Benbrook MINUTES OF THE MEETING OF THE BENBROOK CITY COUNCIL THURSDAY, APRIL 17, 2025 The regular meeting of the Benbrook City Council was held on April 17, 2025 at 7:00 p.m. in the Council Chambers with the following Council members present: Jason Ward, Mayor Renee Franklin Larry Marshall Gary Addison Laura Mackey Keith Tiner Also Present: Jim Hinderaker, City Manager Ethan Cox, Assistant City Manager Beth Fischer, City Secretary I. CALL TO ORDER Meeting called to order at 7:00 p.m. by Mayor Ward. I. NVOCATIONPLEDGE OF ALEGIANCE Invocation was given by Pastor Lynn Bullock - The Church at Benbrook The Pledge of Allegiance recited. III. CITIZEN COMMENTS ON ANY AGENDA ITEM IV. MINUTES 1. Approve minutes of the regular meeting held April 3, 2025 Motion by Mr. Tiner, seconded by Dr. Marshall to approve the minutes of the regular meeting held April 3, 2025. Vote on the Motion: Ayes: Ms. Franklin, Dr. Marshall, Mayor Ward, Mr. Addison, Ms. Mackey, Mr. Tiner Noes: None 1 Motion carries unanimously. V. REPORTS FROM CITY MANAGER A. GENERAL G-2690 Ordinance vacating and abandoning a 10-foot-wide public utility easement located on 8 Legend Road, Lot 1, Block 1, Legend Manor Addition, City of Benbrook, Tarrant County, Texas (PUBLIC HEARING) The property owners, Kevin and Melissa Terry, have submitted a request to vacate and abandon a 10-foot-wide public utility easement (PUE) located along the rear property line of their lot (Lot 1, Block 1, Legend Manor Addition). The PUE was originally dedicated by plat for public utility access. However, the easement is not required as the necessary PUE is located along the front property line. All franchise utility companies have reviewed the request and provided letters stating they do not object to the abandonmenlyacation of this easement. No public utilities are currently located within the easement. City staff has reviewed the request and supports the proposed vacation and abandonment of the easement. As a matter of process, City Council may accept the request to vacate and abandon the easement by ordinance. Following approval of the ordinance, staff will record a quitclaim deed, releasing the City's interest in the easement, with the Deed of Records, Tarrant County. Mayor Ward opened the public hearing at 7:07 p.m. No one spoke to the item. Mayor Ward closed the public hearing at 7:07 p.m. Motion by Mr. Addison, seconded by Dr. Marshall to approve the vacation oft the utility easement Lot 1, Block 1 Legend Manor Addition, Tarrant County, Texas at 8 Legend Road. Ayes: Dr. Marshall, Mayor Ward, Mr. Addison, Ms. Mackey, Mr. Tiner, Ms. Franklin Noes: None Motion carries unanimously. VI. INFORMAL CITIZEN COMMENTS VII. COUNCIL MEMBER AND STAFF COMMENTS Councimember Franklin mentioned upcoming community events. 2 Councilmember Marshall conveyed appreciation and offered condolences in the loss of a former City Council member, Planning and Zoning board member, and Tarrant County District Attorney. Councimember Addison announced the closure of City offices for Good Friday. VIII.
