FULTON COUNTY BOARD OF COMMISSIONERS MEETING Tuesday, September 24, 2024 - 8:30 a.m. at the Commissioners Office 3 AALR ITVA Present: Commissioner Randy H. Bunch, Commissioner Steven L. Wible, Commissioner Hervey P. Hann and Chief Clerk Stacey Shives Commissioner Bunch opened up the meeting with prayer and all recited the Pledge of Allegiance to the flag. Commissioner Bunch opened up the floor for Public Comments, there were none. Commissioners Bunch announced that there would be an Executive Session at 11:00 a.m. for Legal Matters. Motion by Commissioner Hann to amend the agenda to add "PCCD Grant for Victim Services". All in favor. Motion by Commissioner Wible to accept the September 17, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Accounts Payable, dated September 23, 2024, in the amount of $193,052.33. All in favor. Fund 100 General Fund 131,366.45 Manual Checks $0.00 TOTAL GENERAL FUND $131,366.45 Fund 220 Vehicle Registration Fee Fund 3,601.00 Fund 235 Law Library 3,390.28 Fund 238 911 1,137.85 Fund 275 Medical Assistance Transportation 39,407.80 Fund 400 Debt Service 14,148.95 TOTAL ALL FUNDS $193,052.33 Commissioners met with Building and Grounds Director Brad Seville to discuss maintenance at the Warfordsburg Senior Center due to the dissolving of the Lion's Club. Seville stated that he was in contact with an individual who currently maintains the grounds around the front of the Senior Center and will continue to do SO at a rate of $100 which is paid for by the Senior Center. The Warfordsburg Area Youth Soccer, WAYS, currently uses the athletic field behind the center and the Commissioners discussed proposing an agreement with them for maintaining the field at no cost in exchange for usage of the field. Commissioners met with John Schriever, Sideling Hill Financial, to review and sign Krivak Trust Documents and to obtain signatures. Schriever explained that he would be moving treasury bills since they have matured. HR Administrator Mary Huston was listed as a signer and was removed per her request. Motion by Commissioner Wible to move Treasury Bills related to the Krivak Trust Fund that matured for the month of September into a Pimpco Account. All in favor. Motion by Commissioner Hann to approve and authorize Commissioner Bunch, Treasurer Bonnie Mellott Keefer and Chief Clerk Stacey Shives to execute Krivak Trust Fund forms. All in favor. Motion by Commissioner Bunch to remove HR Administrator Mary Huston from the Krivak Trust Fund as a signatore and appoint Commissioner Steven L. Wible. All in favor. Richard Strait was listed on the agenda in error, his meeting with the Commissioners was scheduled for October 1st. Commissioners met with Elections Director Laurel Griest to discuss election updates and ordering of ballots. Griest explained that William Penn specializes in election ballots and that many counties utilize this company. Griest also noted that utilizing William Penn will be a significant cost savings to the county even though the cost is covered through the Election Integrity Grant. Motion by Commissioner Bunch to authorize Elections Director Laurel Griest to move forward with William Penn to print the election ballots for the 2024 General Election on November 5, 2024 per state approval. All in favor. Chief Probation Officer Dan Miller met with Commissioners to request authorization to offera conditional offer of employment to a qualified candidate and to discuss Personnel Matters. Commissioners unanimously gave verbal approval for Miller to make the conditional offer of employment. HR Administrator Mary Huston was present. Commissioners reviewed the State Food Purchase Program Expense and Data Report for FY 2023-2024 with Sue Cubbage, Fulton County Food Basket Director on the phone. Charity Strait attended in person with the documentation to be signed. Motion by Commissioner Hann to approve the State Food Purchase Program Expense and Data Report as presented from Sue Cubbage for FY 2023-2024. All in favor. Motion by Commissioner Hann to approve and execute the "Plan to Utilize 2024 Caseworker Visitation Funds Allocated: $2,000" as presented by Services for Children Director Christine McQuade. All in favor. Motion by Commissioner Hann to approve and execute the HBFAAA, Huntington- Bedford-Fulton Area on Aging Advocacy Letter to communicate the need for additional funding to state representatives. All in favor. Motion by Commissioner Wible to approve and execute the PCCD application to apply for the following funding: Crime Victim Services and Compensation Fund (State CVSCP), Victims of Crime Act (Federal 16.575 VOCA), Victims of Juvenile Offenders (State VOJO), Subgrant number 45193, as presented by Caren Kubovcsak, Victim's Services Coordinator. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 11:17 a.m. for Legal Matters. All in favor. Motion by Commissioner Hann to select an adjustable rate, renewing every 5 years for 20 years at 4.99% with Hometown Bank, the Financial Institute to obtain the loan from for the purchase of 101 Lincoln Way East, McConnellsburg, PA, as outlined in the bank's letter dated August 30, 2024 to the Commissioners.
