Discussion and Potential Approval of Police Department Surplus Vehicles Result: The proposed surplus and consequential auction and sale of the vehicles was approved. Discussion and Potential Approval for Gilmore Center Expenditure Result: The proposal to repair the existing roof at the cost of $65,000 with a 15-year warranty was approved. Discussion and Potential Approval of Electric Department Expenditure for LED Street Lights Result: The proposal to replace city street lights with LED lights at a cost not to exceed $42,000 was approved. Other Business A new pump was authorized for purchase for the Highway 74 lift station at a cost of $20,300. Discussion was held as to what regulations the council would consider appropriate as city staff prepares to draft an ordinance for the allowance of Personal Transportation Vehicles on city streets. City Attorney DeAnn Wheeler presented some options for regulations to include the requirement ofi insurance, registration limitations, and the use of decals and placement. State regulations such as the requirements of a driver's license for operation, seatbelts, headlights etc. will apply. Conversation was held as to the limitation to golf cart type vehicles and creating an allowance for Side-by-Side vehicles. A draft of the proposed ordinance will be presented at a future council meeting. City Manager Russell Thompson informed council that following the city's decision to hold the necessary public hearings to opt out of House Bill 581, there has been much discussion in the community. Mr. Thompson clarified that the decision was made in order to hear from the public as to how they wish for local leadership to proceed. Mayor JD Stallings spoke to the changes still pending in the state legislature, which are currently leaving many questions unanswered. Mayor Stallings reiterated that the council would be looking out for the best interest of the citizens. 1. House Bill 581 Public Hearings: Tuesday, February 18th, 2025 at 10:00am Tuesday, February 18th, 2025 at 6:00pm And Monday, February 24, 2025 at 10:00am Mayor Pro Tem Doug Head asked for an update on the Pickleball Court project at Greatest Generation Park. Mr. Thompson said the city should be receiving contracts for execution in the coming days and revisions would be made to the original project scope. Councilmember Ryan Tucker said that the preconstruction meeting will be held on the week of February 10th and the project is projected for completion by the end of the summer. Mayor Stallings gave commendations to Human Resources Director Danielle Jefferson for her work on the Pathways Internship Program which received the city a Visionary Cities Award. Mayor Stallings also spoke to the success of the Bicentennial Gala the previous weekend. H. (TRAFFIC SCHEDULES) TO AMEND SPEED LIMITS FOR ON SYSTEM HIGHWAYS AS AUTHORIZED BY GEORGIA DEPARTMENT OF TRANSPORTATION AND TO REDUCE THE POSTED SPEED LIMIT FOR OFF SYSTEM STREETS WHICH ARE IN RESIDENTIAL AREAS IN THE INCORPORATED AREA AS DESCRIBED AND SET FORTH HEREIN BELOW; TO PROVIDE FOR REPEAL OF CONFLICTING ORDINANCES AND RESOLUTIONS; TO PROVIDE AN ADOPTION AND EFFECTIVE DATE; AND TO PROVIDE FOR OTHER LAWFUL PURPOSES. WHEREAS, the City of Thomaston and Upson County entered into a Master Service Delivery Agreement on December 20, 2022, which included provisions for the funding and operation of recreation programs and the recreation department; WHEREAS, the City of' Thomaston, through provisions set forth in the Master Agreement, conveyed its authority and responsibility to provide the services of Recreation Department to Upson County; WHEREAS, the governing bodies of the City and County have determined that itis necessary to create the Thomaston-Upson Recreational Advisory Committee to assist with determining the community needs in consideration with reviewing and evaluating existing programs offered, evaluating new programs that may be offered, reviewing and evaluating fees associated with the programs offered, identify operating issues and offer recommendations to resolve ori improve operating issues, to provide input on recreation capital plans and department policies, together with such other recreation related tasks the governing bodies deem appropriate for consideration and input from said committee; WHEREAS, the governing bodies of the City and County find it necessary to define the mission and scope of the Thomaston-Upson County Recreational Advisory Committee, to define its duties, and to provide for composition and terms of the members; NOW THEREFORE BE IT RESOLVED AND IT HEREBY IS RESOLVED, the City of Thomaston and Upson County hereby create the Thomaston-Upson County Recreational Advisory Committee (hereinafter referred to as "Recreational Advisory Committee"); and 07.2024 Joint Resolution to create the Thomaston-Upson County Recreational Advisory Committee BE IT FURTHER RESOLVED, that the mission and scope of the Recreational Advisory Committee shall be to provide recommendations to the Upson County Board of Commissioners and the Thomaston City Council, related to the advancement and sustainability of recreational facilities, programing, and community needs; BE IT FURTHER RESOLVED, that the duties of the committee shall consist of the following specific tasks: 1. Article VII: Meeting Agenda A. Unless otherwise determined by the Chairperson, the order of business at regular meetings shall be determined by an agenda presented to members before the meeting begins. Any change in the presented agenda will require a motion to amend that must be passed by the majority of the voting members. Changes in order of business or dispensing with any item may be made by request and approval of the Board. The posting of the agenda for regular, called, and emergency meetings of the Board shall comply with the Georgia Open Meetings Act. B.
