Minutes for Regular Session Council Meeting City of] Hillcrest Village Monday, February 17, 2025 Mayor Dawson called the Regular Session Council meeting to order at 6:03 pm. Absent: Alderman Armistead, EMC Travis Hobbs Invocation/Pledge Public Forum Larry Morehead - 123 E. Wildwinn Dr. having an issue with final inspection for his generator regarding the gas line. Kepers/Recommendations from Contractor/Employes: A. Caleb Cristofaro- MUNICIPAL DISTRICT SERVICES = Caleb gave his monthly report. It's possibly worth getting a water leak detection and Council asked him to get an estimate for it for next month's Council meeting. Added Flow Daily Avg STP into the report (page 4 of report). Preventive maintenance schedule shows most work is complete with a few in progress. Council requested that he add 2023 monthly trends again. B. Shohn Davison - MARSHAL'S OFFICE - Marshal Davison gave his monthly report. 2024 TCOLE Racial Profiling report was included. C. Travis Hobbs - EMERGENCY MANAGEMENT COORDINATOR - Travis is absent on vacation. Minutes: Alderman McGilvray and Alderman Allbright motioned to January 23, 205 -Regular session Council meeting 4-0 approved and the motion carried. Monthly Financial Statements: Alderman Allbright motioned to approve the January 2025 financial statements. Alderman McGilvray seconded. 4-0 approved and the motion carried. Business A. FOLLOW-UP BUSINESS 1) DISCUSSION AND POSSIBLE ACTION ON THE PURCHASE OF THE ADDITIONAL POLICE VEHICLE. Marshal has an estimate from HGACBuy for a 2025 Ford Maverick AWD SuperCrew truck for $29,205.64. Adding the equipment: the video camera, ghost letting stripe and lights, datalink, controller, siren and installation for a total price of $39,937.64. The partition quote from Prison System Fabrication shop for the build and installation was not returned to the Marshal in time for the meeting. Mayor Dawson did state he is personally in favor of this move. Alderman Mondragon motioned to approve the $39,937.64 for the 2025 police vehicle. Alderman Smith seconded. 2-0 approved the motion and one was present/no vote, and Mayor Dawson voted, and the motion carried. B. NEW BUSINESS/PISCUSSION 1) DISCUSSION AND POSSIBLE ACTION REGARDING UPDATING CITY OF HILLCREST VILLAGE WEBSITE. Mayor spoke about updating the city website. City secretary, Amanda, negotiated with our website service company, The20, and they are willing to upgrade the city website with no city increase. 2) DISCUSSION AND POSSIBLE ACTION ON THE RESOLUTION 2025-05 APPROVING ELECTRONIC LOCKBOX PAYMENT SERVICES FOR THE CITY OF HILLCREST VILLAGE RESIDENTS WATER BILLS. Alderman McGilvray motion to approve the Resolution 2025-05 regarding the electronic lockbox payment services for the City of Hillcrest Village resident's water bills. Alderman Smith seconded. 4- 0 approved and the motion carried. 3) DISCUSSION AND POSSIBLE ACTION ON FUTURE DEVELOPMENT OF THE CITY PARK. Alderman Allbright is looking into a master plan for the park and wants to add playground equipment over the next few years in stages. 4) DISCUSSION AND POSSIBLE ACTION ON ORDINANCE 2025-02 ORDER OF CANCELLING GENERAL ELECTION. The three current Aldermen went unopposed. Alderman Mondragon to approve to cancel the May 3, 2025, election Ordinance 2025-02. Alderman Smith seconded. 4-0 approved and the motion carried. 5) DISCUSSION AND POSSIBLE ACTION OF APPROVAL OF TIMBERLANE BUILDING INTERIOR UPGRADE DRAWINGS FOR STORAGE AND OFFICE SPACE. Alderman Allbright motioned to approve the floor plans for the 200 W. Timberlane municipal building. Alderman McGilvray seconded. 4-0 approved and the motion carried. Correspondence/Amnouncements: ALDERMAN MCGILVRAY - No comment. ALDERMAN MONDRAGON - Talked to Commissioner about the drainage and seen no plans for it, told him to call the County. ALDERMAN SMITH - No comment. ALDERMAN ALLBRIGHT - The [municipal] floor looks great! ALDERMAN ARMISTEAD - Absent. CITY CLERK - No comment. MAYOR DAV WSON - Picnic table damage, someone cleaned BBQ grill on top of one of the Proposals for debris removal and monitors are still waiting for the city attorney. Adjournment: Alderman McGilvray and Alderman Smith motioned to adjourn the meeting. All present approved and the motion carried. Mayor Dawson adjourned the meeting at 7:15 pm.
