% 0 - WINTERS 4 EST.1890 * CITY OF WINTERS, TEXAS 310 S. MAIN ST. WINTERS, TX COUNCIL CHAMBERS REGULAR MEETING MINUTES JANUARY 27,2025, 6:00 p.m. Call meeting to order. Mayor Chris Bahlman called the meeting to order and a quorum was established. In attendance were Mayor Bahlman, Alderman Jimmy Butler, Alderman Josh Lujano and Alderman Randy Loudermilk. Not present were Alderwoman Zan Jamieson and Alderman Wesley Hagle. Pledge of Allegiance -US and Texas Flag. Agenda Item 1. Community Input. There was no community input. Agenda Item 2. Approval of Minutes from December 30, 2024. Alderman Jimmy Butler pointed out an error in his motion regarding exclusive use of the east room for the Friends of Seniors at the Activity Center and made a motion to approve the minutes with the correction. Seconded by Alderman Randy Loudermilk, all in favor. Motion carried. Ayes 3. Noes 0. Agenda Item 3. Department Reports: City Administrator: Nate Smith A. City Administrator Report. Mr. Smith stated that expenditures in the General Fund are at 26.95% while Revenues are at 13.96%. Expenditures in the Enterprise Fund are at 16.05% and Revenues are at 31.15%; Hotel Occupancy Expenditures are at 4.51% and Revenues are at 38.87%. Mr. Smith states that overtime continues to be a cost driver in the General and Waterworks Funds. Randy Hollar has completed all bank reconciliations and is planning to come back in February to help with clean up for the annual audit. Mr. Smith informed the Council and people of the community that Ms. Lincoln had completed her certification and graduated the previous week while at the Election Law Seminar in Round Rock. She is now registered with the Texas Municipal Clerks Association. Mr. Smith stated that the mention ofa Farmers Market has been on Facebook and he thinks it is a good idea. B. Sales Tax graphics. Sales tax receipts for the month of. January show 1.34 percent more than last year's receipts at $26,076. City Secretary: Sheila Lincoln A. Atmos Rider GCR. No discussion. Information only. B. City Hall Report. Ms. Lincoln reported the Tex Pool account has gained $7,751.44 in interest for the month of December with the total interest gained thus far is $8,774.88. Public Works Director, Bobby Sanders Water Department: A. Projects, New/ Ongoing. Working with eHT on clarifiers and the air scourer and coordinating with engineering on clearing sludge from the basin to work on or diagnose the problem with the rack sticking. Mr. Sanders also noted that the burnout was completed on 01/06/2025 and the plant is back to standard water treatment procedures. Mr. Sanders informed the Council that there has been a new hire for the Sewer Department, Kyle Davis. Street Department: A. Projects. Mr. Sanders stated that the department will soon start trimming trees on the east side of the city and filling all potholes. He stated that the department is currently in the process of cleaning roadways on the southeast side. Police Department: Chief Paula Geyer. A. Statistics- Report attached. Chief Geyer stated she hired a new employee for Animal Control and Code Enforcement who will start work on 02/05/25. Code Enforcement/Amimal Control: Bobby Sanders A. Animal Control. Mr. Sanders stated there were seven (7) calls for dogs, there were no dog bites and there were three (3) incident reports filed. Census at the shelter is six (6) and there were two (2) returned to owner. B. Citation Statistics. There were none. City Judge: Greg Nichols A. Citation Statistics. Judge Nichols stated that there were thirty-seven (37) new cases filed and thirteen (13) completed. There was a total of$2,418 collected with $684 to the state and $1734 to the city. Mr. Nichols noted that there was a total of three hundred forty-six (346) cases filed in 2024 with two hundred ninety (290) completed. Judge Nichols told the Council that he is fed up with Incode and not being able to take court payments online. He stated that it is tough to explain to people that do not live here that they either have to mail in a payment or come up here and pay it, most of which do neither. He would like to start looking at other options and prices to bring to council. Airport Manager: Richard Humphrey A. Projects. Mr. Humphrey stated that Mr. Ballard who has been the crop-duster for this area for years has passed away. He stated that the new crop-duster will be doing the EPA Inspections and will meet all TDA requirements. He is also insured. Mr. Humphrey stated that we received a good report from TX DOT stating the cracks that were filled last year on the runway look good and there are no issues. B. Events. Agenda Item 4. Approval of Bills. Alderman Jimmy Butler made a motion to pay the bills, seconded by Alderman Randy Loudermilk. All in favor, motion carried. Ayes 3. Noes 0. Agenda Item 5. Council Report: A. Mission, Vision, and Goal Setting. Mr'Smith noted that he had been looking over the Comp Plan from 2018-2035 plan which iyas flawed. He believes changes will need to be made in roads, water and wastewater. Agenda Item 6. Old Business: N/A Agenda Item 7. New Business: A. Discussion and possible action on Resolution 2025-01, agreeing to provide matching funds for 2025-2026 Grant for the Police Department for VR Training. Chief Geyer noted that there are no matching funds for this grant that it only reads that way, she stated that she only spends what she receives. There is no extra that the city would have to pay. Alderman Randy Loudermilk made a motion to approve Resolutions 2025-01, seconded by Alderman Jimmy Butler. All in favor, motion carried. Ayes 3. Noes 0. B. Discussion and possible action to approve a Municipal Advisory Agreement with Hilltop Securities Inc. Mr. Smith noted there are no changes to the agreement, itjust needs to be updated as current agreement is over ten (10) years old. Alderman Jimmy Butler made a motion to approve the Municipal Advisory Agreement with Hilltop Securities Inc., seconded by Alderman Randy Loudermilk. All in favor, motion carried. Ayes 3. Noes 0. C. Discussion and possible action on Resolution 2025-02, a resolution directing publication of notice of intention to issue up to $1,065,000 City of Winters, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2025A, to provide funds for water system improvements; and resolving other matters relating to the subject. Mr. Smith stated that this is the first step in receiving the grant/loan money from the TWDB Drinking Water state revolving fund. It will be published in the Abilene paper.
