Motion was made by Council Member Garry Hershman and seconded by Council Member Billy Crittenden to consider, discuss, and take possible action on approving the Minutes for January 9, 2025. Motion was made by Council Member Garry Hershman and seconded by Council Member David Gilliam to consider, discuss, and take possible action regarding the authorization of the City of Patton Village to issue Requests for Qualifications (RFQs) for engineering services related to the Hazard Mitigation Assistance Program, administered by the Texas Division of Emergency Management, the Texas Water Development Board, or other applicable funding sources. Motion was made by Council Member Billy Crittenden and seconded by Council Member Garry Hershman to approve the authorization of the City of Patton Village to issue Requests for Qualifications (RFQs) for engineering services related to the Hazard Mitigation Assistance Program, administered by the Texas Division of Emergency Management, the Texas Water Development Board, or other applicable funding sources. Motion was made by Council Member Garry Hershman and seconded by Council Member David Gilliam to consider, discuss, amend, action, and/or approve monthly reports from the following departments: Engineering Department Utility Department Motion was made by Council Member Billy Crittenden and seconded by Council Member Barbara Earhart to deny the waterline installation to be paid by the City of Patton Village for account 0353. Vote: All in favor Motion carried. Police Department Permits Department Motion was made by Council Member David Gilliam and seconded by Council Member Billy Crittenden to decline the requested variances for 25941 Roping Pen Road, 17752 Oak Hills Drive, and postpone a decision for 17685 Oak Hills Drive variance request pending more information. Vote: All in favor Motion carried. Code Enforcement City Hall Motion was made by Council Member Billy Crittenden and seconded by Council Member Garry Hershman to approve all monthly reports received. Vote: All in favor Motion carried. C. Motion was made by Council Member Garry Hershman and seconded by Council Member Billy Crittenden to consider, discuss, and take action on removing Michelle Earhart from all city bank accounts. Motion was made by Council Member Garry Hershman and seconded by Council Member David Gilliam to remove Michelle Earhart from all city bank accounts. Vote: All in favor Motion carried. D. Motion was made by Council Member Garry Hershman and seconded by Council Member Billy Crittenden to consider, discuss, and take possible action on adding Council Member David Gilliam to all city bank accounts. Motion was made by Council Member Billy Crittenden and seconded by Council Member David Gilliam to consider, discuss, and take possible action on choosing a Mayor Pro-Tem for the current calendar year. Motion was made by Council Member Garry Hershman and seconded by Council Member David Gilliam to consider, discuss, and take possible action on purchasing (2-3) loads of crushed concrete and/or bags of rock asphalt. Motion was made by Council Member Garry Hershman and seconded by Council Member David Gilliam to approve the city purchasing 3 loads of crushed limestone. Vote: All in favor Motion carried. G. Motion was made by Council Member Billy Crittenden and seconded by Council Member David Gilliam to consider, discuss, and take possible action on approving the Right-Of-Way Instrument-Entergy Texas, Inc. Acquisition. Motion was made by Council Member Billy Crittenden and seconded by Council Member David Gilliam to approve the Right-Of-Way Instrument-Entergy Texas, Inc. Acquisition. Vote: All in favor Motion carried. H. Motion was made by Council Member Dyane Anderson and seconded by Council Member Billy Crittenden to consider, discuss, and take possible action on limiting the comp-time accrued within each year. Motion was made by Council Member David Gilliam and seconded by Council Member Barbara Earhart to amend the employee handbook from 16 hours to NO CAP on comp-time for the Police department accrued within each year. Vote: All in favor Motion carried. I. Motion was made by Council Member Billy Crittenden and seconded by Council Member Barbara Earhart to consider, discuss, and take possible action on amending employee benefits. Motion was made by Council Member David Gilliam and seconded by Council Member Billy Crittenden to amend the below listed items in the employee handbook. Page 36, Section 6.2: Employees will not be paid for any accrued and unused sick leave remaining upon termination or resignation. Any accrued and unused sick leave is forfeited upon an employee's work separation. Page 37, Section 6.4: Employees will not be paid for any accrued and unused personal leave remaining upon termination or resignation unless an approved city holiday has passed, and the employee leaves the city prior to using the hours scheduled to work during those holidays. Otherwise, any accrued and unused personal leave is forfeited upon an employee' 's work separation. Vote: All in favor Motion carried. J. B.
