Water, Burnet, TX thereof with the following members present, to-wit: Mayor Gary Wideman Council Members Cindia Talamantez, Tommy Gaut, Philip Thurman, Tres Clinton, Joyce Laudenschlager, and Ricky Langley City Manager David Vaughn City Secretary Maria Gonzales Guests: Eric Belaj, Jessi Carpenter, Jill Disler, Adrienne Feild, Mark Ingram, Leslie Kimbler, Patricia Langford, Keith McBurnett, Thad Mercer, Andrew Scott, Jacob Thomas Call to Order: Mayor Gary Wideman called the workshop to order at 5:00 p.m. CONSIDERATION ITEMS: 2.1) Discuss and consider action: Transition to City-operated hay production model and authorization for staff to issue a Request for Proposals (RFP) for contracted hay services at the Wastewater Treatment Plant Hay Field: T. Mercer City Manager David Vaughn opened the workshop by reminding the Council that the City's previous contract with lessee Dustin Orman had been terminated. He noted that an RFP had been issued in an effort to identify a new lessee; however, only one proposal was received. He explained that while hayfield operations are both challenging and costly, they are required under the City's TCEQ discharge permit. As an alternative, Mr. Vaughn presented a new model in which hayfield operations would transition to a City-operated program, with hay production services handled through contracted support. This approach would allow the City to retain ownership and control of the property while also generating revenue from hay sales. He acknowledged that launching the program would require significant upfront capital investment in addition to the contracted services, approximately $125,000 for a pivot system and an additional $80,000 to $100,000 for essential equipment, such as a tractor with a boom. He also noted that the City could experience a loss, particularly in the first year, due to the timing ofimplementation. EXECUTIVE SESSION: None. RECONVENE TO REGULAR SESSION FOR POSSIBLE.
