Cronk, Secretary/Treasurer CONSENT ITEMS: Acceptance of Agenda as presented: MOTION: Raymond Reichart moved and Kevin Boyd seconded, to accept Agenda as presented. Motion carried. Approval of Minutes of February 4, 2025: MOTION: Kevin Boyd moved and Raymond Reichart seconded, to approve Minutes of February 4, 2025. Motion carried. Approval of Financial Reports as presented: MOTION: Kevin Boyd moved and Jeff Roan seconded, to approve Financial Reports as presented: Motion carried. PUBLIC HEARING 1. Installation of new meters to replace old and damaged water meters: Mike Tkach expressed interest in working more hours to assist in the maintenance throughout the Borough. He was directed to follow up with. Jason Welliver to receive necessary training to assist in replacing the water meters. 2. Paul Reichart informed Council that he has completed the year end Audit. At the end of the year 2024 he indicated that we have a balance of $ 111.000.00 3. Jeff Roan expressed concerns regarding burning along Borough Creek. It may become necessary to send letter to the home owner with a copy of the Burning Ordinance explaining burning guide lines for Borough residents. 4. Patrick Komara from the Orangeville Manor expressed concerns regarding the amount of red (clay) sediment in a 5 micron filter in 15 days. There is infiltration along the line between Pine Street and the Manor on Mill Street. Additionally, there is concern with 42 psi off the 8 inch main. The Veterans Bureau suggests putting in a pressurized system. He claims that adequate pressure is 60 psi. Currently there are currently 30 residents at the facility. Mr. Komaro also stated that the accountant for the Manor would like to have documentation regarding the amount being billed to the Manor. They would like to see a cost breakdown detailing the cost set for the Manor account. It was explained to Mr. Komaro that the billing is invoiced as a "per bed" facility, this special rate had been set decades ago. The Borough will contact our solicitor and/or our engineer to progress with the Manors' concerns. 5. A continued discussion with Tom Parr regarding his interest to connect with the Orangeville Boroughs' sewer system, directly outside of the Borough. The proposed connection will be approximately 250 feet, into Orange Township, south of the Borough line. Steve Bielski, from TriCounty COG, was contacted regarding this issue. Mr. Bielski believes that the agreement between the Orangeville Borough and Tom Parr would be satisfactory with a Legal Agreement between both parties explaining plans and maintenance responsibilities. Tom Parr notified the Orange Township regarding the attachment to the Borough sewer system. Orange Township wants no involvement with the Orangeville Borough Council. We will have our engineer and solicitor review the Sewer Agreement between the Orange Township and Borough of Orangeville to ensure there is no conflict. MAINTENANCE 1. Discussion to install an outside spigot next to the pole barn. Jeff Roan suggested that the Borough maintenance employees will be able to complete this project at a minimal labor cost. MOTION: Raymond Reichart moved and Jeff Roan seconded, to install the spigot at the pole barn. Motion carried. 2. Tri County COG was contacted regarding an update on the old Mill property. This property has incurred several safety violations and has not complied with any of them. The building has been slated for condemnation, as per Steve Bielski. At this time Council has not been notified of the a statis. 3. MOTION: Kevin Boyd moved and Raymon Reichart seconded, to add Michael Tkach to the position of Borough maintenance employee. Motion carried WATER 1. A report containing residents who owe $750.00 or more was prepared and submitted to the Council. These residents will be presented with shut-off notices. The Shoup property. at 546 Main Street is to have a lien placed on it due to nonpayment since November 7, 2022. MOTION: Raymond Reichart moved and Jeff Roan seconded, to notify residents of their water termination. Motion carried OTHER BUSINESS 1. Information for obtaining the Real ID was offered to Council members. 2. Our Attorney, Anthony McDonald has accepted a Judgeship and will no longer be representing the Borough of Orangeville. The Borough will seek other counsel. 3. An uninspected vehicle has been parked on the 300 block of Mill Street for 8 months. Council requested that a copy of the ordinance relating to unlicensed or uninspected vehicles and a letter for removal be placed on the vehicle. 4. Al letter will be sent to the old Mill property informing them that the dumpster on that property must be moved out of the right of way from Railroad Street. 5. The Redevelopment Authority has approved the handicap accessibility upgrade to the Borough building containing the Borough Office and the Borough Library.
