APRIL 21, 2025 The Newcastle City Council met in regular session at the Newcastle City Hall, 608 Broadway Ave, Newcastle, Texas at 6:00 pm on Monday April 21, 2025, with the following members present: MEMBERS: Mayor: Dickey Baynes Council Member: Sarah Riley Jeff Altebaumer Chad Owen Dustin Hobbs City Secretary: Alice Winder Utility Operator: Brent Casteel OPENING PRAYER: Dickey Baynes asked Dusty Hobbs to open the meeting up in a prayer at 6:02pm. VISITORS: PUBLIC FORUM: Jerry Stewart expressed his concerns about the flooding issues we have in the town, especially around the Madison & Graham area. Dickie Baynes & Dusty Hobbs said that they would drive over there and look at the area and see if there would be anything that could be done about it. BOBBY RILEY: The City Council needed to hear from Bobby Riley about what his plans are about the establishment of his home on Belknap Rd. Bobby made the comment that he plans on that being the main entrance on his residence and he agrees to providing and cattleguard to with Tradd Strawbridge's livestock. APPROVAL OF THE MINUTES FOR MARCH 2025- All city council approved of minutes. Chad Owen made a motion and Sarah Riley second it. Approved 4-0 APPROVAL OF THE FINANCIALS FOR MARCH 2025 - Financials were approved. Motion was made by Sarah Riley and Jeff Altebaumer second it. Approved 4-0 DISCUSSION ON J & A COATING ABOUT THE STANDPIPE- J & A was here on April 14th (previously city council meeting) meeting had to be re-scheduled due to a lack of council members. WhileJ & A were here on the 14th they gave a presentation on how their maintenance plan works. They presented a quote. On the 21st while all city council members were present the plan was presented to them as well by Dickie Baynes & Chad Owen. Dusty Hobbs suggested we get other quotes for other companies that do this same type of work. And it we'll also have to wait and see if it's something that we can work out in the budget. Tabled DISCUSSION OM PURCHASING THE OTHER PART OF THE LOT BEHIND THE CITYHALL FOR THE TRANSFER STATION- It has been confirmed that the Phillip's are willing to sell the lot to the city. Discussion was also on how the city pays for it. Out of the city's account or take out a loan. It was decided that the city would pay for it out of the city's account. Motion was made by Jeff Altebaumer and second by Dusty Hobbs. Approved 4-0 DISCUSSION ON THE CITY NEEDING TO DO PUBLIC NOTICE FOR BIDS ON A TRASH SERVICE- APPROVED 4-0 DISCUSSION ON THE INSPECTION (STANDPIPE) FROM RON PERRIN- A lot of this information was discussed during the J & A Coating discussion on the conditions of the standpipe and what it needs. DISCUSSION ON THE CHLORINATOR AND THE LETTER FROM TCEQ- TCEQ sent the city a letter of approval for a chlorinator. Dusty said he will call the engineer to see what we need to do next & check with Teniert Construction. See ifthey are still willing to keep the agreement originally agreed upon. DISCUSSION ON HIRING A THIRD PERSON- Alice will be posting an ad in the newspaper for a part time helper to help the guys with overload and with the transfer station once that gets established. CITYWIDE CLEAN-UP MAY 5TL11TH, THIS YEAR- confirmed for Newcastle customers only. UPDATE - NEWCASTLE VOLUNTEER FIRE DEPARTMENT HAS RECEIVED THEIR TWO NEW FIRE TRUCKS- Just updating. DISCUSSION ON PERMIT RATES- Some changes to several rates. No change to construction & demolition rates. Moving rates will depend on the square footage. & and it will be .15 per sq. ft., sales has increased to $50.00 and take license plate number. Mobile Vendors has increased, $30.00 for a 7 day permit, $50.00 for a 30 day permit and $400.00 for an annual permit. Motion was made by Jee Altebaumer and second by Dusty Hobbs. Approved 4-0 DISCUSSION ON CLEANING SHORELINES AT THE OLD LAKE- Tyler Mayes has come in at the Old Newcastle Lake. The city council agreed to make an agreement for them to sign. This will be a temporary agreement. Motion was made by Jeff Altebaumer and second by Dusty Hobbs. Approved 4- DISCUSSION ON SCHEDULING A WORKDAY FOR THE PLAYGROUND EQUIPMENT- TABLED DISCUSSION ON ROLL-OFFS- Dickie Baynes suggested building the fence around the area and doing the transfer station once a month. The customers would bring their stuff to dispose of and there would be a fee and once the 2 roll offs get full the waste contractor would pick them up and this would take place once a month for the Newcastle customers.
