PLEDGE OF ALLEGIANCE Everyone stood for the Pledge of Allegiance. APPROVAL OF MINUTES There is one set of Meeting Minutes that will be considered at next week's Legislative Meeting. APPOINTMENT OF CHIEF CLERK - ERIC HAGARTY Mr. Hagarty took the Oath of Office for the Chief Clerk position. The oath was administered by Judge Morris. EXECUTIVE SESSIONS HELD BETWEEN MEETINGS Mr. Hagarty reported there was a meeting held on February 4, 2025, to obtain advice of legal counsel regarding the consideration of the sale and lease of real property, RFP process, board appointments, county contractors and matters of personnel. Mr. Pries welcomed Mr. Hagarty aboard and listed his past employment. Mr. Douglas thanked him for coming to Dauphin County. PUBLIC PARTICIPATION There were none. DEPARTMENT DIRECTORSIGUESIS A. Susquehanna Area Mountain Bike Association = Glenn Rowe and Mike Kuhn HUMAN RESOURCES = TUNISIA WEEDON Ms. Weedon asked for a vote on personnel items. It was moved by Mr. Hartwick and seconded by Mr. Douglas that the Board approve Items 15, 19 and 20 on the Personnel Packet. Question: Mr. Douglas - Aye; Mr. Pries = Aye; and Mr. Hartwick - Aye; motion carried. BUDGET & FINANCE - CHRISTOPHER DAVIS, BUDGET DIRECTOR Mr. Davis reported the Purchase Order Packet will be considered at next week's Legislative Meeting. No questions were asked. CHIEF CLERKICHIEF OF STAFF - ERIC HAGARTY Mr. Hagarty thanked Judge Morris and many people in the Human Resources and Information Technology department who helped him with transitioning and onboarding the first week here in Dauphin County. Thank you to Mr. Paese and Ms. Spandler and the rest of the 4th floor who welcomed him. He is looking forward to meeting more and having a department head meeting soon and having one-on-one meetings with others. He reported that the State Department of Agriculture is monitoring the situation in Lower Swatara Township regarding the Avian Flu. They have no unmet needs at this time and will keep us updated. Snow is also in the area again and they are keeping up with the weather. SOLICITOR'S REPORT - MATTHEW L. OWENS, ESQ Mr. Owens reported that Item 1 listed is ready to vote and have been reviewed and when listing this item please include the language inclusive of the proposed addendum. No questions were asked. TRAINING PACKET It was moved by Mr. Pries and seconded by Mr. Hartwick that the Board approve Items 1, 3 and 4 on the Training Packet. Question: Mr. Douglas = Aye; Mr. Pries- Aye; and Mr. Hartwick = Aye; motion carried. MATTERS REQUIRING BOARD ACTION 1. Agreement between Dauphin County and One+ Strategies for government relations lobbying services. Mr. Douglas asked that the item between Dauphin County and One+ Strategies for government relation lobbying services inclusive of the proposed addendum. It was moved by Mr. Pries and seconded by Mr. Douglas that the Board approve Item 1 listed under Matters Requiring Board Action. Question: Mr. Douglas - Aye; Mr. Pries - Aye; and Mr. Hartwick = No; motion carried. Discussion: Mr. Hartwick talked about the commitment we made to the RFPing process, and it is a good move for the county. The RFP process and the cost savings for the county will be good. Although, there were many companies that came in at a lower cost. We don't have to go with the lowest bidder, but I wanted others to know why I am choosing not to vote for this client. Mr. Pries will conduct himself with the proper decorum that you expect. I will support change, and the government affairs area is where it needs to be changed. We had the same company for 20 years and they did great work for the county. There were some conflicts with our managing partners and appointments. We had some same people on the VHH board and gaming grants. Let's give another firm a chance to serve Dauphin County. Mr. Douglas wanted to make sure that an RFP is not a bid. Cost is only one factor, background experience perceived experience and other factors way in. We met with many firms and interviewed and was personally impressed with them all and I am comfortable with choosing OnePlus Strategies and looking forward to a new partnership. They can fight for our residents, and they will help us at the state level. FORMER BUSINESS 1. Promulgation of the 2025 update to the Dauphin County All Hazardous Emergency Operations Plan. 2. Agreement between Dauphin County (Public Safety) and 911 Statewide Interconnectivity Grant Agreement between the Commonwealth of PA acting through Pennsylvania Emergency Management Agency for a one-year term ending January 31, 2026. PEMA grants up to $1,026,055.00 in funds to the Grantee for the following approved projects: a. $45,000.00 for Dauphin County, Dauphin NG911 GIS Post Migration. This is used to cover a portion of the salary of on one the folks in the GIS Department.; b. $571,372.00 for Dauphin County, South Central Radio Maintenance. This is used for the Radio Maintenance Agreement for Adams, Dauphin and Franklin Counties Radio System Maintenance.; ; C. $409,683.00 for Dauphin County, South Central Recorder Maintenance. This is used for the Recorder Maintenance Agreement for Adams, Dauphin and Franklin Counties Recorder Maintenance. It was moved by Mr. Hartwick and seconded by Mr. Pries that the Board approve Items 1 and 2 listed under Former Business. Agreement between Dauphin County (Solid Waste & Recycling) and TV Impressions for media advertising for 1- year term - $40,000.00 Discussion: Mr. Pries mentioned that is an area where we can save. There is no need for a commercial at this time for us to appear when the information has been out there for years and years. Mr. Douglas thinks this a good idea and if something changes and it's essential later in the year, we can approach it then. It was moved by Mr. Pries and seconded by Mr. Hartwick that the Board pull Item 3 listed under Former Business. Question: Mr. Douglas - Aye; Mr. Pries - Aye; and Mr. Hartwick = Aye; motion carried. COMMISSIONERS DISCUSSION & ACTIONS Mr. Hartwick welcomed Mr. Hagarty and is looking forward to working together. There has been continued discussion about cuts that need occur and every cut is important but haven't heard about them in the past and need to save tax payers money. We could have saved about $60,000.00 but didn't today in the proposal. Mr. Pries talked about the Outdoor Show and the Commissioners were able to tour the event last week. It's a remarkable show, 80 million dollars is brought into Dauphin County from the hotels, restaurants and more. Gas stations and hotels are filled this week. Thank you. Mr. Douglas talked about the great tour they were on last week for the Outdoor Show. Prison Town Hall meeting thanks to those who came out and listened online. Black History month and the celebration and great show at Gamut Theatre: Voices of the Eighth, Part II: Hallowed Ground. Great show to watch and please go see it. Nick DiFrancesco - Asked about the public post for the governmental affairs. Mr. Owens mentioned that it can't be disclosed until the contract is awarded. The contract was approved today but there is a pending addendum, that the chosen vendor must comply with. PUBLIC PARTICIPATION Lewis Butts - Born and raised in Harrisburg. He talked about some ideas for Harrisburg. We need to have more hotels SO that we can compete with Hershey. He also is running for Harrisburg Mayor. Looking to work with the Commissioners. Gene Stilp = TMI Activist = No T.M.I Restart. He would like to speak with the Commissioners more about TMI. Onah Ossai - Is a child of a Nigerian immigrant and has a child that goes to Central Dauphin East High School which is the most diverse high school in the area. We need to protect immigrant children and community. I would like the county to refuse to request individual status and not ask anyone their immigration status. These are not normal times. Matt Krupp = Good news to share with the Commissioners. The Prothonotary's went live last April with electric filing. In 2024, $75,000.00 was remitted to the county's treasurer's office. 2025, we are at $105,000.00 SO far. The office is off to a great start. Parking spots around the Courthouse save them for the mobility customers. April 16th will be the next Naturalization Ceremony. Nick DiFrancesco - Its tax season and bills have gone out to residents.
