PUBLIC HEARINGS Melissa Fox apprised the task force about the CDBG (Community Development Building Grant) program and program categories. The city is eligible for a grant. City Manager Deanna Naugler apprised the task force on the need for funds to build up the infrastructure. The master lift station needs to be updated. Mayor Vigoa asked the City Manager if the city had $25,000 available for the grant. City Manager Deanna Naugler said it would be taken from the impact fee accounts and the reserve account if necessary. City Manager Deanna Naugler apprised the board about the current CDBG and what it is paying for and what the second CDBG grant would be used for. Mayor Pro-Tem Dorsey made a motion to move forward with the staff recommendation, seconded by Mayor Vigoa. Ofthe 778 residents, 159 or 20.5% are below the poverty level. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF WEBSTER, FLORIDA, THAT: the City shall implement the following objectives: LONG TERM OBJECTIVES: 1. To improve the physical environment of the community to make it more functional, safe, and efficient and to preserve the integrity of the neighborhood. 2. To promote the public interest. 3. To inject long range considerations into the determination of short range decisions. 4. To bring professional and technical knowledge to bear on issues concerning social, economical, or physical development. 5. To facilitate effective cooperation and coordination between all concerned with community development. 6. To identify all available resources for major opportunities and to improve the way of life for all in the community. SHORT TERM OBJECTIVES: 1. To apply for FFY 2023-2024 Community Development Block Grant funds in the Neighborhood Revitalization category to make improvements to the master lift station in the City of Webster. 2. To explore other possible resources for the purpose of improving the way of life for all citizens, especially those who live in deteriorated housing and neighborhoods. WHEREAS, the City of Webster (the "City") desires to show evidence of its commitment to provide a specific amount of leverage funding to be used in carrying out the Small Cities Neighborhood Revitalization Community Development Block Grant Application. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEBSTER, FLORIDA: 1. That the City hereby commits to providing a minimum of twenty-five thousand dollars ($25,000.00) as leverage for a Community Development Block Grant application in the Neighborhood Revitalization category being submitted for the FFY 2023-2024 Application cycle; and 2. That $25,000.00 ofleverage funding shall come from the City's General Revenue Fund for the engineering line-item activity in the application. 3. That the City understands these funds will be expended, following approval of the Community Development Block Grant, after the Florida Commerce site visit for the project, but prior to the City submitting the administrative closeout for the project to Florida Commerce. 4.
