Commencement 1.01 Call to Order/Determine Ouorum Chair White called the March 6, 2025 Special Joint meeting of the Sussex County Board of Supervisors and the Sussex County School Board to order. 1.02 The Invocation The Invocation was offered by Supervisor Tyler. 1.03 The Pledge of Allegiance The Pledge of Allegiance was recited by all. 11 Page - Minutes of March 6, 2025 Special Joint Meeting of the Board of Supervisors and the School Board 1.04 Approval of the Agenda ON MOTION OF SUPERVISOR TYLER, seconded by SUPERVISOR TOLLIVER and carried: RESOLVED that the Sussex County Board of Supervisors hereby approve the agenda for the March 6, 2025 Special Joint meeting of the Sussex County Board of Supervisors and the School Board. All Board members present voted aye. 2. School Board's 2025-26 Proposed Budget 2.01 Capital Improvement Plan (CIP) Presentation John Broderick, Director of Finance and Operations, presented wish list needs in the last three years. the proposed CIP. Per the handout provided to the Board, the projected CIP 2026-2028 for Expenditures is $14,236,269. He reviewed the Budget CIP Process for 2025-2026. The projected average daily membership (ADM) for 2024-2025 is 1,000 students. The construction and renovation dates for the high, middle and elementary schools, the School Board office and Operations were reviewed. It was noted that the Schools had been able to self-fund the majority of their Capital Improvements needs since 2013 when the Elementary School was completed. There was discussion of the School's application for funding through VPSA Security grant. There was discussion of gymnasium roof repairs. There was discussion ofthe Schools, Campus/Operations and Transportation CIPS for 2026-2028. The Schools CIP FY2025-2026 priorities include (1) high school roof; (2) middle school roof repairs; and (3) School Board office Renovations/STEM/Workshops: There was discussion of the frequency of bus rotation, infrastructure updates and school security upgrades. Dr. Hamlin noted that they are not requesting full funding of CIP. 2.02 Superintendent's Proposed Budget 2025-20256/BG #1, #2, #3 & #4) Dr. Julius Hamlin reviewed the School's proposed budget. Dr. Hamlin reviewed the Strategic Planning Stakeholder Work. The Strategic Plan Focus Areas include (1) student achievement; (2) personnel support and talent development; (3) community outreach and partnerships; and (4) efficiency of operations. 21 Page Minutes of March 6, 2025 Special Joint Meeting of the Board of Supervisors and the School Board Dr. Hamlin reviewed the revised Vision, Mission, and Core Beliefs and the Division's Guiding Principles. Sussex County Public Schools 24-25 Quality Profile Report Data of the accreditation of the schools were review. The instructional, personnel, program support and operational goals for 2025-2026 were discussed. Dr. Hamlin reviewed the schools budget process and their projected revenue for 2025-2026. Their total projected revenue is $24,854,380. The Projected Local Revenue is $8,496,170. This denotes approximate local appropriation amount to match 24-25 appropriation. The Project State Revenue$13,112.940. The Projected Federal Revenue is $2,753,770 and other project revenue is $491,500. There was discussion of these projected revenues. There was also discussion of student centered support initiatives. Those initiatives were provided in the handout. The budget process calendar and anticipated dates and the Code of Virginia $22.1-93 were included in the handout provided. Administrator Douglas noted that CSA was not included. 2.03 CIP Roof Literary Loan Roland Kooch, with Davenport & Company, attended. Payment options and loan payment were discussed. Davenport reviewed the breakdown of the literary loan. 3. Citizens' Comments There were no citizens' comments. 4.
