Meeting of the Fulton County Commissioners - Tuesday, July 20, 2021 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: None other than noted below Commissioner Ulsh opened the meeting with a silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the minutes oft the July 13, 2021 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated July 16, 2021 in the amount of $96,421.75. All in favor. The Commissioners met with Dan Miller, Chief Probation Officer regarding Personnel Matters. Motion by Commissioner Shives to hire Madison Stover as a Juvenile Probation Officer. All in favor. The Commissioners held al brief Salary Board Meeting at 8:45 a.m. The Commissioners had a conference call with Solicitor Stein. Motion by Commissioner Bunch to approve the purchase of the property located at 27952 Great Cove. Road Ft. Littleton, PA 17223 in the amount of $185,000 with the normal closing costs. All in favor. This building is currently being rented by the County for MDJ Horne's Office. The Commissioners met with Susan Cubbage, Director of the Fulton County Food Basket regarding updates on various Food Basket Projects. The Commissioners met with Natasha Brubaker and Dianna Dick from Center for Community Action regarding the HOME Program. The HOME Program is for owner occupied housing rehab projects. To be eligible fort this program your income should be 80 percent below the average median income. Lisa Beatty, Fiscal Administrator and Steph Stohon, Wessel & Company attended as well. The Commissioners had a public hearing regarding the HOME Owner Rehab program. No members of the public attended. Motion by Commissioner Shives authorizing Chairman Ulsh to endorse Resolution 13 of 2021 for the filing ofan application for funds through the Department of Community and Economic Development HOME Program. All in favor. Motion by Commissioner Bunch authorizing Chairman Ulsh to endorse the Memorandum of Understanding between Center for Community Action and the County of Fulton for administration oft the 2021 HOME Grant Program. All in favor. The commissioners met with Jamie Shrawder, SEDA Cog and Patti Hess regarding administrative matters. The Commissioners were presented a proposal from SEDA Cog for administrative and professional serviçes. The Commissioners are tabling the proposal. Motion by Commissioner Bunch to approve endorsement to the County of Fulton Antl-displacement and Relocation Assistance Plan for CDBG fora a five-year period. All in favor. Motion by Commissioner Shives authorizing Chairman Ulsh to endorse the Proposal for Engineering Services for the FY 2018, Borough of McConnellsburg ADA Curb Cuts Phase I CDBG Project. All in favor. Motion by Commissioner Shives to approve endorsement to the FY 2021-2022 County Human Services Plan Assurance of Compliance, AlI in favor. The Commissioners met with Carol Wright, HR Administrator regarding HR Matters. The Commissioners held a briefTax Appeal Board Meeting with Michelle Sowers, Chief Assessor.
