Campbell County Electoral Board Meeting Minutes General Registrar's Office March 7, 2025 Members present: Wooldridge, Raner, and Millson-Martula Members absent: Guests present: General Registrar Martin and one member of the community Chairman Raner called the meeting to order at 10:32 am. Meeting Minutes The Board voted unanimously to approve the minutes of the meetings of February 7, 2025 as modified and February 17, 2025. Election Equipment Purchase Raner stated that the Board had voted unanimously to purchase Hart Inter Civic voting machines on the basis of efficiency and price. Survey Results Election Officer Survey Martin reported that over seventy officials had responded to the survey. While the results were generally favorable, the Board agreed unanimously to address the following matters: the roles of poll watchers; a separate training session for new officials; the introduction of Board members and office staff at training sessions; and better handling of questions from the audience at training sessions. This survey will likely be repeated after each general election. Voter Survey Martin reported that she had not yet implemented this survey. Help America Vote Act Complaint Martin reported that the situation of a Brookville voter whose identity had been mistakenly assigned to another voter had been resolved. Training of Election Officers The Board and the General Registrar agreed to the following components of election officer training: A general training session will be held for chiefs and assistant chiefs before the June 2025 primaries. For the November 2025 General Election, training will be offered to two precincts at a time in the office after 5:00 pm on each of eight dates as follows: A session for new election officers. Each group of officers will set up their own precinct's scanner, ballot marking device, and electronic poll book. A general training session for each precinct. The general training session will include an agenda handout for officers, a complete explanation of the provisional ballot process, greater attention being given to a voter's senior/junior status and birthdate, and emphasis on more complete and accurate searching of the poll book. Martin will record videos for setting up the electronic poll books and the new voting machines. Poll Watcher Training The Board agreed to urge party chairpersons to have their poll watchers take part in training offered by ELECT. Ballots for the June 2025 Primaries The Board voted unanimously to order ballots equal in number to 25% of current registered voters. Virginia Electoral Board Association All Board members as well as the General Registrar and Chief Deputy Registrar will attend the conference later this month. The Board is reminded to not discuss any official business while at the conference. Guidance for the Board Martin reminded the Board that when seeking guidance relating to the Board's legal roles and responsibilities, they should first contact their VEBA liaison. If that proves insufficient, they are then welcome to contact the County Attorney who will bill the county for his services. Appointment of Election Officers At 11:29 am, the Board went into closed session in order to appoint additional officers for 2025. At 11:43 am, the Board returned to open session and unanimously certified that the appointment of election officers was their sole matter of discussion. The Board appointed an additional thirty-two officers for 2025. Next Meeting The Board will meet next on April 4, 2025 at 10:30 am. The Board voted unanimously to adjourn the meeting at 11:52 am.
