Water, Burnet, TX thereof with the following members present, to-wit: Mayor Gary Wideman Council Members Cindia Talamantez, Tommy Gaut, Philip Thurman, Tres Clinton, Joyce Laudenschlager, and Ricky Langley City Manager David Vaughn City Secretary Maria Gonzales Guests: Haley Archer, Eric Belaj, Jessi Carpenter, Joshua Day, Jill Disler, Jonathan Forsyth, Veronica Hernandez, Patricia Langford, Brian Lee, Keith McBurnett, Thad Mercer, Tony Nash, Justin Ornelas, Andrew Scott, Jacob Thomas, Diana Ward, Glenn Patterson Call to Order: Mayor Gary Wideman called the meeting to order at 6:00 p.m. INVOCATION: Led by Mayor Wideman PLEDGES (US & TEXAS): Led by Council Member Philip Thurman Special Reports/Recognition 5.1) Audit Presentation: Diana Ward, Shareholder with Jaynes, Reitmeier, Boyd & Therrell, P.C. (JRBT): Diana Ward, CPA, reported that the City of Burnet's financial statements were presented fairly. Mrs. Ward reviewed the financial highlights for the City. Net position increased almost $8.1 million, due to the construction contribution for the Hill Country Children's Advocacy Center, as well as the profitability of the business-type activity for the City of Burnet. The general fund did well compared to budget in revenues and expenditures. Overall, no material weaknesses were identified and in the opinion of JRBT, the City was in compliance with federal laws and regulations. 5.2) Award Recognition of Burnet Emergency Services Personnel: M. Ingram and B. Lee: Fire Chief, Mark Ingram, recognized Chris Moore for receiving the Paramedic oft the Year Award by the Hill Country 100 Club. Chief Ingram stated that Paramedic Moore is a field training officer and an incredible asset to the Fire and EMS department. Chief Ingram also recognized Paramedic Nolan Korte. Korte received the Lifesaving Award ofthe Year for his quick thinking and lifesaving actions that saved a critical patient' S life. Police Chief, Brian Lee, celebrated City of Burnet Investigator, Joshua Day, for receiving the Wallace Riddell Police Officer ofthe Year. Officer Day was recognized for his investigative skills, specifically with the Cellebrite program. Officer Day has been able to assist several agencies around the area, in addition to Burnet. Chief Lee also celebrated Officer Justin Ornelas for receiving the Hill Country 100 Club Officer ofthe Year award. ChiefLee praised Officer Ornelas for completing the police academy two years ago and his contribution to the City of Burnet Police Department. 5.3) Delaware Springs Quarterly Report: T.Nash: Tony Nash, GolfCourse Superintendent, reported on various projects taking place at the golf course. Mr. Nash stated that the concrete and work on the driving range mats have been completed, as well as the limestone rock. The fence around the pro-shop is done and is now ADA compliant. Mr. Nash also noted that there is further work that will be done on the landscaping around the building which will begin soon. 5.4) Fire and EMS Quarterly Report: M. Ingram: Chief Ingram provided Council with details on response calls by shift and station. In total, there were 4,838 calls for service. Chief] Ingram reported a breakdown of calls by type, the total mileage driven by the department, and a detail ofi inspections done by the Fire Marshal. 5.5) Engineering/Public Works Quarterly Report: E. Belaj: Eric Belaj, City Engineer, reported on various projects underway in the Public Works departments. The Street Department has completed 2.3 miles of street paving and currently, 10 miles of fog sealing is underway. In the summer and fall, street paving will begin on N. Wood Street, Northington, and N. Boundary. Pavement prep is also underway. The Water/Wastewater Department is currently relocating a sewer line on Live Oak, fire hydrants are also being replaced, and the pump and motor at Cheatham Well have been replaced. Mr. Belaj also reported that the Electric Department has installed over 400' of underground electric and 850' of overhead. The Parks Department installed ai new bathroom at Wallace Riddell Park and is providing continued maintenance on the ball fields. A shoutout was given to Matt Feild, Assistant Park Superintendent, who will be throwing out the first pitch for Little League. 5.6) Presentation of the TDA Form A1024 CDBG Section 3 Program Goals Presentation for the TxCDBG Project CDV23-0311 (Wofford Street Waterline Improvements): A. Field: Airport Manager, Adrienne Feild, provided a required Section 3 Presentation for Grant No. Burnet CDV23- 0311. Mrs. Feild noted that this grant is for the Wofford Street Waterline Improvements project. The grant is funded by the U.S. Department of Housing and Urban Development and the Texas Department of Agriculture. The award amount is $500,000 and the project will enable the City to maintain the water supply by upsizing the transmission water line. Mrs. Feild stated that the City of Burnet must comply with Section 3 ofthe Housing and Urban Development Act of 1968.
