Belton City Council Meeting April 8, 2025 - 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Daniel Bucher, Stephanie O'Banion and Dave Covington. Councimember Pearson was absent. Staff present included Sam Listi, John Messer, Mike Rodgers, Michelle Fogle, Chris Brown, Larry Berg, Daniel Aguirre, Wes Gilbreath, Bob van Til, Megan Odiorne, Cynthia Hernandez, Scott Hodde, James Grant and Joe Dyer. The Pledge of Allegiance to the U.S. Flag was led by Councilmember Stephanie O'Banion. The Pledge of Allegiance to the Texas Flag was led by City Manager Sam Listi. The Invocation was given by Councimember Wayne Carpenter. 1. Call to order. Mayor Leigh called the meeting to order at 5:32 p.m. 2. Public Comments. (Audio 1:56) Dr. Gary Kent, 5814 Hamlet Drive, shared greetings with the Council from the Central Texas Cathedral Worship Center and gave thanks to the Council for their work for the City of Belton. He also invited the Councilmembers to the Church's upcoming event on April 18-19, 2025. 3. Fire Department Promotional Announcement and Pinning Ceremony. (Audio 5:21) Assistant Fire Chief Wesley Gilbreath led the pinning ceremony resulting from the latest promotions in Belton Fire Department: Lieutenant to Captain Josh Isbell Driver-Operator to Lieutenant Carter Davis Firefighter to Driver-Operator Jeff Booker 4. Proclamation: Arbor Day = April 25, 2025 (Audio 8:23) Director of Parks and Recreation James Grant and his staff were present to receive the proclamation. Consent Agenda Items 5-8 under this section are considered to be routine by the City Council and may be enacted by one motion. Consider a resolution authorizing the award of a contract to RM Quality Construction for the construction of one house as part of the HOME Program Grant awarded by Texas Department of Housing and Community Affairs. 7. Consider an ordinance adopting Budget Amendment #1 to the City of Belton FY 2025 Annual Budget. 8. Consider authorizing the City Manager to enter into a professional services agreement with Stateside Right of Way Services for the ROW acquisition of 32 parcels pertaining to the S. Connell Reconstruction Project. Upon a motion by Mayor Pro Tem Holmes and a second by Councimember Covington, Consent Agenda Items 5-8, including the following captioned resolution and ordinance, were unanimously approved upon a vote of 6-0. RESOLUTION 2025-13b-R A RESOLUTION OF THE CITY OF BELTON, TEXAS, AUTHORIZING THE APPROVAL OF THE BUILDING CONTRACTOR AWARD FOR THE HOME PROGRAM THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO CITY'S PARTICIPATION IN THE GRANT PROGRAM. ORDINANCE NO. 2025-24 AN ORDINANCE OF THE CITY OF BELTON, TEXAS, ADOPTING AMENDMENT NO. 1 TO THE ANNUAL BUDGET OF THE CITY OF BELTON, TEXAS, FOR ITS FISCAL YEAR 2025; BY PROVIDING DETAILED LINE INCREASES; BY MAKING SUPPLEMENTAL APPROPRIATIONS; DECLARING THIS A MATTER OF PUBLIC NECESSITY; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Hold a public hearing and consider an ordinance amending Chapter 10, Article III, Section 10-48 related to claim of impounded vehicle or other property. ORDINANCE NO. 2025-25 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, AMENDING CHAPTER 10, ARTICLE III, SECTION 10-48 OF THE CODE OF ORDINANCES OF THE CITY OF BELTON RELATED TO CLAIM OF IMPOUNDED VEHICLES OR OTHER PROPERTY; PROVIDING A SAVINGS CLAUSE; PROVIDING AN EFFECTIVE DATE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN OPEN MEETINGS CLAUSE. 11.Hold a public hearing and consider an ordinance amending the Code of Ordinances by adding Chapter 14, Article V, Sections 14-70 through 14-80 establishing a Child Safety Zone within the city limits of Belton. ORDINANCE NO. 2025-26 AN ORDINANCE OF THE CITY OF BELTON, TEXAS, CREATING CHAPTER 14, ARTICLE V, SECTION 14-70 THROUGH SECTION 14-80 OF THE BELTON CODE OF ORDINANCES, PROVIDING FOR RESTRICTIONS RELATED TO REGISTERED SEX OFFENDERS; AND ESTABLISHING A CHILD SAFETY ZONE. 12. Hold a public hearing and consider an ordinance amending Chapter 23, Article Lof the Code of Ordinances, that establishes regulations for annexation when connecting to City utilities. ORDINANCE 2025-27 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 23, ARTICLE I, THAT ESTABLISHES REGULATIONS FOR ANNEXATION WHEN CONNECTING TO CITY UTILITIES; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND PROVIDING AN OPEN MEETINGS CLAUSE 13.Receive a report on the Main Street Traffic Study and the River Fair Traffic Impact Analysis (TIA). RESOLUTION NO. 2025-15-R RESOLUTION DELAYING ACTION ON AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE CITY OF BELTON, TEXAS, COMBINATION TAX AND LIMITED REVENUE CERTIFICATES OF OBLIGATION IN AN AMOUNT NOT TO EXCEED $17,700,000; AND OTHER MATTERS RELATED THERETO.
