PLEDGE OF ALLEGIANCE Mayor Harvey led the Pledge of Allegiance. PRESENTATIONS A. The topic of discussion was Million Dollar Dreams' mission and how it has helped individuals with its workforce development program. PUBLIC COMMENTS Ms. Fay Carter submitted a speaker card and spoke regarding Black History Month. No one else appeared at this time. PUBLIC HEARINGS 1. Conduct a public hearing on a rezoning application for one (1) lot on 4.879 acres, more or less, and being located at 16023 E US 290, Manor, TX from (GO) General Office to (C-2) Medium Commercial. The city staff recommended that the City Council conduct the public hearing. Mayor Harvey opened the Public Hearing. Interim Development Services Director Burrell discussed the proposed rezoning request. Jen Henderson with HPE submitted a speaker card and discussed the rezoning request. A discussion was held regarding the zoning regulations and P&Z Commission recommendations. A discussion was held regarding allowable uses. Conduct a public hearing for the voluntary annexation of 146.920 acres, more or less, being located in Travis County, Texas, and adjacent and contiguous to the city limits. The city staff recommended that the City Council conduct the public hearing. Mayor Harvey opened the Public Hearing. Interim Development Services Director Burrell discussed the proposed public hearing for the annexation request. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Amezcua to close the public hearing. There was no further discussion. Motion to close carried 6-0 CONSENT AGENDA 3. Consideration, discussion, and possible action to approve the City Council Minutes of January 15, 2025, City Council Regular Meeting. 4. Consideration, discussion, and possible action approving an engagement letter agreement for a trustee for the Mustang Valley Public Improvement District (PID). 5. Consideration, discussion, and possible action on the confirmation, ratification, and approval ofthe First Amendment to Letter of Intent for the purchase of approximately 8.43 acres of land out of an 84.30 acre tract of land situated in the A.C. Caldwell Survey, Abstract 154, in Travis County. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Amezcua to approve the consent agenda as presented. Councilwoman Wallace asked if the motion could include a different use than what was being proposed. Assistant City Attorney Rivera advised that the item would need to be returned to the council ift they decided to approve a different type of zoning use. She stated that the original request was for C-3. A discussion was held regarding C-2 and C-3 regulations. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Weir to deny the request as presented. There was no further discussion. Motion to deny carried 6-0 7. The city staff recommended that the City Council approve the first reading ofan ordinance of the City of Manor, Texas annexing 146.920 acres, more or less, being located in Travis County, Texas, into the corporate limits of the City, at the request of the property owner; approving an agreement for the provision of services for the annexed area; making findings of fact; providing a severability clause and an effective date; and providing for an open meetings, and other related matters. Interim Development Services Director Burrell discussed the proposed annexation. A discussion was held regarding costs to the city and city regulations once the property was annexed. Consideration, discussion, and possible action on an amendment to the Chapter 380 Agreement, 107 W. Boyce Street Mixed Used Development. The city staff recommended that the City Council approve the First Amendment to the 380 Agreement, 107 W. Boyce Street Mixed Used Development. Economic Development Director Jones discussed the proposed amendment. A discussion was held regarding the capital improvements for the project. Consideration, discussion, and possible action on a Development Agreement Establishing Development Standards for The Shops at Grassdale Development. The city staff recommended that the City Council approve the Development Agreement Establishing Development Standards for The Shops at Grassdale Development with the Shops at Grassdale, LLC. Interim Development Services Director Burrell discussed the proposed agreement. A discussion was held regarding the extension of parking spaces for the development. Consideration, discussion, and possible action on allocating funds for senior transportation within the City of Manor. The city staff recommended that the City Council authorize the financial support for the Senior Access agency in an amount not exceeding $10,000. Council Member Weir expressed her frustration with Senior Access customer service. Council Member Deja Hill expressed her neighbor's similar situation with Senior Access customer service. A discussion was held regarding Senior Access's lack of services to Manor residents. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Amezcua to postpone the item until additional information is provided. Motion to postpone failed 6-0 Mayor Harvey asked ift there was another motion to consider.
