MINUTES REGULAR MEETING MARCH 24, 2025 The City Council of the City of Navasota, Grimes County, Texas met at the City Council Chambers, Room No. 161, located at 200 E. McAlpine Street at 6:00 p.m., Navasota, Texas on the above date with the following being present: Bernie Gessner, Mayor Pro-Tem, Place # 1 Kenneth Stevens, City Councilmember, Place # 2 Josh M. Fultz, Councilmember, Place # 3 Bert Miller, Mayor, Place # 4 James Harris, Councilmember, Place # 5 Thus, constituting a quorum. STAFF PRESENT: Kristin Gauthier, Interim City Manager Susie M. Mayor Bert Miller called the meeting to order at 6:00 p.m. 2. Invocation was given by Pastor Mac Vaughn. The City Council, staff members and visitors then recited the Pledge of Allegiance to the American Flag and the Texas Flag. 3. Remarks of visitors were as follows: None. 4. Staff Report: a) Mayor Bert Miller proclaimed the month of April 2025 as "Child Abuse Awareness and Prevention Month" and urged all citizens to work together to help reduce child abuse and neglect significantly in years to come. Patti Sexton was on hand to accept the proclamation. The proclamation for John Davis was delayed until the next meeting. b) Police Chief Mike Mize introduced Wayde Brackin, Police Officer. c) Marketing and Communication Director Taylor Huges went over the summer events. d) Interim City Manager Kristin Gauthier gave an update on National Library Week. e) Project Manager Matt Julian provided an update on the CIP. f) Fire Chief/EMC Jason Katkoski gave an update on the new fire station. 9) Boards and Commissions Update: Mayor Bert Miller gave an update on the latest Board of Adjustment meeting. h) Councilmembers and staff informed the audience about upcoming events. 5. A public hearing was held regarding a proposed right-of-way closure by the City of Navasota, initiated by Brigido Castaneda for the abandonment of and closure of a sixty (60') foot portion of Dallas Street right-of-way within the Lasker Addition, located adjacent to 1201 Smith Street, Navasota, Grimes County, Texas. Mayor Bert Miller opened the public hearing at 6:28 p.m. With no comments from the public, Mayor Bert Miller closed the public hearing at 6:33 p.m. Councilmember Josh Fultz moved to approve the first reading of Ordinance No. 1069-25, for the abandonment of and closure of a sixty (60) foot portion of Dallas Street right-of-way within the Lasker Addition located adjacent to 1201 Smith Street, to include the minor wording modifications that was discussed, seconded by Mayor Pro-Tem Bernie Gessner and with each Councilmember voting AYE, the motion carried. 6. Mayor Pro-Tem Bernie Gessner moved to approve Ordinance No. 1070-25, authorizing the issuance and sale of "City of Navasota, Texas, Combination Tax and Limited Surplus Revenue Certificates of Obligation, Series 2025" and approving all other matters related thereto, seconded by Councilmember Kenny Stevens and with each Councilmember voting AYE, the motion carried. 7. Mayor Bert Miller moved to approve the Community Development Block Grant (CDBG) Agreement No. CDV23-0305 through the Texas Department of Agriculture, seconded by Councilmember Josh Fultz and with each Councimember voting AYE, the motion carried. 8. Councilmember Josh Fultz moved to approve Resolution No. 793-25, adopting required Civil Rights Policies for the Community Development Block Grant (CDBG) program in English and Spanish, seconded by Mayor Pro-Tem Bernie Gessner and with each Councilmember voting AYE, the motion carried. 9. Councilmember James Harris moved to approve the interlocal agreement between Navasota ISD and the City of Navasota to add a fourth full-time School Resource Officer, seconded by Councilmember Josh Fultz and with each Councilmember voting AYE, the motion carried. 10.Councilmember James Harris moved to approve the upfitting of the Ford F250 Crew Cab Utility Truck for the Fire Department in the amount of $54,308.00, seconded by Councilmember Kenny Stevens and with each Councilmember voting AYE, the motion carried. 11.Mayor Pro-Tem Bernie Gessner moved to approve the financial reports for the months of. January and February 2025 and the purchase of a new Return Activated Sludge (RAS) pump for the Wastewater Treatment Plant in the amount of $25,320.00, seconded by Councilmember Josh Fultz and with each Councilmember voting AYE, the motion carried. 12.Mayor Bert Miller adjourned the meeting at 7:17 p.m. / BERT MILLER, MAYOR ATTEST: SUSIE M.
