MINUTES REGULAR MEETING MARCH 10, 2025 The City Council of the City of Navasota, Grimes County, Texas met at the City Council Chambers, Room No. 161, located at 200 E. McAlpine Street at 6:00 p.m., Navasota, Texas on the above date with the following being present: Bernie Gessner, Mayor Pro-Tem, Place # 1 Kenneth Stevens, City Councilmember, Place # 2 Josh M. Fultz, Councilmember, Place # 3 Bert Miller, Mayor, Place # 4 James Harris, Councilmember, Place # 5 Thus, constituting a quorum. STAFF PRESENT: Kristin Gauthier, Interim City Manager Susie M. Kay Peavy Robbin Witten- O'Brien THE ITEMS ON THE AGENDA WERE TAKEN UP IN DUE ORDER AS FOLLOWS: 1. Mayor Bert Miller called the meeting to order at 6:00 p.m. 2. Invocation was given by Pastor Mac Vaughn. The City Council, staff members and visitors then recited the Pledge of Allegiance to the American Flag and the Texas Flag. 3. Remarks of visitors were as follows: a) John Cleveland- expressed concerns for wasteful spending for City sponsored events that we may lose money on and encouraged spending more money on activities for kids such as the Little League fields b) Taylor Perry- discussed suggestions for the upcoming Juneteenth Celebration 4. Staff Report: a) Public Works Director Jennifer Reyna introduced Alejandra Olguin as the new Building Custodian and Anthony McGinty as the new Heavy Equipment Operator. b) Project Manager Matt Julian provided an update on the CIP. C) Jose Coronilla Assistant Public works Director gave an update on the swimming pool. d) Boards and Commissions Update: None. e) Councilmembers and staff informed the audience about upcoming events. 5. Councilmember Josh Fultz moved to approve Ordinance No. 1068-25, declaring unopposed candidates in the May 3, 2025 general city election, elected to office; canceling the election; providing a severability clause; and providing an effective date, seconded by Mayor Pro-Tem Gessner, and with each councilmember voting AYE, the motion carried. 6. Councilmember James Harris moved to hold the City sponsored Juneteenth Celebration event on June 21, 2025, with staff providing direction for events and activities, seconded by Councilmember Josh Fultz, and with each councilmember voting AYE, the motion carried. 7. Councilmember Kenneth Stevens moved to authorize the Mayor to approve and execute a contract between the City of Navasota and Cervantez Construction, LLC, in the amount not to exceed $60,300.00 for the emergency water leak repair located on South Hwy 6 feeder road as authorized by 252.002(a)(2) Texas Local Government Code, as a procurement necessary to preserve or protect the public health or safety of the municipality's residents based on the need to keep water service to the City functioning for the benefit of the affected citizens, seconded by Mayor Pro Tem Bernie Gessner, and with each councilmember voting AYE, the motion carried. 8. Mayor Pro Tem Bernie Gessner moved to approve the consent agenda items which consist of the minutes for the month of February 2025 and the Municipal Court Report for February 2025, seconded by Councilmember Josh Fultz and with each Councilmember voting AYE, the motion carried. 9. The City Council conducted an Executive Session in accordance with Section 551.071, Texas Government Code - - Consultation with Attorney - Consultation with legal counsel regarding City of Navasota water and sewer utility service area(s), including but not limited to Public Utility Commission of Texas Docket No. 54806 re: G & W Water Supply Corporation, and associated matters; (2) Section 551.074 Texas Government Code, Personnel Matters, for the purpose of discussion and deliberation regarding the duties of the Interim City Manager; and (3) the annual evaluation of the City Secretary. The time was 7:13 p.m. 10. The City Council reconvened in open session at 9:01 p.m. 11.0 Councilmember Kenneth Stevens moved that the City Secretary position be moved from compensation grade 10 to grade 11 and increase the annual salary of the City Secretary be increased by 11.32% effective immediately, seconded by Councilmember Josh Fultz, and with each Councilmember voting AYE, the motion carried. - 12.
