Mayor Escobar Jr. announced the first item under Discussion and Review of Agenda C1 2025- 103: Discuss Strategic Retreat Content. No Action. Mayor Escobar Jr. announced the second item under Discussion and Review of Agenda C2 2025-104: Presentation and Discussion regarding the process and procedures for a possible Home Rule Charter amendment election. Staff was given direction to bring back a resolution on the April 28th meeting for appointment recommendation. Councilmember Cristina Todd arrived at 5:30 P.M. Mayor Escobar Jr. announced the third item under Discussion and Review of Agenda C3 2025-105: Presentation and discussion of the Fiscal Year 2024 Annual Financial Statement Audit Results, presented by BrooksWatson & Co. No Action. Mayor Escobar Jr. announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code.
