Mayor Paul Gohman called the Public Hearing and Regular City Council meeting on March 27, 2025, to order at 6:29 p.m. and a quorum was established. The meeting was held at the city hall chambers, 114 S Washington St., Bronte, Texas. In attendance were Mayor Paul Gohman, council members Mayor Pro Tem Mike Bailey, Clabe F. Webb, David Scott, Zach Davidson, Teresa Ballard, Ricky Royall, and Tara Robinson. RA Morris was absent. Mayor Paul Gohman led the Pledges of Allegiance and Mayor Pro Tem Mike Bailey led the invocation. Mayor Paul Gohman opened the Public Hearing at 6:29 p.m. for comments to repeal and replacing ordinance 19-03 to ordinance 25-01 adding to section 6 maxwel and archer addition to the manufactured housing district. There were no public comments. Mayor Gohman closed the public hearing at 6:30 p.m. and opened the Regular City Council meeting. Monthly Reports Fire Department Report Had one meeting in February with eleven in attendance. Called out on three fires and one wreck. Catered meal for Glenn Bivins Insurance. Economic Development Both EDC boards met this month. EDC A board is still working on getting bids for signage to FD and Cemetery section locators. They discussed house numbers sO EMS can find the correct house when a call comes in. EDC B is working on new signage on the three billboards coming into town and on event banners. Received LFG application from Hector Delarosa dba Rangel's 277 adding on to the back for event parties and overflow. Depot The EDC board members are continuing with cleaning the inside the depot They are still on track to have an open house April 5th. They discussed ways to raise money to help with renovations. They applied for a grant as well. Animal/Ordinance/Municipal Code Enforcement Trapper placed cat traps at the school with no luck. Responded to three loose dogs, one was detained until owner could pick up. Removed dead skunk from 277 & E McCaulley. Anthony Lopez once again contacted the residence regarding the fence being closed open by court order. Removal of three junked vehicles from property. Two RV'S removed from property. Contacted residents regarding free range fowl not allowed. Followed up with residence regarding animal picked up and placed in shelter and getting it registered with city. Contacted business regarding tampering with water meter. One broke down vehicle was fixed and off the street. Checked on RV behind property to be sure it was not connected to water. There were no warnings or citations issued in February. Ordinance: Consider repealing and replacing ordinance 19-03 with ordinance 25- 01 Manufactured Housing District adding maxwell and archer addition to the manufactured housing district. Mayor Gohman presented to council there were no comments at the public hearing and asked for a motion to approve ordinance 25-01 as presented. Zach Davidson made motion repealing and replacing ordinance 19-03 with ordinance 25- 01 Manufactured Housing District adding maxwell and archer addition to the manufactured housing district. Davis Scott seconded the motion. Vote: 4/0 motion carried. 2. Election: Consider authorizing the mayor to execute Resolution 25-02 to cancel the 2025 General Election. Mayor Gohman presented resolution 25-02 and asked if there was any discussion. Seeing no discussion, he asked for a motion to approve. Zach Davidson made the motion authorizing mayor to execute Resolution 25-02 cancelling the 2025 General Election. Davis Scott seconded the motion. Vote: 4/0 motion carried. 3. Utilities-Finance: Consider approving Ordinance 25-02 amending FY 2025 Operating Budget that circumstances have arisen during the fiscal year which have, or will require the expenditure of additional funds in some of the line items of the operating budget, and for which there is more than adequate funding in the line items of the operating budget; and City Council finds the amendments in the line items identified in Exhibit A reasonable, necessary, and for municipal purposes. Teresa Ballard and Ricky Royall presented proposed changes to the budget. Zach Davidson made a motion to approve Ordinance 25-02 amending exhibit A of the FY25 operating budget as presented. Mike Bailey seconded the motion. Vote: 4/0 motion carried. 4. Utilities-Finance: Update on Electricity contract ending March 31, 2025. Teresa Ballard oresented a new update on rates. Property: Consider authorizing mayor to execute Resolution 25-03 authorizing the conveyance of access rights or an easement to Paul and Maris Molnar out of the T. & P. Railway Company Survey No. 1 and the John H. Herndon Survey No. 472, Coke County, Texas. Mayor Gohman and Ricky Royall discussed with council the reasoning behind proposing an easement as stated in resolution 25-03. Mike Bailey made a motion authorizing mayor to execute Resolution 25-03 authorizing the conveyance of access rights or an easement to Paul and Maris Molnar out of the T. & P. Railway Company Survey No. 1 and the John H. Herndon Survey No. 472, Coke County, Texas. Zach Davidson seconded the motion. Vote: 4/0 motion carried. 6. Permit: Consider permit for Clifton Mcintire & Crysta Tully to place a new manufactured home at 323 NW Railroad. Mayor Gohman presented to council the permit meets all requirements of the Manufactured Home ordinance. David Scott made a motion to approve permitting a manufactured home at 323 NW Railroad as present in the permit request. Mike Bailey seconded the motion. Vote: 4/0 motion carried. 7. Council: Consider moving April's city council meeting to April 24. Mike Bailey made a motion to move the April city council meeting to the 24th. David Scott seconded the motion. Vote: 4/0 motion carried. 8.-10. Consent Agenda: Consider approving financials: Zach Davidson made a motion to approve February aging, balance sheet and revenue and expenditure as present. Clabe F. Informational Reports Mayor Gohman reported we continue cross training staff, working on documentation for safety and HR procedures. They exist but not in a manual. This will be going on for next year. Mayor Gohman distributed a map with seven properties that are considered dangerous and inhabitable by Substandard Structure Ordinance 23-13. Letters will be sent out to start the process of getting them demolished. Also, we will need to replace Everett Bedford and Gwen Dyess from the Building and Standard Commission Board. We will have this on next month's agenda. Ricky Royall reported during on the storms one of our intake pumps came apart. We had a company pull it and working to fix it. It was in about 10 ft of water. We have another one that we are using now, and it is sitting in about 2 ft of water. As of April 1st, we are going into stage 2 of the drought contingency plan. What changes is the hours of watering in enforced. We will be sending Robert Lee a letter with additional wholesale requirements. Teresa Ballard reported the city received a $100 donation from Charles McGuire and a $100 donation from Mary Ann Wylie to the Cemetery fund. March's Sales Tax is $16,971.25. There are two CD's maturing on March 28, one from Waterworks and General Fund. The interest to be paid is $663.16 on each of the CD's and the interest will be rolled over into the CDs for the next six months at an interest rate of2.5%. We will add all the CDs to discuss at the next meeting. Clabe F. Webb asked if we have positioned ourselves as favorable as possible for having a process for red flag warning for disasters specifically fires? Mayor Gohman replied yes, we have procedures in place. Mike Bailey also replied we are limited to our fire staff, and they would have procedural to get the forest service involved. We got into a big situation like a few years ago, the county judge got involved with emergency management. Clabe F. Webb replied that he was just inquiring. Mayor Gohman would enter a disaster mitigation plan that would be county wide. With no further ousiness Mayor Gohman adjourned the city council meeting at 7:01 pm.
