoman Spears made a motion to approve January 13, 2025 minutes. Councilwoman Gonzales seconded that motion. All members present were in favor. Motion carried. 16. REGULAR AGENDA: (Discuss and consider the following items) A. Property Development (Cul-da-sac) 605 E. Reynosa James Brown Mr. Brown went over his plans to develop 605 E Reynosa, he is planning to put in 6 - 3 bedroom 3 bath homes. He is wanting a road with a cul-da- sac at the end. No action was taken on this item.. I Minutes- Regular City Council Meeting February 10, 2025 B. Gardens of Memories and De Leon Cemetery Maintenance Contracts Councilwoman Brown made a motion to pay the increase and keep Amanda. Motion failed. Councilwoman Gonzales made a motion to counter offer 10% increase, if Amanda doesn't accept then the City will go out for bids. Councilwoman Amick seconds that motion. Councilwoman Brown was opposed, the remaining members were in favor. Motion carried. C. S. Comanche Dr Speed Rumble Strips Options No action was taken on this item. D. Ordinance #001-25, Ordering General Election English Councilwoman Spears made a motion to approve Ordinance #001-25, Ordering the General Election (English). Councilwoman Gonzales seconds that motion. All members present were in favor. Motion carried. E. Ordinance #002-25, Ordering General Election Spanish Councilwoman Spears made a motion to approve Ordinance #002-25, Ordering the General Election (Spanish). Councilwoman Gonzales seconds that motion. All members present were in favor. Motion carried. F. EXECUTIVE SESSION; The Council may enter into Executive Session under Govt Code Sections 551.074 (Personnel Matters) - Hiring Animal Control/Code Enforcement - Start Time -7:11pm End Time - 7:45 pm G. Results from Executive Session - Councilwoman Amick made a motion to hire Ruby Ward as Animal Control/Code Enforcement, to start on February 24th at 8:00am. Councilwoman Gonzales seconds that motion. All members present were in favor. Motion carried. ITEMS OF COMMUNITY INTEREST: Expression of thanks, congratulations or condolences- Information regarding holiday closings Honorary recognition of City officials, employees, or other citizens Reminders about upcoming events sponsored by the City or other entity that is scheduled to be attended by a city official or City employee. 17.
