COUDERSPORT BOROUGH COUNCIL SPECIAL MEETING MONDAY, MARCH 31, 2025 4:00 PM The Coudersport Borough Council held a special meeting on Monday, March 31, 2025, at 4:00 pm at the Coudersport Borough Office, 201 So. West Street. The meeting was called to order at 4:00 pm by Council President Martin Fry who led all present in the Pledge of Allegiance. ROLL CALL Present were Council members Martin Fry, Craig Miller, Jack Keifer, Abigail Rossman, Dennis Goodenough and Christopher Wilson. Also present were Mayor Andy Dubots via phone, Manager Bev Morris, Chief Curt McClain, George Hults, Dayvin Stone and Wayne Hathaway. ADDITONAL AGENDA TEMS It was motioned by Councilman Goodenough, seconded by Councilman Keifer to add to the agenda the removal of the pool cover, Floyd Howland house and peaceful protest. Motion unanimously carried. RESIGNATION FROM ZONING HEARING BOARD It was motioned by Councilman Miller, seconded by Councilperson Rossman to accept the resignation of Christopher Wilson from the Zoning Hearing Boàrd effective immediately. Motion carried with Councilman Wilson abstaining. RESOLUTION 2025-3 APPOINTMENT TO ZONING HEARING BOARD It was motioned by Councilman Goodenough, seconded by Councilman Keifer to approve Resolution 2025-3 appointing Anthony Cowburn to the Zoning Hearing Board to the remaining term or Christopher Wilson that expires December 31, 2025. Roll call vote taken: Councilman Miller Yes, Councilman Keifer Yes, Councilman Fry Yes, Councilperson Rossman Yes, Councilman Wilson Yes and Councilman Goodenough Yes. Motion carried 6 Yes 0 No. RESOLUTION 2025-4. APPOINTMENT OF BOROUGH MANAGER It was motioned by Councilman Keifer, seconded by Councilperson Rossman to approve resolution 2025-4 the appointment of Todd G. Brown as Borough Manager effective 4/15/2025. Roll call vote taken: Councilman Miller Yes, Councilman Keifer Yes, Councilman Fry Yes, Councilperson Rossman Yes, Councilman Wilson Yes and Councilman Goodenough Yes. Motion carried 6 Yes 0 No. ADDITONAL ITEMS Manager Morris informed Council that the pool cover was removed and for the first time the water was clear. The extra chemicals that were added over the winter will save a month of preparation this spring. FLOYD HOWLAND PROPERTY 317 EAST SECOND STREET Manager Morris reported that Mr. Howland has not been in his home for some time now and there was a water leak. The water was turned off inside only as the outside curb could not be reached because of a mass of garbage bags that were frozen in place. Now that they have thawed the garbage smell will become worse. Manager Morris requested permission to hire a private contractor to remove the garbage and file a lien against the property for reimbursement. Itwas motioned by Councilman Goodenough, seconded by Councilman Keifer to approve this request. Motion carried 6 Yes 0 No. NATIONAL HANDS OFF Councilman Goodenough reported that there will be a peaceful protest Saturday from noon to 1 pm around the Court house square. PUBLIC COMMENT George Hults and Wayne Hathaway were present to inquire if current manager Bev Morris would be compensated for the time served since her retirement. Councilman Fry assured Mr. Hults that she would be compensated for time served and for time spent training the new manager. COUNCIL COMMENTS Councilman Goodenough updated Council on meetings concerning the request of the school district for the Borough to provide a School Resource Officer. It was a consensus of the Council that a decision will be made at the April 16, 2025, meeting. ADJOURNMENT As there was no further business to discuss the meeting adjourned at 4:24 pm.
