Town of Williamsport Mayor & Town Council Regular Session Meeting Minutes = November 12, 2024 On November 12, 2024, the Mayor & Town Council for the Town of Williamsport held a Regular Session. Those members of the elected body who were present included Mayor William Green, Assistant Mayor Dennis Grove, Councilman Jim Braswell, Councilman Charles Brown, Councilman Earle Pereschuk, and Councilperson Margaret Yaukey. Town employees in attendance were Chad Rooney, Town Manager, and Ed Kuczynski, Town Attorney. Mayor Green called the meeting to order at 6:00pm and led a moment of silent reflection and the Pledge of Allegiance. Mayor Green asked for a motion to approve the meeting minutes from the October 7, 2024, Regular Session; Councilman Brown made a motion to approve the minutes as presented; Councilman Braswell seconded; the motion passed unanimously. Mayor Green recognized no report from the Board of Election Supervisors, Board of Zoning Appeals, History & Museum Board, Planning Commission, Land Use, Legal Counsel, nor the Washington County Sheriff S Office. Councilperson Yaukey noted a meeting with the Mayor and Town Manager regarding electric was scheduled. Councilman Brown appreciated how well the Town Halloween event was and the amount of people who came out. He announced the parade and lighting of] Byron Park on December 6. Assistant Mayor Grove added the Celebration ofTrees will also being the weekend after thej parade and the barn looks wonderful. Councilman Braswell outlined street sweeping continues through December, paradel park lighting events are coming up, and Town Hall will be closed on Thanksgiving Day and the following day. Mayor Green noted there is no old business and moved on to New Business items. Mayor Green asked Town Council to approve Colton Linton, a trained employee, authority to write tickets. Assistant Mayor Grove motioned to approve the request as presented; Councilman Braswell seconded; the motion passed unanimously. The Town Manager briefly explained the process to properly dispose of files per the Maryland Document Destruction laws. A copy of the guidelines was provided to each member of the dais. The Town Manager requested guidance from the Mayor and Town Council to properly dispose of files meeting the criteria to be destroyed. Councilman Tinsley made the motion to provide the requested authority adding that a Resolution be drafted to generally document those files being included; Councilman Braswell seconded; the motion passed unanimously. Mayor Green presented the proposed 2025 Events & Holiday Calendar for the Town of Williamsport. Councilman Brown motioned to approve the Calendar but modify the dates for C & 0 Canal Days and News Year's 2026; Councilman Tinsley seconded; the motion passed unanimously. The Mayor requested approval to cease ticketing for the holidays between November 25, 2024, and January 5, 2026, for the holiday season. Councilman Braswell made a motion to approve the request as presented; Assistant Mayor Grove seconded; the motion passed unanimously. Mayor Green opened the meeting for Public Comment. A gentleman who identified himself only as Spencer offered his frustration with the handling ofa an incident between a local resident and the day care on West Potomac Street. He explained the security concerns and safety issues identified with the resident making verbal threats towards employees of the center, parents, and children. A second member of the public, who identified himself as Larry, reiterated the importance of the [church] "council's". responsibility to maintain a safe and secure environment for the children. Mayor Green requested a motion to adjourn the meeting; Assistant Mayor Grove motioned to adjourn; the motion was seconded by Councilman Tinsley; the meeting was adjourned at 6:26pm.
