Rise, Chair Brian Green, Vice Chair Christopher Bertaut, Town Council Liaison Troy Brown, Commissioner (present remotely) William Hombach, Commissioner Matthew Davis, Commissioner Ryan Feber, Commissioner COMMISSIONERS ABSENT: None STAFF PRESENT: Summer Wilkes, Director of Planning & Community Development; Jordan Andrews, Planner; Kendall Wisniewski, Planning Operations Coordinator CALL TO ORDER: Chair Rise called the meeting to order at 6:30pm. Chair Rise read the remote participation statement for Commissioner Brown to attend the meeting remotely pursuant to Code of Virginia $2.2-3708.3. The statement can be found in the agenda packet. The Pledge of Allegiance followed. AGENDA AMENDMENTSATTROVALA Chair Rise asked the Commission ifthere were any agenda amendments. There were none. Chair Rise declared the agenda approved as distributed. COMMISSIONER DISCLOSURES: Chair Rise disclosed that he met with Town Council Members Luke and Khalil as well as citizen Nedim Ogelman to review the proposed Zoning Ordinance and Zoning Map found on the Town website. ELECTION OF OFFICERS: Chair Rise opened the floor for nominations of a Chair for the Planning Commission. Vice Chair Green nominated Ronald Rise for Chair of the Planning Commission. Chair Rise asked if there were any objections to the nomination. There were none. Chair Rise announced that Ronald Rise is elected Chair of the Planning Commission by unanimous consent. 1/Page Chair Rise opened the floor for nominations of a Vice Chair for the Planning Commission. Vice Chair Green nominated Commissioner Hombach as Vice Chair for the Planning Commission. Chair Rise asked ifthere were any objections to the nomination. There were none. Chair Rise announced that Bill Hombach is elected Vice Chair of the Planning Commission by unanimous consent. APPROVAL OF MINUTES: 6.a 01/23/2025 Planning Commission Meeting Minutes Chair Rise proposed dispensing the reading of the January 23, 2025, meeting minutes by the Clerk unless there were any objections. There were none. Chair Rise asked if there were any corrections to the January 23, 2025, meeting minutes. There were none. Vice Chair Hombach motioned to approve the January 23rd meeting minutes. Commissioner Green seconded the motion. The Commission unanimously approved the meeting minutes. 6.b 02/06/2025 Planning Commission Meeting Minutes Chair Rise proposed dispensing the reading oft the February 6, 2025, meeting minutes by the Clerk unless there were any objections. There were none. Chair Rise asked if there were any corrections to the February 6, 2025, meeting minutes. There were none. Vice Chair Hombach motioned to approve the February 6th meeting minutes presented by electronic means. Town Council Member Bertaut seconded the motion. The Commission unanimously approved the meeting minutes. CITIZEN COMMENTS: None COMMISSIONER COMMENTS: Commissioner Brown thanked the Commission for letting him join the meeting virtually. He stated that he is attending the Certified Planning Commission Program in Richmond, which has been a great educational experience. 2IPage Commissioner Feber congratulated the new Chair and Vice Chair of the Planning Commission. He stated that he wishes he was at the program with Commissioner Brown but needed to reschedule to a later course. He shared that he is excited for the experience. Commissioner Green congratulated the new Chair and Vice Chair of the Commission and wished them the best ofluck. Vice Chair Hombach congratulated the Chair of the Planning Commission and is thankful to be elected Vice Chair. He stated that he attended the Virginia Main Street Program meeting and shared that he supports the initiative to capture public engagement. Chair Rise thanked everyone for their support ofhim and for the Planning Commission. COUNCIL REPRESENTATIVE REPORT: Town Council Member Bertaut congratulated the new Chair and Vice Chair of the Planning Commission. He reported that a public hearing was held for the Zoning Ordinance at the March 11th Town Council meeting and that this will be a discussion item at the upcoming Town Council meeting. PLANNING STAFF REPORT: 10.a Update on FEMA Training Planner Andrews provided the Commission with a summary of the E0273: Managing Floodplain Development Through the NFIP training course that he attended in February. Commissioner Feber asked Planner Andrews what his top 3 takeaways from the program are. Planner Andrews responded explaining that comparing the standing of Purcellville's floodplain with other program participants from other parts of the country was eye opening, he enjoyed learning of all the tools and resources that FEMA can provide, and that Purcellville's floodplain is in good standing, but it is necessary to be prepared for flooding events. Chair Rise asked if this was his first training for floodplain administration. Planner Andrews stated that it was his first formal training following learning about floodplain management when reviewing the 7/690 plans with the town's engineering department. Chair Rise then asked Planner Andrews to explain the National Flood Hazard GIS layer FIRMette's that are included in the agenda packet. Chair Rise and Planner Andrews continued to discuss Purcellville's LOMR, and other floodplain data depicted in the attachments. 10.b Work Plan Update Planner Andrews described the updates to the Planning Commission Work Plan which can be found in the agenda packet. Updates include the review of a draft oft the quarterly report and draft of any modifications to the Work Plan itself at the next Planning Commission meeting on April 3rd to submit to the Town Council for consideration. 3IPage 10.c Zoning Ordinance Adoption Process and Website Overview Director Wilkes explained that there were many questions from citizens about the proposed Zoning Ordinance prior to the Planning Commission's public hearing last July. An interactive zoning map has been created which depicts the current and proposed zoning districts and regulations for all properties in Purcellville with the hope of alleviating confusion about the proposed Zoning Ordinance. The letter that was sent out to notify property owners about the zoning changes provides a link to the Zoning Ordinance Update page on the Town website which includes this interactive map. Planning Operations Coordinator Wisniewski demonstrated how to use the interactive map to the Commission. Chair Rise asked if this interactive map could be used as the Official Zoning Map. Planner Andrews responded stating that this is a depiction of the Official Zoning Map, and that the official one will still be printed and located in Town Hall. He noted that all the maps are created using the same approximated parcel data and that a plat is best to use for analysis of any property. Planner Andrews further described the role ofthe Town's GIS Coordinator and his contribution to the engineering as well as the planning department. DISCUSSION ITEMS: 11.a Planning Commission Byl laws Update Chair Rise presented a PowerPoint for updating the Planning Commission' S Bylaws. The slideshow can be found in the agenda packet. He provided a summary of the history ofthe Planning Commission Bylaws and explained that this update is a good opportunity for the commissioners to learn more about the Bylaws, Sate Code, and Town policies as they work to bring these documents into alignment. Chair Rise summarized the proposed effort for completing the update and explained that he and Commissioner Brown will begin the work of aligning the Bylaws with the State and Town Code/policies and bring their findings back to the Planning Commission for their review. 11.b Five- Year Comprehensive Plan Proposed Amendment Review Status Commissioner Feber introduced the Possible Comprehensive Plan Amendments working document created by the previous Planning Commission, which can be found in the agenda packet. He explained that his focus is on the process of the project which is divided into two phases. Phase 1 will be implementing the proposed amendments and phase 2 will be a deeper dive into applicable sections, which has been Vice Chair Hombach's focus. Commissioner Feber shared that all the commissioners as well as staff will be able to view, edit, and track changes to the Comprehensive Plan using Office 365 which will be available for everyone within the next month. Vice Chair Hombach gave a presentation for a New Future Land Use Map to the Commission. The slideshow can be found in the agenda packet. The presentation outlined an approach to updating the Future Land Use Plan Map to better align with the Official Zoning Map. 4Page Chair Rise suggested to further discuss the changes to the map at the next meeting and for Vice Chair Hombach to have map drafts to aid the discussion. Commissioner Davis asked the Commission if they should take a couple minutes to discuss the scope of work for this 5- year Comprehensive Plan update. He noted that his understanding of what is being asked by the Town Council is that this is a high-level update. Director Wilkes suggested the subcommittee that is working on the Comprehensive Plan to meet with the Planning Department and discuss the scope of work to bring back to the Commission. Discussion item 11.c will be tabled to the next meeting. Chair Rise suggested canceling the next meeting on April 3rd to give subcommittees time to work on their tasks. Director Wilkes pointed out that the following meeting scheduled April 17th falls during Holy Week and Spring Break. Chair Rise suggested canceling both regular scheduled meetings in April and to schedule the next meeting for Thursday, April 24th. The Commission unanimously agreed with this suggestion.
