CITY OF CORRY COMMUNITY CENTER 7:00 PM MARCH 17, 2025 Mayor Baker called the meeting to order, invocation was given by. Jason Knapp and was followed with the ROLL CALL Pledge of Allegiançe. Roll call found Council members Fike, Hammond, Lindstrom and Maloney present. Also present, were City Solicitor Caparosa, City Administrator Smith, PW Manager Leofsky, Police Chief Kitchen and Fire Chief Card. (1) Mayor Baker requested a motion to approve the minutes from the February 17, 2025 Regular APPROVE 2/17/25 Meeting. Motion was made by Mrs. Lindstrom and was seconded by Mr. Fike; motion carried REGULAR MTG MINUTES unanimously. HEARING OF THE PUBLIC Hearing of the Public: Bob Frazier spoke regarding the WalkWorks resolution. He stated he is on the Trail Committee and only heard about this 3rd, party 2 days ago. Mr. Frazier said there has been no feedback from the City on what they want the committee to do. He added that people don't follow the speed limit, sidewalks aren't ADA compliant and not meant for bicycles which causes concern for this Mead Ave grant plan. Kimberly Hawkes spoke regarding the WalkWorks resolution. She questioned why this wasn't discussed at av work session or Trail Committee meeting. Where does the trail go? What does it connect to? Mrs. Hawkes stated that in 2019 the City and Blue Zones were awarded a WalkWorks grant to develop an Active Transportation Plan with multiple plans listed within. This plan was finished in October 2020 and then adopted by the City in April 2021. Plans were to continue the trail along the railbed to Elk St - last year showed more. support than opposition for this project. If it actually helps the City, it should be considered, but don't we still want to be part of the Erie to Pittsburgh Trail? Sheri Taylor also spoke about the WalkWorks resolution as well as the 2nd Ave street vacation and costs associated to that and asked for explanation on legal fees listed on the bill list. Bob Brown asked ift the grant required matching funds, who designed the path, have city residents approved this path, were there public meeting about the proposed path and why is this not being tied to Rails to Trails? He pointed out Union City is now part of Rails to Trails and it will bypass Corry all together if we don't participate. Jeff Fike advised the public that he never saw this WalkWorks map or heard about the grant application until last week. Rex Messenger asked, what's going on and who brought this up. We had a committee to work on this stuff. Mayor Baker advised, he did. Back and forth discussion then continued between Mayor Baker and the public. RBELLI RESIGNATION (2) Mayor Baker requested a motion to receive and file letter from Ryan Bell resigning from the LETTER Corry Police Department effective March 1, 2025. Motion was made by Mr. Fike and seconded by Mr. Maloney; motion carried unanimously. RE BELL REISGNATION (3) Mayor Baker requested a motion to approve the resignation of Ryan Bell from the Corry Police FROM POLICE DEPT. Department effective March 1, 2025. Motion was made by Mr. Fike and seconded by Mrs. Lindstrom; motion carried unanimously. RES: 25-03 (4) Mayor Baker requested a motion to adopt Resolution 25-03 related to applying for the WALKWORKS GRANT Commonwealth of Pennsylvania WalkWorks Grant in the amount not to exceed $40,000 for the APPLICATION engineering services for the Mead Avenue BikeWay/WalkWay - Safe Route to Parks Plan project. This grant has no matching fund requirement. 1 Discussion: Mr. Fike said there have been good points made by the public. You closed the other trail RES 25-03 because there wasn't enough public information and input. This time, council and the public don't have WALKWORKS GRANT enough information and input. Mr. Fike then suggested this resolution be opposed. APPLICATION CONTINUED Mr. Hammond said he received the information about the grant and that the County Executive was in touch with the Mayor saying this was available with a grant writer at no expense. If you get it then you can see if you want to use it. Mrs. Lindstrom said she doesn't see anything written in stone and we can still consider the public's opinions ifv we get the grant. Mr. Fike said that it is written for Mead Ave, which is written in stone. Mrs. Lindstrom asked how else do you get people to Mead Park unless you drive there in a car. Mrs. Hawkes said that was the intention of the trail that was closed = to get people to Mead Park. Mrs. Lindstrom said that was closed because it was an invasion of people's privacy and if one person had a problem with it then that was one too many. Motion was made by Mrs. Lindstrom and seconded by Mr. Maloney; motion carried with Mr. Fike voting against. (5) Mr. Hammond requested a motion to approve Resolution 25-04 authorizing the sale of city RES 25-04 SALE OF CITY PERSONAL personal property valued at more than $2,000 by sealed bid or auction. Motion was made by Mr. Fike and PROPERTY seconded by Mr. Maloney; motion carried unanimously. (6) Mayor Baker requested a motion to adopt on second reading Ordinance 1662 Bill 25-01 amending ORD 1662, BILL 25-01 and restating in the entirety Ordinance 1642 to bring the Police Pension into compliance with the POLICE PENSION Pennsylvania Third Class City Code. Motion was made by Mr. Fike and seconded by Mrs. Lindstrom; motion AMENDMENT 2nd READING carried unanimously. (7) Mr. Hammond requested a motion to adopt on second reading Ordinance 1663 Bill 25-02 ORD 1663, BILL 25-02 amending and restating in the entirety Ordinance 1638 to bring the Non-Uniformed Employees' Pension NON-UNIFORM PENSION into compliance with the Third-Class City Code. Motion was made by Mr. Fike and seconded by Mr. AMENDMENT Maloney; motion carried unanimously. 2ND READING (8) Mayor Baker requested a motion to adopt on second reading Ordinance 1664 Bill 25-03, an ORD 1664, BILL 25-03 ordinance to vacate a portion of Second Ave being identified as parcels 1, 2 and 3 on the Street Vacation STREET VACATION - Plan as surveyed by Burgess and Niple dated November 2024. SECOND AVE PORTION Discussion: Mr. Hammond advised that Corry Manufacturing did participate in this project and has paid 2ND READING more than their fair share of this project. Motion was made by Mr. Fike and seconded by Mrs. Lindstrom; motion carried unanimously. (9) Mayor Baker requested a motion to approve Reciprocal Use and Access Easement Agreement RECIPROCAL USE AND between the City of Corry, Corry Manufacturing and the Housing Authority of Erie County for the non- ACCESS AGREEMENT (CITY OF CORRY, CORRY exclusive right to use in common the vacated portion of South Second Avenue for the benefit of their MANUFACTURING, HOUSING employees, visitors and customers. AUTHORITY) Motion was made by Mr. Fike and seconded by Mr. Maloney; motion carried unanimously. (10) Mayor Baker requested a motion to approve the hiring of Marcus Irwin as a full-time Police Officer M IRWIN - HIRE FT POLICE with the start date of March 17, 2025. Motion was made by Mr. Fike and seconded by Mr. Maloney; motion OFFICER carried unanimously. (11) Mr. Maloney announced a Proclamation - April 2025 is Pennsylvania 811 Safe Digging Month. This 811 SAFE DIGGING initiative serves as a reminder to all excavators and homeowners to call 811 at least three business days MONTH PROCLAMATION before digging. The call before you dig process helps prevent injuries, property damages and inconvenient outages. The City of Corry supports April as Safe Digging Month! Call 811 before you dig. (12) Mr. Hammond requested a motion to approve paying bills as funds are available. Motion was BILL LIST made by Mr. Fike and seconded by Mr. Maloney; motion carried unanimously. 2 (13) Mr. Hammond requested a motion to approve the restriction of funds in the amount of the RESTRICTION OF FUNDS WATER, SEWER, GOLF, following: GENERAL Water: $150,000 - Sewer: $350,000 Golf: $ 50,000 General: $ 60,000 Motion was made by Mr. Fike and seconded by Mrs. Lindstrom; motion carried unanimously. (14) Mr. Hammond discussed the (2) CDs at First National Bank that are maturing in April. One CD for FIRST NATIONAL BANK CD DISCUSSION - FIRE TRUCK the new fire truck for a total of $250,000 plus interest that is maturing April 215, with a balance as of AND STREETS PROJECTS January 20th of $270,671.37, funds being needed between October and December. The other CD for future Street Projects for a total of $500,000 plus interest that is maturing April 22nd with a balance as of January 21* of $535,264.50, funds may be needed for 2025 Street Projects and the total for the 2025 street project is currently unknown. FIRST NATIONAL BANK CDS - FIRE TRUCK AND (15) Mr. Hammond requested a motion to approve the Finance Director and Administrator to research STREETS PROJECTS the CD options for both funds and move forward with the best option with term ending near October 2025. APPROVAL FOR NEW Motion was made by Mrs. Lindstrom and seconded by Mr. Fike; motion carried unanimously. OPTIONS (16) Mr. Maloney said the tower truck should be finished with repairs in a couple weeks and PUBLIC SAFETY UPDATE generators at Station 2 are almost done with wiring. The Baby Box is almost complete as they are working BABY BOX, TOWER TRUCK on that this week. (17) Mr. Leofsky discussed street repair, tar/chip projects. He provided Council with an updated sheet with a few streets moved around. He said he will be breaking down the micro mill and base bid and STREET REPAIR, - alternate bids. 15t Ave micro mill is not a good candidate. E/W Smith Street may be a better candidate for TAR/CHIP, BID UPDATE the micro milling. Airport Rd will be kept in the bid packet. Mr. Leofsky said he is hoping to get the bids out next week. He also said he recommends/hopes to not spend as much this year to be able to do two larger projects next year. (18) Mr. Leofsky announced thet following Spring dates: SPRING DATE Spring Brush and Bagged Yard Waste is scheduled for April 14-25 ANNOUNCEMENT: - Spring Hydrant Flushing is scheduled for the week of April 21st BRUSH & BAGGED LEAF Ward 1 - Monday, April 21 PICKUP - Ward 2 - Tuesday, April 22 HYDRANT FLUSHING Ward 3 - Wednesday, April 23 Ward 4 - Thursday, April 24 Columbus & Wayne Twp - Friday, April 25 Mr. Leofsky also gave a repair update for the traffic light at Center and Bond Street. Electrical components TRAFFIC LIGHT UPDATE were burnt out and light has been working but camera has not it's been working off of timing. Parts had CENTER/BOND STREET to be sent out for repair and are now back. The company that will be doing the repairs hopes to be here over the weekend. Traffic light should then be running off of the camera. Hearing of the Public: Sheri Taylor spoke, saying this week is Sunshine Week - promoting government HEARING OF THE PUBLIC transparency. She also asked for agendas for future work sessions. William Slagle asked that tar/chip signage for motorcycles. Kimberly Hawkes discussed several points regarding grant writing, specific wording and adhering to that wording if a grant is awarded. If the City is awarded this grant and then does not use it because there was 3 no public input and one Mead Ave resident doesn't want it, that is another black eye for the City with not properly using grants. This will make it harder for the City to get grants in the future. Mrs. Hawkes added HEARING OF THE PUBLIC that if there was transparency, there are regional resources available for writing and managing grants to CONTINUED help the City. Floyd Whitman brought up the lack of a guard rail on Columbus Ave. between Worth St. and Mead Ave. We need one there for public safety. He also said that the car show during the Chainsaw Carving is a joke due to lack of restaurants and restrooms. Car show should be in front of City Park sO people can see the entertainment and access everything. (20) Announcement of meetings: MEETING SCHEDULE a.
