THE STATE OF TEXAS CITY OF BROWNSVILLE COUNTY OF CAMERON $ MINUTES of a Regular Meeting of the Planning and Zoning Commission of the City of Brownsville, Texas, held in the Commission Chambers, on the Second Floor of the Brownsville City Hall - Old Federal Building, located at 1001 East Elizabeth Street, Brownsville, Cameron County, Texas, on Thursday, April 3, 2025, at 5:30 P.M. with the following members present: PRESENT: ELIZA VASQUEZ CHAIRMAN DAVID RAMIREZ MICE-CHAIRMAN DAVID BETANCOURT SECRETARY AIDA L. RODIGUEZ COMMISSIONER AMALIA BENSON COMMISSIONER MARTIN VEGA ASSISTANT DIRECTOR OF LAND DEVELOPMENT SERVICES JULIO CASTANEDA PLANNER-I BRIGETTE GRAYBILL PLANNER-I DEBBIE LOSOYA HOUSING POLICY PLANNING ANALYST ABSENT: RUBEN O'BELL COMMISSIONER DANIEL ELKIN COMMISSIONER A quorum being present, Eliza Vasquez, Chairman, asked Julio Castaneda, Planner I, to begin with the roll call and begin to consider the following matters as posted and filed for the record in the Planning & Redevelopment Department on April 3, 2025. REGULAR MEETING: 5:30 P.M. 1. Updates/Comments: Planner I, Julio Castaneda, advised that there were no updates/comments. 2. Approval of the Minutes for the Regular Meeting on March 6, 2025 Upon motion by Vice-Chairman David Ramirez and seconded by Secretary David Betancourt, the March meeting minutes were found complete and carried unanimously. PUBLIC HEARINGS: 1. Public Hearing and Action on Ordinance Number 2025-235.102A: To amend the Unified Development Code (UDC), Sec. 5.3 - Signs, to prohibit billboards, regulate llumination, and dealing with related matters. Assistant Director Martin Vega delivered a brief explanation of the ordinance. Upon motion by Vice-Chairman David Ramirez, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Minutes for April 3, 2025 - Page 1 of 2 Secretary David Betançourt moved that Ordinance Number 2025-235.102A be approved to amend the Unified Development Code (UDC), Sec. 5.3 Signs, to prohibit billboards, regulate illumination, and dealing with related matters. The motion was seconded by Commissioner Aida L. Rodriguez Ramirez and carried unanimously.
