Townof Fincastle February13, 2025 Town Council Minutes The meeting was held at the Fincastle Library located at 11 Academy Street Fincastle, VA. Members Present: Mayor Mary Bess Smith, Paige Ware, Pam Binns, Jim Reynolds, Barry Rakes, Clay Fitzgerald, Ed Bordett Members Absent: Staff Present: Melanie McFadyen, Pam Brooks Call to Order and determination of quorum by Mayor 7:00pm 1. Public Hearing was cancelled due to the Planning Commission cancelling their due to inclement weather. The public hearings will be rescheduled. meeting 2. Reading/approval of the minutes of the January 9, 2025, meeting The minutes were approved as submitted. 3. Additions to the Agenda and approval of the Agenda The agenda was approved as submitted. 4. Reports a) Financial i. Approval of the Monthly bills for January 2025 The monthly bills were approved as submitted. ii. Review of the Treasurer's Reports for. January 2025 The Treasurer's Reports were approved as submitted for the General Fund, the Water & Sewer Fund, the Special Projects Fund (Grant), the Society to Keep Fincastle Lit, and the Sidewalk Fund. b) Management Reports i. Budget timeline a. Budget committee will need to meet in March to begin FY26 budget planning. The proposed budget needs to go to public hearing in May and be approved in June. ii. Banners/Christmas decorations a. Tracey MacDonald and Henry Booze were thanked for their hard work putting up the banners. It was decided that the banners are too small to put up along 220 SO they were placed on Roanoke Street. b. Tracey and Henry also removed broken and bent brackets for plants and flags around Town. C. The Mayor expressed the Town's sincere appreciation and thanks to them for their hard work and spirit of volunteerism. iii. Courthouse construction a. The Dodd building (corner of Back and 220) is ready to come down. Interior demo has begun. Some discussion of coordination between the Town, the County, and others to commemorate activities related to the construction of the new county Courthouse. There will be extended street closures on Roanoke from Main to Back. The town will announce the closure dates as soon as they made available. iv. New Planning members a. Scott Critzer addressed Town Council regarding adding members to the Planning Commission. Currently, the Town Planning Commission has 5 members, but State Code allows up to 15 members. The Planning Commission has suggested that additional positions be added to increase representation and idea generation. Dean Clemons and Jay Saunders have agreed to serve. Mr. Clemons owns a large farm on the northwestern side of Town, and Mr. Saunders owns the historic Fincastle Baptist Church. Both ran for Council last year. Jim Reynolds made the motion to approve new members and Paige Ware seconded the motion. Most everyone has completed the training or is scheduled to train soon. vi. Settler's Road a. VDOT has completed the final inspection. The Town Manager is working with VDOT and Chris Moore to have Settler's transitioned into the VDOT system. vii. Hazard Mitigation Plan a. An update to the County's Hazard Mitigation Plan is In process and they are looking for more input from Towns. There is a survey for citizens to fill out that will be on the Town's website and at the library sO that as many people as possible can fill it out. viii. Suscomm meeting - Farmer's Market a. Bess Madonna is working with the Fincastle Volunteer Fire Department to get it started. She has requested a temporary flag to announce the Farmer's Market. She got a quote of $300. This will be discussed later as plans develop. ix. Virginia Women's Municipal Leadership Institute reimbursement a. The Town Manager has been accepted and received a full tuition scholarship from Virginia Risk Sharing Association. VRSA requires that the town show that they have paid for this before they will reimburse. The Personnel Committee approved this being charged to the town's credit card. Melanie has received notice that VRSA will be sending the scholarship in 4-5 weeks. X. Metropolitan Planning Area a. Ity was recommended that the MPA be expanded to include the entire town limits including the parts added to the boundaries which were not previously included. Citizen comments Concern of roads needing repair/repaving on Church street between Main and streets. Academy The Town Manager will request that the County add this section to the County's plan for road work. 5. Other matters/discussion items for Council. None 6.
