Sharon explained that was payroll, each employee has this deducted from their checks and Fundview rolls them over to FundView payables. Outside contract (Zumba) needs to be reminded to deposit her checks more quickly SO that they don't affect financial reporting. Troy Foreman wants ideas to bringing in money to the City. Donnie P. Fisher is concerned with the Business Hub and other Rental Properties not being profitable and time-consuming. 6. Discuss ideas for the 2024-2025 budget Vicki Fisher state that we must come up with creative ideas to keep expenses within budget. Must get an Auditor quickly. Got one request back at $70,000.00 to start a one-year audit. Insurance is going up. Need a new Tractor. Rosa suggested taking some of the Audit money out ofs savings. Vicki stated that some oft the saving's account must be sent to court accounts. Donnie P. Fisher says we must raise taxes to cover streets and other expenses. Donnie P. Fisher asked about why we are mowing easements. Officer Adams showed that the State law stated Easements are the homeowner's responsibility. 7. Discuss topics from Council Members a. Financial reports quarterly. Bank statements will be monthly. Troy Foreman suggested doing the Financial statement quarterly instead of each month. Donnie suggested to try doing just the summary every month instead of the whole financial statement. The Bank Statement will still be given every month. b. PowerPoint presentations for City Council meetings. Look into a laptop and tv to set up program to show the agenda in PowerPoint at the meetings. C. Staff reports Suggested that the reports not be read publicly, but the City Administrator will be available for questions on reports on the Agenda. Questions on Agenda items be sent to the City Administrator before meeting. d. General topics/questions from Council members Rosa stated concerns about fuel cards and the Shell station gas costs. The City Administrator is going to check on other gas options. New Tractor: Get quotes and put them on the agenda, make sure we have a good warranty. Sheila wanted to discuss the Open Records request that was sent by lawyer to Council Members. It was a Walking Quorum concern. Question about responding or not responding to Public Forum. Not allow the public to speak out of turn during the meeting. Donnie P. Fisher wanted to know what protocol for closed meetings. Vicki Fisher stated that there are limited protocols. 1. Personnel 2. To get legal advice from Lawyer. 3.Buying or selling land. 8. Discuss Zoning maps Look at the maps and approve one. The Mayor spoke on this issue. The 1998 map is the most current map approved by the council. Need to update the 1998 version and be approved by council and have a city ordinance approved by council. Troy spoke on what a zoning plan and comprehensive plan should be. Donnie P. Fisher asked if Troy would agree to become the chairman ofthe Planning and zoning. Mayor stated that you can't because of not being able to vote. Donnie P. Fisher changed to say Board of Adjustment. Troy declined the offer but did offer any help he could. 9. Discuss and Deliberate approval of the additional language added to the Volunteer Fire Department Agreement The language added is, "This Automatic Aid Agreement will be automatically renewed annually, beginning July 11, 2024. It may be renewed as is or with changes that are necessary to improve the relationship between the Agency, the residents of Rice, TX and the City of Rice, TX." CITY OF RICE AGREEMENT FOR THE PROVISION OF FIREFIGHTING AND FIRE PROTECTION SERVICED Pursuant to the authority granted by Texas Local Government Code, Chapter 342, the City of Rice, Texas, a political subdivision ofthe State of Texas (hereinafter referred to as "City") and Rice Volunteer Fire Department (hereinafter referred to as Agency"), (and jointly referred to as "Parties" ") in consideration oft the premises and mutual promises contained herein, agree to the following: AUTOMATIC RESPONSE AREA 1. Automatic Response Area - Geographic Limits. This Agreement shall apply to all incidents requiring the need of a fire department including structure fires in residential, commercial, recreational, requests for reported hazardous materials incidents, smoke or odor investigations, motor vehicle crashes (with or without injuries) and any otheri incident ("Emergency Incidents") where the first response is to be provided by a local fire department. This Agreement applies to all Emergency Incidents received by the Navarro County Communications Center for address or occupancies within the city limits of Rice. 2. Situations Where Aid is Provided - All calls for fire services within the defined automatic aid agreement area shall result in an automatic, simultaneous response from Rice Volunteer Fire Department. To accomplish this, the Navarro County Communications Center shall simultaneously dispatch Fire Departments. This automatic aid Agreement shall be in effect 24 hours a day, seven days a week. 3. Respond to Natural Disasters - Upon notification, the Rice Volunteer Fire Department will respond to Natural Disasters. Akey to City Hall will be provided to assess materials needed, water, blankets, diapers, and what ever is needed for the disaster. 4. No Reimbursement for Costs - In exchange for response to the City of Rice, the City will provide use ofthe building at 205 E. Calhoun Street, Rice, TX, to include building insurance, utilities and building repairs. AUTOMATIC AID BRUSH COMPANY RESPONSE As part ofthis Agreement, the Agency will respond when available with a staffed engine company to all reported or confirmed structure fires at locations within the city of Rice. The dispatch ofthe auto-aid engine company will be made with the initial dispatch to the reported fire or incident by the Navarro County Communications Center. PERSONNEL AND EQUIPMENT 1. The Agency shall establish a response plan regarding the deployment of personnel and equipment in responding to Emergency Incidents under this Agreement. In virtually all cases, responses will be consistent with the established protocols. Any other required personnel and/or equipment will be determined by the incident Commander in is or her sole discretion. If first arriving responders determine that they can handle the incident with their own available resources, then they shall return the still responding units. 2. The Agency shall notify a City of Rice official (Mayor or City. Administrator) when responding to structure fires in residential, commercial and recreational facilities or any Natural Disaster within the city limits of Rice, Texas. 3. The Agency will maintain the property (clean all trash and debri), inside of the building and outside, at 205 E. Calhoun Street, Rice, TX. Submit workorders for any reasonable repairs needed on the building. 4. Once training begins, the Agency will provide the information in the required Monthly Fire Department Reports to the City Council. 5. The training will be at least, the required minimum standards. The training may be held at the City Hall (conference room, library, gym and/or the outside property). 6. Any required documents shall be provided to the City, upon request, for the purpose of legal issues. 7. In return for the Agency services, the City will continue to hold the annual Fall Festival Fundraiser and any additional fundraisers when possible, with the assistance of the Fire Department. The City will assist with grants for the Volunteer Fire Department. OBLIGATIONS AND RESPONSIBILITIES OF AGENCY: Agency shall provide firefighting services and fire protection services and related services within the City of Rice, TX. A map of the municipality is attached hereto and incorporated herein by this reference as "Exhibit A". LIABILITX/INDEMNIFICATION Each party waives all claims against the other party for compensation for any property loss or damage, and/or personal injury or death occurring as a consequence of the performance oft this Agreement. Each party shall bear the liability and/or cost of damage to its equipment and the death of, or injury to, its personnel, whether the death, injury or occurs at an emergency within the described boundary. To the extent law, each entity shall indemnify, defend and! hold harmless all other L for damages, claims, demands, suits, judgements, costs and expenses arising from loss of or damage to private property and/ort the death of or injuryto private persons whether caused by department responding within the parameters ofthis Agreement. Notwithstanding, Agency shall enjoy thes same governmental immunity status as City for legal actions brought against Agency. THIS AUTOMATIC AID AGREEMENT This Automatic Aid Agreement will be automatically renewed annually, beginning June 1, 2024.
