Titterington, Director of Public Service and Safety U DATE: April 24, 2025 SUBJECT: REQUEST FOR BID AUTHORIZATION - 2025 CHLORINE GAS CONVERSION PROJECT FOR TROY WATER TREATMENT PLANT RECOMMENDATION: That Council authorizes the Director of Public Service and Safety to advertise for bids and enter into a contract for the Chlorine Gas Conversion Project at Troy Water Treatment Plant (WTP) at a cost not to exceed $2,275,000. BACKGROUND: The City contracted with Jones and Henry Engineers, LTD. of Cincinnati, Ohio to design the Chlorine Gas Conversion Project. The project will decrease the risk while increasing the resiliency of the WTP by replacing chlorine gas with sodium hypochlorite as determined to be more cost effective over onsite generation. The USEPA Risk Management plan (RMP) for chlorine states that there would potentially be 12,998 people affected in the worst case release scenario. The American Water Infrastructure Act of 2018 (2018 AWIA) required Public Water Systems (PWS) to perform a Risk and Resiliency Assessment. That assessment sates, "Thei release of chlorine gas represents the single greatest threat to the Water Treatment Plant and because of the WTP's location represents a significant threat to public health. In addition, a chlorine tank rupture or failure oft that process could lead to extended down time of the WTP. " . Both Sidney to the north and Springfield to the east have had releases in the past couple years. This project will help to ensure the safety of plant staff and the public at large. Included in this project is the replacement of lime slaker 4, dust collection system, flow meters and filter effluent valves. The plant has four slakers, two of which have been converted to a Chemco detention style slaker. These slakers work more consistently than the Wallace & Tiernan paste style slakers. The dust collection system has been designed to be replaced with a vac assist dust collection system. This should aid in the unloading of lime trucks at the plant and prevent transfer line plugging issues. As part of the base bid is the replacement of the WTP backwash flow meter, the WTP high zone flow meter and the WTP low zone flow meter. The replacement meters will allow for annual certification of flow to prove to OEPA that they are recording accurately. An alternate is listed in the project to replace all flow meters at the plant and the filter effluent valves depending on bid pricing. The 2025 budget includes $2,175,000 in account line 710.662.5633, which includes this project. The Engineer's estimate is $2,275,000, including contingency funds. The additional amount is available within the fund balance of the Water Fund. Titterington, Director of Public Service and Safety DATE: April 24, 2025 SUBJECT: AUTHORIZATION TO ENTER INTO A MASTER WATER SERVICE AGREEMENT WITH THE BOARD OF COMMISSIONERS OF MIAMI COUNTY AND THE MUNICIPALITY OF WEST MILTON RECOMMENDATION: That Council authorize thel Director of Public Service and Safety to enter into a Master Water Service Agreement with the Board of Commissioners of Miami County and the Municipality of West Milton. BACKGROUND: Troy has been providing water to areas of Miami County since 1977. The last twenty-year agreement expired in December of 2023. In May of 2024, Council authorized a new agreement that remained relatively unchanged with a 10% surcharge, increased flow rate from one million gallons per day (MGD) to 1.1 MGD and switched from a twenty-year agreement to a five-year agreement that can auto renew up to four times. This agreement was presented to but never signed by' West Milton or Miami County, as Miami County proposed other discussion items. At this time, we have negotiated an agreement with Miami County that would gradually reduce their surcharge from 10% to 2.5% over the life of a twenty-year agreement, as shown on the attachment. Modified rate terms are in return for various language clarifications and timeframes. The contract would be retroactive to January 1, 2024. The City may elect to acquire County-owned water utility assets that are part of an annexation plat at no cost unless there is outstanding debt on the system. If West Milton chooses not to sign this new agreement, Troy would continue to sell them water at the existing 10% surcharge rate. Titterington, Director of Service and Safety DATE: April 25, 2025 SUBJECT: AUTHORIZING AN AGREEMENT RELATED TO EMPLOYEE VOLUNTARY INSURANCE BENEFITS WITH AMERICAN FIDELITY ASSURANCE COMPANY RECOMMENDATION: That Council authorizes the Director of Public Service and Safety to enter into a Master Employer Services Agreement regarding voluntary insurance benefits for full-time City of Troy employees with American Fidelity Assurance Company. BACKGROUND: The City réquested proposals from seven insurance providers for rates and information for an employee voluntary benefit programs provided by the provider and has received responses from three providers. These plans are optional, are totally paid by the employee through payroll deduction, and all risk is the responsibility of the insurance company. After reviewing the proposals, staff recommends that the American Fidelity Assurance Company is the best choice as that company provides all the lines of insurance the City requested, which include accident, cancer, critical illness, disability, hospital indemnity, life insurance, and flexible spending accounts for those on a PPO plan. Employees have the option of selecting any, all or none of these voluntary options. In addition to offering the above-mentioned benefit options to employees, American Fidelity Assurance Company will partner with the City and our health insurance benefit administration group, McGohan Brabender, to coordinate one-on-one open enrollment meetings with employees to better educate employees on the new voluntary options as well as the group health insurance coverage. This service includes assisting with benefit administration and payroll deduction processes with the Auditor's Office and Human Resources Office. We hope to have this agreement in place for the upcoming annual enrollment period prior to the September 1 annual plan year date.
