PRESENTATIONS (Informational only) Item 7.1 Certificate of Recognition- Edward 'Fast Eddy' Jones- It is recommended that the City Council read and present a Certificate of Recognition to Edward Fast Eddy' Jones. Mayor Hernandez read and presented the Certificate of Recognition to Edward "Fast Eddy" Jones in celebration of his 95th Birthday. Item 7.2 Certificate of Recognition - Naomi Campbell- Itis recommended that the City Council read and present a Certificate of Recognition to Naomi Campbell. Mayor Hernandez read an presented the Certificate of Recognition to Naomi Campbell for being the regional nominee and recipient of a scholarship from the Association of California School Administrators (ACSA), Stanislaus Charter. Item 7.3 National Library Week April 6, 2025 = April 12, 2025- It is recommended that the City Council read and present the Proclamation for National Library Week to Vicky Holt, Library Assistant. Mayor Hernandez read and presented the proclamation for National Library Week to Vicky Holt, Library Assistant for the Riverbank Library. Item 7.4 Proclamation - Stanislaus Consolidated Fire Protection District 30th Anniversary- Itis recommended that the City Council read and present the Proclamation to Stanislaus Consolidated Fire Protection District. Mayor Hernandez read and presented the proclamation in celebration of Stanislaus Consolidated Fire Protection District's 30th Anniversary to the Riverbank Station 26 Team. Item 7.5 Presentation Caltrans District 10- It is recommended that the City Council receive a presentation from Daniel Ha, Project Manager with Caltrans District 10. Daniel Ha, Project Manager with Caltrans District 10 gave a PowerPoint presentation on the key projects that Caltrans is working on in the City of Riverbank. Page 2 of 9 CC/LRA Minutes - 04/08/2025 Item 7.6 Workshop on Preparation of a Short-Term Rental Ordinance- It is recommended that the City Council to receive a staff presentation on the preparation of a Short-Term Rental Ordinance. The presentation will serve to provide an overview of the purpose of a Short-Term Rental Ordinance and for City Council and the community to provide input on proposed standaros/reguations for the Ordinance. No recommendation or formal action is necessary at this point. Item 7.6 was continued to a future meeting. 8. Michael Arroyo Contract Planner with the City of Riverbank, Associate Planner with JB Anderson gave a comprenensive staff report and PowerPoint Presentation on the 2024 Annual Progress Report on the Implementation of the City of Riverbank's Housing Element. Item 13.2 Council/Authority Member Councimember Uribe Yesterday, Ihad an opportunity to attend the RESTART classes over at Sierra House. / got to sit there with David, John and Sebastian who are going to be graduating. And if you're not aware, we have three graduates from Sierra House and we're going to be recognizing them on April 22nd at 3344 Sierra Street at 2:00 P.M. They are calling it Achievement we are calling it Graduation. It is going to be something to celebrate. Got to see firsthand Seth kind of handling his role Page 6 of 9 CC / LRA Minutes 04/08/2025 there and the professionalism that he's kind of showing. We got to dive into perception, perspective, conflict. So, it's a very informative class. / was very impressed with that. Looking forward to Opportunity Stanislaus recognizing the City of Riverbank at the Celebrate the Central Valley event at Dustbow!. Looking forward to that. That's going to be on the, / believe, the 17th of this month. And then for residents, if you are looking for volunteer opportunities, as Sammi said earlier, Love Riverbank, reach out to Sammi. Reach out to Randy. They're leading this whole thing they are doing amazing. The river cleanup does need a lot of volunteers. Please join me out there. You are not going to actually get in the in the river. You are going to be on the embankment. Just kind of cleaning up there. And the cool thing about it this time around, we are teaming up with the Army Corps of Engineers. They are going to have a boat out there. Sounds kind of weird, but we're going to actually load all of the stuff next to the river onto this boat. We're going to float it down to Jacob Myers Park, and then we're going to offload it there into the bins that Gilton has provided for us. So Gilton thank you for that. Another opportunity for volunteers, Sister Cities is going to be meeting this Friday. We are just heavily engaged. We are trying to impact our youth. We are trying to send them out to either Leadership Summits, send them to the Capital. We're trying to do scholarships. So, if you guys are interested in volunteering, just being active, helping the youth hit us up, reach out to me, reach out to John meetings this Friday at 6:00 P.M. Councilmember Pimentel: / attended the Chamber of Commerce dinner on March 28th. Thank you, Olivia. It was really nice and along with myself and the CPT youth, we were going to be helping with the Easter egg hunt. I believe it's April 19th. And on Monday / met with Vice Mayor Fosi, Darlene Barber-Martinez and some of the others that had questions about what was coming up with public concern. So, we were able to meet and we are educating ourselves on that, we're not taking anything lightly. / received several calls and we are answering to the best of our ability, but we're not rushing. We are taking our time. So, thank you for your concerns. Love Riverbank is coming up. So, if you need help with signing up, a lot of the older people are not able to go on the computer. So, I'm able to help them reach out to me on Facebook at John C. Pimentel and / will do my best to help you. Councimember Call: April 1st was. Assyrian New Year, sO Ijust wanted to take a moment to recognize the Centuries of Cultural influence in the Central Valley. / found it appropriate to remind everyone of their presence and success in our community. Sate of the City, my key takeaways were to get involved, ask questions and take part in the community business and city leader intersections. It was stated that Crossroads West is a project of patience and quality which is a preface to the Page 7 of 9 CC / LRA Minutes = 04/08/2025 meetings that I've been having with different departments, law enforcement and CVCR to discuss the tiny home project in depth within the Crossroads West Specific Plan is where that falls. So, it's becoming more and more apparent that this project is not of patience and quality. Project Resolve orientation workshop with the Mayor, continued our conversations on how to reach messengers in the communities with a distrust in law enforcement and bringing them into the space of Project Resolve SO that they can hear it, see it, and feel the work that we're doing to bridge that gap. Yesterday / had the opportunity to speak at the Republican Central Committee. It was a space to introduce myself to my constituents and colleagues in depth, and hear about Bills coming through in California, and / was able to meet Jeremy Young. Today / was with Councimember Uribe, we met with Sheriff Dirkse to go over the proposed dispatch system as well as ways we can partner as a contract city to keep public safety at the forefront and as a priority. Vice Mayor Fosi: The Riverbank Historical Society is having their next meeting on April 14th at 5:00 P.M. at the museum behind us. April 15th is the Riverbank Federated Women's Group meeting which will be held at Scout Hall at 6:30 P.M. May 18th from 9:00 A.M. to 1:00 P.M. both of us, the Historical Society and the women's group are having our after-Mother's Day pancake breakfast. t'll be at the community center from 9:00 A.M. to 1:00 P.M. Item 13.3 Mayor/Chair Mayor Hernandez: just want to reiterate the State of City. It was amazing to see folks there to support the City. We don't have an exact count, but I think we set out chairs for about 200, and it was a filled room. I'm just going to reiterate it was really a testament to how accessible this whole Council is online, in person, at events all the things, phone calls, text, email. So, we are completely accessible to any resident that has a concern or praise for the City. 14.
