REGULAR MEETING OF DRA VOSBURG COUNCIL OF OCTOBER 15, 2024 The meeting was called to order at 7:00 p.m. by Council President McKelvey with the Pledge of Allegiance. Roll Call Dzuro. present Mols. present Palcsey. present (via phone) Snodgrass. absent McKelvey. -present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Dzuro seconds the motion. Roll Call vote. Dzuro-yes; Mols-yes; Palcsey-yes; McKelvey-yes. Motion carried. Citizens Present Ms. Michelle Turacy comments everyone knows her; she has lived here practically her whole life. She feels this town is beginning to look like a dump. We continue to allow people to not clean up their homes and yards or have trash; you are going to get other people are going to start doing it and then this town starts to look like a dump. What can we do to get things cleaned up? What can she do to clean up or is there some kind of Ordinance for people who don't cut their grass or have trash? President McKelvey comments that we do have Ordinances for high grass, trash, junk, etc.; they just need to be enforced. She questions who is going to enforce it? He replies the Code Enforcement Officer. She comments that he obviously isn't doing anything and what do we have to do to get him out ofhere. She wants to stay here until she dies. It'sjust not the same Dravosburg we grew up in. After a discussion on this issue, President McKelvey states he will talk to Mr. Volpe and light a fire under him. Ms. Turacy questions if we are paying McKeesport Police to patrol here. President McKelvey responds yes. She says she just doesn't understand why we do not have someone here 24/7, at least one person. She states she is sure they could get a lot of tickets from people speeding on that road even with the light there. A lot of people around here would like to have an officer around more often and questions if there is something he (Sgt. Gault) could do and talk to his boss about and see if someone could patrol here all the time. Sgt. Gault explains there is someone assigned 24 hrs a day. Sometimes he may get called away to back up a car in McKeesport. A discussion follows. Ms. Singer from the DHA questions why she has not received a response to her RTK Request that was emailed Aug. 30" at 10:50 a.m. Atty. Matta asks her if she has a copy ofit. She responds yes and gives it to him. He will review it and get back a response back to her. Mr. Glenn Allen questions President McKelvey if he is an elected official. President McKelvey responds yes. Mr. Allen says then you can fire the Code Enforcement Officer. 1 Mr. Allen states the police are still allowing the rats from McKeesport to come here to Dravosburg. He also states we need more police presence around and thanks them for improving a little. Ms. Jennifer Anderson of Riverview comments that we have a "cat" problem in Dravosburg. She is working with the rescue team to catch and release and is asking for some help from the borough. She would like to see if there are any funds available for this. Upper Dravosburg is pretty much under control. She would like to help the problem in lower Dravosburg. A brief discussion follows. Mayor Mayor McKelvey reports there were 112 Police calls in September and 96 in August. Mayor McKelvey informs Ms. Honick that he still cannot open his mail that she sends him. She explains most of the mail sent is scanned and sent in PDF form. She tells him she can make copies of everything if he would like. Solicitor Atty. Matta states he only has the Fire Dept. Ordinance that will need a motion to be adopted and passed tonight. Mr. Palcsey makes the motion to adopt this Ordinance. Mr. Dzuro seconds the motion. Roll call vote. Dzuro-yes; Mols-yes; Palcsey-yes; McKelvey-yes. Motion carried. Engineer Mr. Dursa apologizes to Council for not being able to attend the meeting last month. He had to attend a meeting where they didn't have a meeting for 3 months in a row and needed to bring up some items that needed to be voted on. Mr. Dursa reports on CD48 Demolition. There were 5 structures and we are down to the last one at 204 Maple. He should be done tomorrow. Mr. Dursa reports they have filed a GEDTF grant application for sidewalks and ADA ramps on Euclid. Mr. Dursa reports they filed a CD51 application for street reconstruction for Ridgeview from Highview to Clearview and for Highview from Ridgeview to the top of Highview. Mr. Dursa reports they filed an Act 152 Demolition grant for 511 Ridgeview and 165 Duquesne. Mr. Dursa reports LSA Grants are open now and they need to know what Council would like to apply for. So whatever Council would like to apply for between now and next month, let Ms. Honick know and they will get it ready for next month's meeting as it is not due until the end of November. The consensus of Council is to apply for the 3rd Street Playground Wall at 4th & Sherman. 2 Mr. Dursa talks a little bit about Euclid Avenue. That street was all brick; the water company took all the brick out. There were some soft spots and it wasn't very level. He made them put some leveling down; they put 7 loads down, 2 1/2" binder and 1 42 66 wearing. That street alone is worth $300,00-$350,00. Sometimes it is hard to let go of the old brick but basically it did not cost the borough anything for a $300,000 street. JRC still has to raise 3 manholes on that road before Thanksgiving. They didn'thave the risers SO they got some cold patch and threw in there for now. SanlalonCransyfIgh4 Properties Mr. Dzuro has no motions tonight. Parky/Reereation/Or. Mr. Palcsey has nothing further; everything has been taken care of. Public Safefy/Workers Comp/Fire Mr. Palcsey makes the motion to distribute the FF Ins. money to DVFD#I. Sfreel/Properly/COG President McKelvey reports we are looking into purchasing a new backhoe. President McKelvey reports the leaf pickup program has started today. If you want the borough to pickup your leaves, rake them into a pile and let the borough employees know and they will come and suck them up. Mr. Mols questioned ifthey should call the borough office. Ms. Honick replies it doesn't matter. They will be out Monday through Thursday mornings to check around town. You can also call the office if you would like. Mayor McKelvey reports there are leaves on Scott Drive already. hanchnmcealatim, Mr. Mols has no report. Old Business Mr. Palcsey getting back to insurance coverage, if we can only find out if we could save money by or saying we are going to go with another broker, bearing in mind we know what we paid this year, and accounting for inflation say 2 1/2% (that is what social security is getting) if we would solicit bids from a new broker with the favorable guidelines from the MASD and several other municipalities and on Atty. Matta's say sO, he thinks we should seriously consider the possibility of going with a new broker if only for one year to see if we could possibly save money. We won't know if we will save money until we do it. That's the sad part of this whole thing. After a brief discussion, President McKelvey states there will be a work session on this October 215t and then a special meeting to vote on it on October 29th since it has to be advertised. 3 New Business Mr. Palcsey questions if the new Public Works Truck has been favorable and no problems with it. President McKelvey responds as far as he knows, there have been no complaints. Mr. Palcsey says that's the truck they are using for leaf pickup. President McKelvey responds no, it is the old one for that. Mr. Mols questions if there were any. hits on the fire truck sale. Mr. Redmac McKelvey comments there were 2 online.
