See Exhibit "B" CONSIDERDISCUSSIAPPROVE QUOTE FROM LGS TO LOAD LAND RECORDS INTO CASE MANAGEMENT SYSTEM FOR CLERK'S OFFICE - TAKE APPROPRIATE ACTION Commissioner Miller made a motion to approve the quote for LGS to load the land record images into the Clerk's Case Management System, duly seconded by. Commissioner Dillard. Motion carried 4-0. See Exhibit "C" BOND RENEWAL FOR RICHARD THOMAS - TAKE APPROPRIATE ACTION Commissioner Bradshaw made a motion to accept and approve the Bond Renewal for Richard Thomas, Reserve Constable, duly seconded by Commissioner Miller. CONSIDERIDISCUSSIAPPROVE APPLICATION FOR COMMUNICATION PERMIT IN COUNTY RIGHT OF WAY - DREW MCCARN, CTTC - TAKE APPROPRIATE ACTION Commissioner Dillard made a motion to approve the Application for Communication Permit for CTTC, duly seconded by Commissioner Bradshaw. Motion carried 4-0. See Exhibit "D" REPORTS AND INFORMATION, POSSIBLE FUTURE AGENDA ITEMS (PART 1) = NO ACTION TO BE TAKEN Mrs. Hall has a report for the Commissioners Court about the meeting that was had yesterday with the officials from Tom Green County. Security for the May 28th jury selection in the Capital trial was worked out with Sheriff Frazier, Constable Hall, Tom Green County Sheriff Hanna, and Sergeant Skelton with Tom Green County Courthouse Security. Tom Green County Auditor's will do an itemized invoice at the end of the trial for all the expenses that have been, and will be, accrued for this trial. The Convention Center rental for May 28th will be billed separately from the City of San Angelo to Concho County. The Competency Jury Trial is scheduled for April 21st, and will be held at the Tom Green County District Courthouse. No additional security will be needed. There will need to be a resolution approved by Commissioners Court to annex the Convention Center as a Courthouse for that trial and date. Mrs. Hall will get that typed up and presented before the May 28th jury selection date. Mrs. Hall is also going to confirm with the Judge whether the jury will stay at the Convention Center all day, or if they will be allowed to leave for lunch. If he wants them to stay, then a caterer will need to be reserved, and the District Clerk from Tom Green County, Vicki Vines stated that she can take care of reserving the caterer. OASPERDRCUESAPPROVE CONCHO COUNTY HAZARDOUS MITIGATION PLAN - SHAWN BAXTER, TDEM - TAKE APPROPRIATE ACTION Shawn Baxter with Texas Division of Emergency Management (TDEM) spoke to Commissioners Court about the Hazardous Mitigation Plan. The plan that Concho County had in place expired in 2018. Commissioner Dillard made a motion to approve the application oft the Hazardous Mitigation Plan Grant, duly seconded by Commissioner Miller. Motion carried 4-0. See Exhibit "E" COANSDERDRCUSSAPPROVE ROLLER/MOTOR GRADER BIDS - TAKE APPROPRIATE ACTION . Two bids were received for the purchase of a roller for Precinct 4; ASCO Equipment andWarren CAT. Commissioner Dillard made. a motion to accept bid #QU0-43399-D3G3N1 from, ASCO Equipment, duly seconded by Commissioner Miller. Motion carried 4-0. See Exhibit "F" Three bids were received for the sale of the Motor Grader and Chevy pickup from Preçinct 3; one. for the Motor Grader, and two for the Chevy pickup. Commissioner Miller made a motion to refuse all bids for the Motor Grader and Chevy pickup, duly seconded by Commissioner Dillard. Motion carried 4-0. Precinct 3 Motor Grader and Chevy pickup were not sold. COANSDERDSCUSSAPPROVE ALLEN AMOS REQUEST FOR COUNTY TO PAY FOR PROBATE SCHOOL TRAINING - TAKE APPROPRIATE ACTION Judge Amos requested from the County to pay for and allow him to attend the Probate School that is being held in Lubbock, Texas from May 7-9. Judge Amos stated that he has done one Probate, in Runnels County, previously, but it has been a while, and he has one case pending in Crockett County right now. Commissioner Bradshaw made a motion to approve sending and paying for Judge Amos to attend the Probate School in May, duly seconded by Commissioner Miller. Motion carried 3-1, with Commissioner Dillard opposing. COASDERDRCUESAPPROVE BANK DEPOSITORY BIDS - TAKE APPROPRIATE ACTION Mrs. Gierisch stated that she received one bid for the Bank Depository, and it is from our current bank, First State Bank of Paint Rock. Commissioner Miller made a motion to accept the bid from First State Bank of Paint Rockt tol be the County Bank Depository, duly seconded by Commissioner Dillard. Motion carried 4-0. CONSIDERIDISCUSCUSSIAPPROVE COUNTY CHILD WELFARE SERVICES NON-FINANCIAL AGREEMENT - TAKE APPROPRIATE ACTION Commissioner Bradshaw made a motion to accept and approve the County Child Welfare Services Non-Financial Agreement between the Texas Department of Family and Protective Services (DFPS) and the Commissioners' Court of Concho County, duly seconded by Commissioner Miller. Motion carried 4-0. See Exhibit "G" OASPERORCUESAPPROVE OPIOID ABATEMENT TRUST FUND DISTRIBUTIONS AND POLITICAL SUBDIVISION ANNUAL REPORTING REQUIREMENTS - TAKE APPROPRIATE ACTION This is from the State on how the County wants to distribute the funds for the Opioid Abatement. Judge Dillard stated that he would like to use the funds for the Treatment of the Opioid crisis. Commissioner Dillard made a motion to accept and approve the distribution of the Opioid Abatement Trust Fund toward the Treatment side of the program, duly seconded by Commissioner Miller. Motion carried 4-0. CONSIDERIDISCUSCUSSIAPPROVE CONCHO COUNTY SHERIFF'S OFFICE REMAINING SB 22 FUNDS TOAI DEPUTY'S SALARY - TAKE APPROPRIATE ACTION Commissioner Dillard made a motion to make an adjustment to the pay schedule with the SB 22 funds for a Deputy, duly seconded by Commissioner Miller. Motion carried 4-0. The court took a recess at 11:27 a.m. to read through the previous meetings' minutes and accounts payable. The court went back into session at 11:34 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Miller made a motion to approve the minutes from March. 25, 2025, Commissioners Court, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. 391 392 RECEIVE COUNTY TREASURER'S REPORT - TAKE APPROPRIATE ACTION Mrs. Gierisch presented the Year-to-Date Summary General Ledger Trial Balance report, totaling $9,791,191.41. Mrs. Gierisch presented the Summary Statement of Operation Expenditures Report with a total of 38.36% of the budget used. Mrs. Gierisch presented the Summary Statement of Operation Revenues Report with a total of 97.84% revenues realized. Commissioner Dillard made a motion to accept the County Treasurer's Report as presented, duly seconded by Commissioner Bradshaw. Motion carried 4-0. See Exhibits "l", "J", and "K", respectively. CONSIDERIAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY - TAKE APPROPRIATE ACTION Mrs. Gierisch presented the monthly Accounts Payable Claim Register from March 26, 2025, through. April 8, 2025, with a total of $176,943.80. Mrs. Gierisch also presented the payroll for the month of March, totaling $99,760.11. Commissioner Miller made a motion to approve and pay all accounts due and owing by Concho County, duly seconded by Commissioner Dillard. Motion carried 4-0. See Exhibit "L" REPORTS, INFORMATION AND FUTURE AGENDA ITEMS (PART 2) - NO ACTION TO BE TAKEN Mrs. Gierisch presented the Pledged Security report from First National Bank of Wichita Falls, for the record. See Exhibit "M" Mrs. Gierisch stated to have receipted in from CCAD, on April 31d, $43,140.95, with the breakdown being, M&O - $35,709.25 and SRB - $7,431.70. See Exhibit "N" Mrs. Gierisch presented the Clerk's Report for March with a total of $9,117.00. See Exhibit "O" Mrs. Gierisch presented the JP's Report for March with a total of $73,311.53. See Exhibit "P" Mrs. Gierisch presented a Certificate for Zero Lost Time for 2024 from Texas Association of Counties Risk Management Pool Workers' Compensation Program. See Exhibit "Q" Mrs. Gierisch stated that Blue Cross Blue Shield was taking care of the COBRA Insurance when an employee left the County, they no longer take care of it. Mrs. Gierisch has been doing it. TAC sent over an agreement that they would take care of COBRA Insurance through 9/3/25, and the agreement for Judge Dillard to sign is just an acknowledgement that the County understands. Discussion about moving forward with renovations instead of waiting for the Annex to be built. Get a Contractor on retainer to get started. Bids will have to be advertised again. Commissioner Miller thinks that it might be a good idea to get someone to take care of the grant writing/Emergency Management for the County. Judge Dillard wants to have Mr. Baxter come. back in May or June to do a workshop and put on a class for the mandatory hours needed by the County. Sheriff Frazier received Spirit of Eden grant money and purchased supplies needed for ALERT training. Aaron Clements reported that the Basin Solar Project was accepted.
