Call to Order. 2. Roll Call. 3. Certify Posting. 4. Pledge & Invocation. 5. Conduct the canvass of the May 4, 2024 General and Special Called Election Results; and approve a resolution canvassing the May 4, 2024 General and Special Called Election Results. 6. Conduct the swearing in ceremony of newly-elected City Council members and administer the oaths of office for newly-elected City-Council members for qualification for office. 7. Consider and take action by the City Council to elect a Mayor Pro-Tem. 8. Presentation to Police Officer Crawford. 9. Approval of the Council Meeting Minutes from the. April 9, 2024 City Council Meeting. 10. Consider and appoint a qualified person to fill the single vacancy on the City Council for City Council Precinct No. 4 and conduct the swearing in ceremony and administer the oath of office for the newly- appointed member of City Council. 11. Falls County Water Supply Planning and Guidance presentation by Jackson Mountain (from Congressman Pete Session office) (5mins.) 12. Discussion and or take action on Interim City Manager or City Manager status, also discussion and or take action on the following matters: (1) to appoint an Interim City Manager or a City Manager; (2) approval of an employment agreement with an appointed Interim City Manager or City Manager; and (3) and the retention OfLION Organizational Development Institute LLC., for consulting purposes. 13. Update on TWDB, CWSRF, & DWSRF Projects and city road projects including but not limited to Robert E. Lee from the MRB Group with a summary oft the differences of the project. 14. Consider and or approve an MOU (Memorandum of Understanding) with Heart of Texas Council of Governments to accept the transfer of Sabre SST Tower to the City. 15. Presentation from Valerie Mann on animal shelter volunteers. (5mins.). 16. Discussion and or take action on a proposal from Mid-West Flow Control Products/Green Gen Technology for cleaning/sludge treatment services for the Waste Water Treatment Plant. 17. Consider and or appoint Larry Fisher to fill a vacancy on the Charter Commission. 18. Consider and appoint Morris Watson Jr., and Byrleen Terry to serve on the City Parks Commission. 19. Discussion on water rates and a water rate study. 20. Conduct the first reading of an ordinance to amend the Marlin Police Department Policy and Procedure Manual by the adoption of amendments to the Hiring and Selection policies, Marlin Police Department Use of Force Continuum Policy, and Career Development, Promotions, and Transfers policies. 21. Discuss and approve a quote and a services contract with LeadsOnline for law enforcement investigative subscription services. 1 22. Discuss, consider, and take action to select and/or award contracts for Engineer, Bond Counsel, and Financial Advisor for the Lead Service Line Inventory Project. 23. Approve a resolution approving Application Filing and Authorized Representative Resolution For the Lead Service Inventory Project. 24. Consider and or approve the purchase ofTarga II filter for the water treatment plant. 25. Consider and adopt a resolution to approve and authorize the Mayor to execute a Payment Plan Agreement between the City of Marlin and Underwater Acoustics International, LLC, (UAI) to pay for survey and inspection and condition assessment services of two City of Marlin earthen dams. 26. Discussion and or take action on a recommendation of the MEDC (the Marlin 4-B Economic Development Corporation) regarding a proposed and planned truck stop project. 27. Discussion and or take action to approve the purchase of a dump truck and potential trade-in to/from Richard Johnson. 28. Consider and or approve the purchase oft two mowers, one for the water plant and one for the wastewater plant. 29.
