Regular Meeting Minutes The meeting of the Pocomoke City Mayor and Council was held in Council Chambers on Monday, April 7, 2025. The meeting was called to order at 6:30 pm. Present: Mayor: Todd Nock Council Members: R. Scott Holland, S. Tull, Diane Downing, Brooke Cottman, C.L. Marshall (6:42pm) City Manager: John Barkley Attorney: Andrew llluminati City Clerk: Melinda Stafford Pledge of Allegiance, Prayer by Councilmember Downing and Call to Order Report on Closed Session & Approval of Minutes from Meetings of March 17, 2025 Mayor Nock reads the Report on Closed Session. Motion to approve the minutes of March 17th by Councilman Holland and seconded by Councilwoman Cottman. Motion passes. Holland = aye, Downing = aye, Cottman - aye Review and Approval of Current List of Bills for Payment The bill list was presented for payment. Motion to approve the bills as presented by Councilwoman Downing, seconded by Councilwoman Cottman. Motion passes. Holland = aye, Downing = aye, Cottman - aye District 3 Swearing In Ms. Tull and her mother approaches the bench. Counciwoman-elect is sworn is with her mother holding the Bible. Councilwoman Tull and Mayor Nock sign the Oath of Office for Pocomoke City. Resolution 2025-R-9 Acceptance of Land Donation = Second Reading and Public Hearing Mayor Nock reads Resolution 2025-R-9. The floor is open for public comment. Councilman Marshall arrives at 6:42pm. Hearing no comments from the public, comments are open for the Council. Hearing none, Councilwoman Downing makes the motion to accept the land donation from the Stevenson Family. Seconded by Councilwoman Cottman. Motion passes. Holland = aye, Marshall = aye, Tull = aye, Downing = aye, Cottman = aye Ordinance 2025-0-4 CIPP Water Main Lining Phase 2 Finance Matthews requests from Council that this be an emergency ordinance due to the timing of the request from the Maryland Department of Environment. Councilman Marshall makes the motion for Ordinance 2025-0-4 to become Emergency Ordinance 2025-0-4. Seconded by Councilman Holland. Motion passes. Holland = aye, Marshall = aye, Tull = aye, Downing = aye, Cottman = aye Mayor Nock reads Emergency Ordinance 2025-0-4. Floor is open for public comment. None heard. Comment is opened for Council. Councilman Holland states he looks forward to getting it completed. Councilwoman Cottman makes a motion to accept, Councilman Marshall seconds. Motion passes. Holland = aye, Marshall = aye, Tull = aye, Downing = aye, Cottman = aye Mayor Nock requests a 2-minute recess. Councilman Holland makes a motion for recess, seconded by Councilwoman Cottman. A/E amendment #3 Approval City Manager John Barkley began talking about the services of GMB on the CIPP Line Phase 2 project and introduced Wes Marsh from GMB. The first item he is asking for from Council is to award the low bidder on the project, Mainlining America. Phase 1 of this project was completed by them. He stated he believes they are prepared to do the job effectively. Question from Councilman Marshall on how many days was phase 1. Wes responds 150 days. John H. from GMB stated Phase 1 was scheduled for 100 days for Phase 1 and it was 150. Councilman Marshall asks about the tentative start date. The reply is May or June similar to phase 1. Mayor Nock asks if it can be May. The response is that it is ultimately up to Maryland Department of Environment to approve the bid package. Mayor Nock points out the amount of cost for services. $165,240.00. He does not think that the amount of time, energy, and everything it would take to have Public Works to do this project, that amount would not hurt the City. Motion to award Mainlining America the contract for Phase 2 seconded by Councilwoman Cottman. Motion passes. Holland = aye, Marshall = aye, Tull = aye, Downing = aye, Cottman = aye Second item they are requesting is the difference between the estimated geotechnical fee ($7500) and the actual cost ($11,340) be added as part of Addendum #3. The same geographical company was used and an added number of borings to ensure they are getting the best knowledge out there. Motion to approve made by Councilwoman Cottman, seconded by Councilman Marshall. Holland = aye, Marshall = aye, Tull - aye, Downing = aye, Cottman - - aye Special One Day Permits Mr. Adam Howard speaks on behalf of the Pocomoke City Volunteer Fire Company. He ask for approval for 9 special event permits for liquor licensing, Mayor Nock reads the events aloud and Mr. Howard confirms the events. Mayor Nock if there are any questions for Mr. Howard. Councilman Marshall thanks him for bringing it this way. Motion to approve each and total by Councilman Marshall, seconded by Councilman Holland. Councilwoman Tull -Wanted to show appreciation for being appointed, it was special. Her grandfather Elmer Ernest Tull, a Pocomoke native, was pushed out of this town before she was born. She wishes he could see her being appointed, and help the town is truly special. 2. Councilman Holland - CD Hall is asking to step down from the Board of Appeals. If anyone from District 1 is interested in that seat, it'd be appreciated. Looking forward to the CIPP lining project and can't wait until its done. Hopes everyone had fun at the Spring Festival. Councilman Marshall = Best wishes to Mr. Barkley, Congrats to Karah Lacey and Susan Redden for successful Springfest event. Councilwoman Cottman = Thanks to Mr. Barkley for his service to the City. Congratulations to Councilwoman Tull, excited to work with you. b. Comments from the Mayor Thank Mr. Barkley for his service to Pocomoke. Thank you for his work and dedication and hopes that the new City manager can contact him and help him become acclimated. Pocomoke has done this too many times. A City manager typically stays in a town 3-5 years. There are some serious conversations that need to happen. This is a long process and he fells that Pocomoke has the right group to tackle this. There has been conversation about doing a national search. Ms. Matthews will become Interim City Manager on April 17th. We think Brandy will definitely push the City forward as interim. Like to take the opportunity to welcome Councilwoman Tull. One piece of advice that he gives everyone is to learn as much as you can, read as much as you can, talk as much as you can and don't let anyone rush you to know what you need to know. Whatever you do, don't quit. You keep growing, keep showing, and you keep running. Spring fest was amazing. Discovery Center and the Sturgis was open. Hats off to Susan Redden. Looks forward to more events, even a boxcar derby. C. Comments from the City Manager Thanks to the members of the Council for the gesture of appreciation to each of them individually. Congratulation to Counciwoman Tull. Wishes the best for her. States the Council may disagree every SO often, but they leave respectful and friendly and that does not happen everywhere. Says they are a good group of leaders and Pocomoke City should be happy to have them. d.
