CALL TO ORDER Chair Nicole Bauer called the meeting to order and established a quorum at 10:04 A.M. Individuals wishing to speak must complete a Public Comment Form and present the completedform to the City Secretary prior to thestart ofthe meeting. Liberty Hill Parks Advisory Board Regular Meeting February 20, 2025 Page 1 of 4 3) REGULAR AGENDA a) Discussion, consideration, and possible action regarding Parks Advisory Board January 23, 2025 meeting minutes. (L. Messana) Motion by Travis Tabor, 2d by Nicole Bauer, to approve, as presented, the January 23, 2025 Regular Called Meeting Minutes. Motion carried unanimously by a vote of4-0. Ayes: 4, Nays: 0. b) Introduction of new Parks & Recreation Supervisor, Richard Fibish. (K. Amsler) Katie Amsler, Director of Communications and Community Engagement, introduced Richard Fibish as the new Parks, Recreation & Facilities Supervisor. Richard has been with the City for 2 weeks and has been meeting with people and getting to know the community. Richard had a meeting with the soccer association yesterday. Richard Fibish presented a power point presentation of his path to Liberty Hill, Texas. The presentation is attached to these minutes. c) Discussion, consideration and possible action regarding options for usage of City of Liberty Hill budget Fiscal Year 2024-2025 funds in the amount of $50,000 for a park improvement project(s). (K. Amsler) Katie Amsler, Director of Communications and Community Engagement, informed the Board that she has handed the project off to Richard. Richard updated the Board that he is working with Kimley Horn on getting the contractors together to start the project. They hope to start the parking lot project in early June. Richard commented that during the expanding of the soccer fields ift they have to remove dirt during that project maybe money can be saved by relocating that dirt. Richard has been doing research on the Lacrosse wall and the gaga ball pit. Richard will provide an update on these projects at the next Parks Board meeting. Katie informed the board that they will have a kickoff meeting with Kimley Horn in the next few weeks for the design of the parking lot. d) Discussion, consideration, and possible action regarding Parks Board presentation for Youth League needs. (N. Bauer) Nicole Bauer presented to the Board the rough draft presentation that she has put together and asked the Board for feedback. The draft presentation is attached to these minutes. Katie will check with the school district for an updated number of students enrolled in LHISD. Nicole asked about the blank Mission page that was in the Parks Masterplan and if Katie had a copy. Katie suggested at the next meeting that the Parks Board work as a group to draft what the Mission is. Nicole suggested adding a slide about other parks in Liberty Hill. Lisa Messana suggested adding the soccer and lacrosse numbers to the presentation. Lisa asked Nicole what Liberty Hill Parks Advisory Board Regular Meeting February 20, 2025 Page 2 of 4 else she needed from the Board. Nicole suggested dialing in on the Mission and Vision. Nicole would also like to see more accurate and correct data. Nicole asked Katie for a Liberty Hill template that she usually uses for presentations. Katie will share with Nicole her Canva template. Katie suggested having a slide for each sport with data and showing the need. Lisa asked Katie and Richard what else was needed. Richard commented that the Master Plan needs to be updated for Parks with a recreation flavor to it. Katie suggested at the next meeting that everyone brings ideas for the Masterplan. Nicole will work on adding slides for each ofthe youth leagues. Nicole also asked the Board to bring ideas for the Vision and Mission to the next meeting. Katie suggested for the slides to focus on the following: (1) what the organization is (2) their enrollment data (3) how many fields they currently have and (4) how many fields they need by a certain year. e) Parks/Communications staff updates. (K. Amsler) Katie Amsler, Director of Communications and Community Engagement, provided the Parks Board with staff updates. Lifeguards have been outsourced to Premier Recreation, and they have started to hire lifeguards. There is a link on the City website to apply for the lifeguard positions. The City did not receive the Texas Parks and Wildlife grant that we applied for. There were 68 applicants, and they chose 23. Liberty Hill was number 24. Katie will get the grant feedback and will try to make the application better and reapply next year. The cross-committee meetings are being coordinated by Karlyn Keller with the Planning & Zoning Commission. Joint Parks Board & City Council Workshop is tentatively scheduled for April gth at 5:30 p.m. to discuss the state of the youth leagues. Working with the Mayor on a State of the City address tentatively set for March. The Parks Board will have a table/booth at the event. Richard and the rest ofthe Parks Department will be attending the Traps Workshop next week. Starting to plan Whimsy & Wonder. Richard will be attending the second session of Director school the week after he returns from the Traps Workshop. Yesterday - met with soccer Vice-President of Operations and it went well. They went over the phased approaches and the soccer agreement. The Parks Department will continue to meet with the Soccer Association monthly. No updates on YMCA.
