Council was provided with a copy of the engineering contract between the City of Whiteville and Engineering Services. This contract is for the design, surveying, project observation, project administration, and bidding assistance for the City. This contract will allow Engineering Services to design the replacement sewer lines for Lee and Franklin Streets. The installation of two emergency generators at lift stations #2 and #3 will also be included in the project. Currently, there are no standby generators at those stations. Total costs for the Lee/Franklin Street Sewer Project will be for the engineering costs of $447,430 and the administration costs of $482,410, for a total cost of $929,840. A copy of the budget associated with the project was provided to Council. Jimmy Clarida MOVED to approve the Authorization for the City Attorney to accept Service of Summons and Complaint. Tim Collier SECONDED the motion. He asked if the City had a maintenance agreement for the beaver population. Council Member Holden stated the county and the beaver board are in action, including the trapping of these animals. Mr. Currie stated one issue is keeping the beaver population down. It was noted some beaver dams that are destroyed are built back within an extremely short period of time. Hal Lowder, Emergency Services Director, stated there are some StRAP funds left over and these areas of the swamp will be revisited. Mayor Mann spoke to Council regarding the City selecting a voting delegate for the North Carolina League of Municipalities. Mayor Mann has served in this voting delegate role prior. Council agreed to again select Mayor Mann as the City's voting delegate. 10) REPORTS 10.1) Manager's Update for April 8, 2025 Mr. Currie presented Council with the Manager's Update for April 8, 2025. Provalus Project: The project is moving along well. The interior walls are framed up and plumbing is being installed. Electrical work is beginning as well. The bond beams are being installed for the windows that have been cut into the side walls. Airport Water and Sewer Lines: The project has not started yet. Materials are on order and the project should start as soon as these materials arrive. Lumber River Basin Advisory Group: The City will be hosting the next meeting for this group. The group's meet-and-greet was held recently, which allowed everyone to be informed on what has already been done. It also allowed the group to get an understanding of the regional aspect and how this group can assist the State in mapping this basin. Budget: Mr. Currie and Colburn Brown, Finance Director, have been having productive meetings with Department Heads regarding their budgets. There are many moving parts to a budget. The long-term planning form is helping lay the ground work for the coming years. Mr. Lowder introduced Aaron Tyler, Part-Time Fire Inspector. Mr. Tyler was congratulated on recently passing his certification.
