Call meeting to Order: Mayor Seymore called the meeting to order at 5:35p.m. 2. Prayer and Pledges: Mayor Seymore gave the invocation and led the pledges. 3. TOWN HALL MEETING ON AGREEMENTS WITH RUNNELS COUNTY AND CITY OF BALLINGER RELATING TO DISPATCHING SERVICES AND FIRE SUPPRESSION IN RUNNELS COUNTY a. REMARKS FROM CITY STAFF b. QUESTION AND ANSWER SESSION WITH PUBLIC i. The only topics for this town hall meeting are the dispatch agreement and fire suppression agreement with Runnels County. ii. Ifthere are other topics you would like for a town hall meeting to address, there will be note cards for you to write those topics on and they will be reviewed at a later date. iii. There will be a sign-in sheet for those wishing to speak and the council will hear from people in that order. iv. Depending on how many people sign-up to speak there will be a 3-5 minute time limit. Ifyou sign up to speak and then others have addressed your comments, questions or concerns, you can simply state that when your name is called. 4. Executive Session: Following the conclusion ofthe town hall meeting, Council Convened into Executive Session at 7:00 p.m. pursuant to Texas Government Code. a. City of Ballinger Fire Department and Runnels County Interlocal agreement FY2025 b. Section 551.072 Deliberations about Real Property. 1. Lake property 195 acres C. Section 551.074 Personnel Matters. 5. Reconvene and take Action if needed from Executive Session: The City Council reconvened in open session at 7:57 p.m. Mayor Seymore stated that no actions were taken in executive session. 1. Runnels County Dispatch and City ofBallinger Interlocal agreement FY2025- Councilmember Lange made a motion to approve the Interlocal Agreement for dispatch services, with adjustments made regarding communication issues and the payment arrangements. Councilman Gray approved the motion. The motion carried unanimously. 2. City of Ballinger Fire Department and Runnels County Interlocal agreement Y2025-Councimember Gray made a motion to finish the dispatch agreement and continue with the Fire Agreement at a later date. Councilmember Kelly seconded the motion. The motion carried unanimously. 3. Lake property 195 acres-Councimember Lange made a motion to sale 195 acres at Ballinger Lake, pending legal review and confirmation of land sale procedures. Councilman Morrish seconded the motion. The motion carried unanimously. 6. Adjourn: Councilmember Gray made a motion to adjourn. Councilmember Lange seconded the motion. The motion carried unanimously.
