Reports, Presentations, and Updates: No Reports or Presentations. for the Planning and Zoning Commission on February 27, 2025. 6. Planning and Zoning Action Items: A. Consider approval of minutes from the Planning and Zoning meeting held on January 30, 2025. Commissioner Fletcher made a motion to approve the minutes presented, from the January 30, 2025, Meeting. Commissioner Hall seconded the motion. Motion carried - all ayes. B. Discuss and consider approval of the Final Plat Application for Block 1; Lot 1; 310 Special Addition, located at 310 N. 3rd St. with 3rd St., also known as SH 81. Existing property, nothing on the land that anyone ever knows of Commissioner Hall made a motion to approve the Final Plat Applicationfor Block 1; Lot 1; 310Special Addition, located at 310 N. 3rd St. Commissioner Dudley seconded the motion. Motion carried - all ayes. C. Discuss and consider a recommendation to the City Council regarding the request to close Cotton St. from the East 9th Block located South of W. Criner to the East 10th Block located South of W. Criner by property owner Harold Laird. Ordinance passed in 1990. The portion of Cotton Street that was closed was only between the blocks that were West Block 8 and South Block 5. Does not have to be surveyed again. Commissioner Carney moved to make a recommendation to the City Council to close Cotton St. from the East 9th Block located South ofw. Criner to the East 10th Block. Commissioner Bickerseconded the motion. Motion carried - all ayes. D. Provide recommendations to the City Council on amending Chapter 8, Article II, Section 8-21, to allow chickens/hens in residential zoning districts and recommend guidelines for their regulation. The staff has found both of these ordinances to be confusing and inconsistent, needing an amendment in either section. If so, allow it to run at large outside of the pen. Covered in item 4. 6. If so, do we want a specification prohibiting selling eggs? Omit from the Ordinance, does not need to be addressed. 7. Ifso, require a permit? For the chickens and the coop. $25 permit fee (one time permit for property owner, new owner required to get their own permit). 8. Ifso, are there any specific exemptions? No need for ag exempt., not enough acreage. No roosters. We will have a meeting in March. Commissioner Fletcher moved to approve recommendations to the City Council on amending Chapter 8, Article I, Section 8-21, to allow chickens/hens in residential zoning districts and recommend guidelines for their regulation as discussed Commissioner Bicker seconded the motion. Motion carried - all ayes. 7. PUBLIC HEARINGS: No Public Hearings are Scheduled, for the Planning and Zoning Commissioners on February 27, 2025.
