Minutes of the Meeting of the Colegeville-Trappe Joint Public Works Department Trappe Borough Hall Trappe, Pennsylvania March 25, 2025 Chairwoman Perlin called the Collegeville-Trappe Joint Public Works Department meeting to order on the above date at 7:11 PM. Members present were Mrs. McKinney, Mrs. Beckius, Mr. Farr, Mr. Strauss, Mr. Borrelli and Ms, Perlin, Also present were attorneys Rebecca Geiser of Kilkenny Law, LLC, and Dave Onorato of Hladik, Onorato & Federman, LLP, the engineer, Matt Boggs, of Entech Engineering and the Director, Joseph Hastings. The members stood for the Pledge of Allegiance to the Flag. MINUTES: Mrs. McKinney made a motion to approve the meeting minutes of February 25, 2025, as presented. Mrs, Beckius seconded the motion and it passed unanimously. PUBLIC INPUT: There was no public input. ENGINEERING REPORT: Mr. Boggs presented the Engineer's Report to the committee and is attached herewith, There was no update on the Castle Cove project. The engineer reported punch lists were provided for both the Fugo Tract Development and for 56- 62 Seventh Ave Development, The water modeling has been completed with all deliyerables being provided. There was no update on the Bronson Circle Development project, although construction is anticipated for the summer, The engineer presented additional addendum items for the PFAS Treatment. He reviewed the changes and additions. A lengthy conversation ensued. TREASURER'S REPORT: Mr. Strauss presented the Victory Bank's check register which is attached herewith. The beginning balance on the check register as of February 25, 2025, was $183,487.53 deposits were $512,657.86 and disbursements were $559,406.86 leaving an ending balançe of $136,738.53 on March 24, 2025, It was noted that there are 3 escrow returns included. Mr. Strauss motioned to approve check numbers 2174 through 2217, all EFTS and journal entries. Mrs. McKinney seconded the motion and the motion passed unanimously, Mr. Strauss reviewed the other financial reports which are attached herewith. DIRECTOR'S REPORT: Mr. Hastings presented the Director's Report to the Committee and is attached herewith, The Director reported the 2024 Chapter 110 was submitted to the PA DEP. He also supplied Earthdata with the required data for the annual report to the DRBC. SOLICITOR'S REPORT: Ms. Geiser reported that meetings with the union have been scheduled for the Collective Bargaining Agreement negotiations. Mr. Onorato reported that he supplied payment information for the Class Action suit. He also reported that PA American has inquired about the potential sale of the water system. After discussion, Mrs. McKinney motioned to allow PA American to assess the value of the water system, Mr. Strauss seconded and the motion passed unanimously, Mrs. McKinney made a motion to approve the Business Reports, which was seçonded by Mr. Strauss and the motion passed unanimously. OLD BUSINESS: The Director revisited the online bill payment costs and implementation timeline. After discussion, Mrs. McKinney made a motion to approve purchasing the necessary softwarellicensing required for providing online access and payment to customers' accounts, Mrs, Beckius seconded the motion and it passed unanimously, NEW BUSINESS: There was no new business, PUBLIC INPUT: There was no public input. The meeting was adjourned at 7:52 PM to an executive session. The meeting reconvened at 8:20 PM. Mr. Strauss motioned to authorize Mr, Borrelli and Mr. Hastings to request a minimum of3 proposals from engineering firms to provide a peer review of the PFAS Treatment Options Report prepared by Entech Engineering, the cost of which is not to exceed $10,000, and to authorize Mr. Hastings to execute a contract with the qualified firm to review the report. Ms. Perlin seconded the motion and the motion passed with Mr. Farr voting nay.
