Call Meeting to Order: The meeting was called to order at 6:30 p.m. Roll Call: Court Clerk Taylor Rogers provided the roll call with Mayor Williams, noting a quorum of the following Council members Present: Mayor Pro Tem Erika Gonzales, Council Member Joyce Wolfe, Council Member Beverly Felts, Council Member Mike Hale, & Council Member. Jeffrey Schlichting 2. Opening: Pledge of Allegiance USI Flag & TX Flag led by Mayor Williams. Invocation led by Mayor Williams. 3. Comments: a. Mayor Comments - MayorWilliams provided the following: New Berlin will receive two police vehicles in a couple of months. Meeting will be held with County Rd & Bridge department regarding interlocal agreement for Santa Clara Rd. Would like to start a program to check in on the New Berlin elderly community. b. County Commissioner Comments - Commissioner Ott provided the following: New Berlin Marshal office will receive two black V8 vehicles. The county subdivision rule booki is being updated, and the countyi is coming up with at thoroughfare plan. C. Fire Chief Comments - Chief Strey provided the following: Multiple large fires in the state. FD is working hard to prevent fires and is on standby forthe Lake Dunlap fire. FD received a lot of calls on Saturday and asks the public to be careful outside. d. City Marshal Comments - Chief Marshal Hatcher provided the following: Activity reportfor the dates February 01, 20251 to February 28, 2025: Total Stops- 132 Total citations issued- 151 Warnings issued- 71 - Truck Route Violations-3 No/Suspended DL-27 Speeding Violations- 14 No Liability Insurance- 27 Registration Violations- 53 Possession Drug Paraphernalia-2 License Plate-7 Call forservice/ncidents 1 Arrests- 2 Flock Analytics (Total Vehicle Reads)- 99,246. e. City Council Members Comments - Alderman Jeff Schlichting provided the following: Recognized the NBVFD fort their efforts on fire control and spoke about sales tax revenue f. Public Comments: This time is provided for the public to address the City Council on issues or concerns. NO CITY COUNCIL ACTIONY WILL BE TAKEN ATTHIS1 TIME. PARKS and PLAYGROUNDS- -Jeffrey Schlichting provided the following: The mulch around the playground will need to be replaced or replenished soon. 4. Consent Agenda: a. Discussion/Action on these Consent Agenda items to be acted on in a single motion. 1. Minutes: City Council Meeting - City Council Meeting 02/17/2025. 2. Financial Reports: February 2025. Mayor Williams read the above items into record. Council Member Mike Hale motioned to approve the consent agenda items 1 through 2. Council Member Beverly Felts seconded the motion. The vote of 5-0. Motion carried. 5. Council Discussion/Action: a. Ordinance No. 2025-002- Re-appointing Judge Jacqueline Ott as Municipal CourtJ Judge for at two-year term. Mayor Williams introduced item to Council. Council Member Joyce Wolfe motioned to approve. Council Member Erika Gonzales seconded the motion. The vote of 5-0. Motion carried. Judge Jacqueline Ott was sworn in by Mayor Williams. b. Kimberly Schlichting Candidate for GVEC Director District 7- Business vote for position on GVEC board. MayorWilliams introduced item to Council. Kim Schlichting stated she would appreciate council's vote as she is running for a seat on the GVEC board of directors. Council Member Beverly Felts motioned to approve. Council Member Mike Hale seconded the motion. The vote of 5-0. Motion carried. C. City Ambulance Services Mayor Williams introduced item to Council. Council Member Jeff Schlichting stated that in 2024 there were 417 ambulance calls. He is concerned with current and past Ambulance service response times, address issues, and not having an ambulance service vehicle stationed closer to New Berlin. He would like to form a committee to contact surrounding ambulance services for yearly service quotes and have a dedicated EMS unit stationed near or in New Berlin. Council Member Jeff Schlichting motioned to approve forming a committee. Council Memberloyce Wolfe seconded the motion. The vote of 5-0. Motion carried. 6. Closed Session: a. The City Council will meet in closed session pursuantto! Section 551.074 of the Texas Government Code - Personnel Matters Marshal Hatcher's legal update. Mayor Williams introduced item to Council and called closed session at 07:15 p.m. 7. Reconvene into Regular Session: Mayor Williams reconvened into regularsession at 07:41 p.m. 8. Announcements: Mayor Williams announced that the city council was updated on Marshal Hatcher's legal matters in the closed session. 9.
