CITY OF SCHULENBURG SCHULENBURG, TX April 14, 2025 The City Council of the City of Schulenburg met in a special meeting on Monday, April 14, 2025, at 6:00 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Alderwoman, Kathy Kleiber, Aldermen, Greg Thomas, Frank Wick III, Roger Moellenberndt, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, and City Secretary, Mason Florus. Visitors included Darrell Vyvjala of the Schulenburg Sticker, and Micheal Ohnheiser. Mayor Koopmann called role. Mrs. Walker led discussion on delegating the City Administrator as the Executive Financial Officer for the City Hall Renovation Project granting authority to contact contractors and authorize expenditures on the City Hall Project within reasonable spending limits. Mrs. Walker reminded Council that the City signed a three-year lease at the temporary location at 605 Upton Ave. As a result, the City has 2 years and one month to get City Hall remodeled and moved in. Mrs. Walker invited Operations Manager, Darryl Moeller, to elaborate on the latest status of City Hall. Moeller announced that the next phase is to "gut" the interior SO that the remodeling contractor has a clean building to work with. Moeller continued that he is currently in communication with two demo contractors (one out of Austin, one out of La Grange) and working on a third. The demo work will be an undertaking. There are three different ceilings, and in those layers, there is old lights, fire suppression, and ac ducts. There are several walls that are structural, however, all other walls will be taken down. Mrs. Walker informed Council that Schulenburg Glass has reached out about the windows, sO there are local contractors and builders interested in the project. Mayor Koopmann asked where we would obtain the money. Mrs. Walker answered it would be reserves. Mrs. Walker reiterated that reserves are healthy, and Council was in agreement to start spending some of the reserve funds to "keep the ball rolling" on the renovation. Mrs. Walker concluded, saying that contractors are estimating that once a bid is accepted, demolition would take 45-60 days to complete. Mayor Koopman suggested $100,000 as the threshold for Mrs. Walker's spending limits for the City Hall Project. She asked Council of their thoughts. Alderwoman Kleiber suggested $150,000. Alderman Thomas made a motion, seconded by Alderwoman Kleiber, to Delegate the City Administrator as the Executive Financial Officer for the City Hall Renovation Project granting authority to contact contactors and authorize expenditures on the City Hall Project up to $150,000. The motion passed unanimously. Mrs. Walker led discussion on hiring Forensix Structural Engineers for Phase 3 of City Hall. Mrs. Walker announced that as of today's meeting time, Forensix didn't have all their figures turned in. Mayor Koopmann proclaimed that no action would be taken on this item and said item would be discussed at the next regular scheduled Council Meeting on Monday, April 21st. Alderman Moellenberndt made a motion, seconded by Ahlschlager, to adjourn the meeting at 6:26. The motion passed unanimously.
