TOWN COMMISSION REGULAR MEETING MINUTES TUESDAY, APRIL 8, 2025 7:00 P.M. OAKLAND MEETING HALL CALL TO ORDER: This meeting was held in-person and livestreamed as a Zoom webinar. Mayor Taylor called the regular meeting to order at 7:00 p.m. This was followed by the Pledge of Allegiance and Invocation by Kevin Cox. ROLL CALL COMMISSIONERS PRESENT: Commissioner Keller Commission McMullen Commissioner Ramos Vice Mayor Satterfield Mayor Taylor COMMISSIONERS ABSENT: None CONSENT AGENDA: a. Minutes = 3-25-2025 Town Commission Regular Meeting b. Temporary Easement = North Jefferson Street Mayor Taylor announced the items on the Consent Agenda. MOTION was made by Vice Mayor Satterfield, seconded by Commissioner Keller to approve the Consent Agenda. AYE: Keller, McMullen, Ramos, Satterfield, Taylor NAY: None OTHER POLICY MATTERS Water System Capacity Evaluation Report Town Manager Hui said that Public Works Director Parker is out of town, but he wanted to provide this information as soon as possible. She said that assessment has been underway for nearly a year, and this is the first of two independent reviews of our water system that will impact future development decisions. Town Manager Hui said that Steve Romano and Tucker Hunter from Kimley-Horn are there tonight to present the findings and to answer questions. Tucker Hunter from Kimley-Horn provided a presentation, please see Town Commission Regular Meeting Minutes April 8, 2025 - Page 1 presentation for additional information. Tucker and Steve Romano were available to answer questions. Town Commission discussion was as follows: Commissioner Ramos said what are the lead times, what does it look like pricewise, where would the location be for the new water tank, and how long would it take? He said right now we are this amount of residents, but we believe we will have between 9,000 = 10,000 residents SO those are some of the things that we want to stay ahead of. Commissioner Ramos said he doesn't see any of that. Steve said there is more detail in the full report itself as to where that is going to go and there is land available near the existing tank and where the existing well site is for the additional ground storage tank. He said that the multi- service pump would be in the existing plant yard itself. Steve said that timing and construction of a project like that is going to be twelve to eighteen months and design would be probably in the nine to twelve month range from authorization SO if we start planning for it soon, we could have it built in a couple of years. Commissioner Ramos asked if that would be everything on the list or just one of the tanks. Steve said that is the main project which drives the capacity of the system. Commissioner Ramos said we are looking at about two and a half years from start to finish. Steve said yes, and the other projects can be done in parallel with that. He said that there is no necessary order for the different distribution system improvements, those are somewhat tied to some of the development improvements that will come online to make sure that you have sufficient fire flows and available capacity associated with it, but they are substantially smaller. Commissioner McMullen said he would like Steve to answer the price question. Steve said that is a harder thing to do. He said as part of the evaluation, they hadn't provided prices, but he can say in broad terms for a half-million-gallon tank, it is going to be about $1.30 or $1.50 a gallon and with other contingencies, it will be somewhere between $1.2 and $1.5 million and that is conservative. Commissioner McMullen said that based on our landscape and Steve seeing where we are, would this be it? He asked if this would meet our future growth? Commissioner McMullen said we felt we were there 18 years ago because when he first came here that was one of the biggest things we had which was a water storage capacity issue. He said that he was at a meeting and made a mistake saying it was a water supply issue, but it was really a water storage issue. Steve said that he does believe that it would be all we would need for a very long time unless the composition of the town itself changed with increased Town Commission Regular Meeting Minutes April 8, 2025 - Page 2 densities and things like that. He said by doubling the capacity of that, we are going to have more storage that we need because it also provides us with some redundancy to do maintenance on the tanks. Steve said that pumping is actually easier to add even looking at 2.8 on a maximum day. He said he thinks this is getting up to 3.8 and we have some flex in that number to grow. Vice Mayor Satterfield said all his questions were answered. He said that some of the answers were pretty vague, but they lead us in a general direction, and we are early enough that is about the best they can do. o Steve said that they try to keep this as high level as they could. Commissioner Keller said that her only thing was in the recommendation from Public Works Director Parker where he said direct staff to plan for the certain improvements accordingly, SO we make the motion. Her concern was that this a little bit vague and maybe clarifying when they do come to whatever motion they make if they are directing staff to plan and then come back to commission based on costs. Commissioner Keller said if things are in the budget, staff can move forward but if funds need to be determined, that is different. Mayor Taylor said this is just accepting that and we are not doing anything other than that. Town Attorney Velo said that the particulars about funding and all of that would have to be brought back before the commission to vote on SO this is just planning and looking at it from a conceptual level as to how the town would move forward. Mayor Taylor said one of the things that was not mentioned in the presentation but was in the report was the alternative water supply. He said on one of the pages, the comment was made that if the alternative water supply system is online fully, there is a potential of 3,200 connections that could be brought back and asked if he was reading that correct. Steve said that is correct, the problem that they saw in the evaluation wasn't with the system itself for the alternative water supply, it is the timing of all the things. He said if we waited for that and held development until all that was done, we might actually have the capacity we need through the alternative water supply, but we have development pressures now. Mayor Taylor said he understands but wanted to make sure he read that correctly where if it takes three or four years to put in place, there is potential of getting 3,200 connections. Steve said that is correct, that is the way to read it because you are transferring some of the irrigation capacity off of it into the alternative water supply, and SO you get that back for multiple uses outside of irrigation. Mayor Taylor asked if 3,200 is on top of the current 1,700 connections or does that include the 1,700 that is there. Steve said he would have to double check, but he thinks it just bumps that number from 1,700 up to 3,200. Town Commission Regular Meeting Minutes April 8, 2025 - Page 3 Mayor Taylor said with the storage tanks in place, we have the elevated tank, and we have the existing two tanks. He asked if those are in place more for pressure to the system going through the lines to people's houses or is that just to pump water out of the ground and hold it in place and treat it. Steve said it is kind of both. He said the elevated tower is more for pressure maintenance because it is just used up there and that is why you pump it to an elevated situation because it is providing pressure from that elevated level. Steve said that the ground tanks don't provide any pressure to the system, it is a water availability that is used to equalize the peak times of the day versus the average times, SO you are able to keep that water in reserve, SO your wells don't have to direct pump straight to distribution. He said you can store it and then pump it out at higher rate of fire flow. Mayor Taylor asked if you weren't to do a storage tank, is there the option to do pumps, change pumps out to VFDs SO you have direct pressure, and those pumps ramp up RPMS to provide that pressure on peak demands instead of going through a storage tank. Steve said it doesn't really get to the same thing. He said the VFDs give you some operational benefits and you might be able to gain some energy efficiency, but it doesn't necessarily meet your storage requirement. Steve said there are certain metrics through DEP to permit the ground storage tank and what capacity you get at. He said right in the rule itself it is written that the standard calculation is for every gallon you put in ground storage, you get four gallons max. Steve said you can try to make an exception to that rule but then you have to do the modeling background work to prove that you might be able to get more out through historical usage modeling and if what you wanted to do was to make that case, you could go through the master planning effort. Mayor Taylor said he guesses the same would hold true for variable speed drive pumps as well where it would ramp up at 5 p.m. when everybody's getting home and they are cooking or whatever, it is going to be more than at 2 p.m. in the afternoon. Steve said VFD is generally variable speed, variable frequency and they help you modulate the flows through different ranges more efficiently and effectively SO you will have a low-flow pump for when there is very little going on in town and then you will have a higher-flow pump and that is what you want and alternatively you could have a pump that could run at half speed and run lower and then ramp up to a higher speed. He said you are not really getting more out of it; you are maybe having fewer pumps that serve multiple functions rather than having the smallest base pump size and the VFDs can also help you in other ways. Steve said for example if you have three 1,000 GPM pumps you should have 3,000 GPM capacity, however, iti is not technically how pumps work because when you turn all three of them on, you might only get 2,700 and not 3,000, just by coupling them together it is not additive. He said when you have VFDs, you can more closely estimate how that is going to Town Commission Regular Meeting Minutes April 8, 2025 - Page 4 work, and you can operate them more efficiently and that is why you will gain energy efficiency, operational efficiencies, and things like that. Mayor Taylor said that in the report we talked about our ground storage tank, and it was noted that there was some possible leakage on the tank itself. Steve said that they noticed a fissile crack that doesn't necessarily mean that we have a lot of leakage coming out of it. He said sometimes you see a little bit of seepage, SO they generally recommend, as Tucker mentioned in the presentation, that the manufacturer, the CROM Corporation, come out and do an inspection every five years. Steve said they will come out whenever you need them to do it, but every five years it is pretty much an industry standard to come out and take a look at it. He said concrete, as you know, you see in sidewalks and everywhere else you see concrete cracks, but it doesn't necessarily mean it leaks. Steve said on a tank such as this, the way they construct it is there is actually an internal steel shell that they then pre-stress with wiring and then they put the concrete around that. He said that surficial cracking depending on where it is located and what it looks like could sometimes mean that there might be a problem especially like at the base joint at the bottom of it or in some other places like around pipe penetration but often times it just means there might have been a void in the concrete somewhere that then presented as a crack that can be filled and easily repaired SO it is more of a maintenance issue to make sure you get the most life out of it. Tucker said the Public Works Director Parker said that Crom came out recently to look at that crack. MOTION was made by Vice Mayor Satterfield, seconded by Commissioner Ramos to accept the Water System Capacity Evaluation Report prepared by Kimley-Horn. Approval of Software License Service Agreement between the Town of Oakland and South Central Planning and Development Commission Town Manager Hui said that in December, the Town Commission was presented with a Software License and Service Agreement between the Town of Oakland and South Central Planning and Development Commission. She said that the motion at the December 2024 meeting was to table the agreement and authorize the Town Manager to negotiate terms. Town Manager Hui said she has been working with SCPDC on the concerns brought forward at the December meeting and the concerns and responses are in the agenda packet. Town Town Commission Regular Meeting Minutes April 8, 2025 - Page 5 Manager Hui said that she was able to modify the language on page 17, 3.1 (ii and ili) to reflect that SCPDC shall provide a patch or work-around the next day and SCPDC's attorneys have approved this change. Staff are recommending the Town Commission approve of this agreement. MOTION was made by Commissioner Keller, seconded by Commissioner Ramos to approve the Software License and Service Agreement with South Central Planning and Development Commission. AYE: Keller, McMullen, Ramos, Satterfield, Taylor NAY: None MOTION PASSED with 5 Ayes, 0 Nays. PUBLIC FORUM: Public comments were as follows: Kevin Cox, 301 N. Walker Street = Kevin said that he and Jill have to unfortunately go on Old Highway 50 every now and then and passed out pictures of the roundabout at Old Highway 50 and 455 which is the road you use to get to the Publix. He said at first you don't notice much but if you look closely, they probably put thousands of dollars into it, they have lights uplighting and everything on these islands. Kevin said there are two roundabouts, one north, one south and the picture he provided is of the northern roundabout and it is all overgrown and the weeds are taller than the landscaping is. He said the weeds and grass have all grown into everything and when you look closely and you really look at it, it looks like a mess. Kevin said that Jill was pointing out that on our 24-25 budget, we are budgeted to spend $30,000 on landscaping for our roundabout not including the brick planter and acorn decoration at $75,000. He said he thinks for the last month or two we are all very interested in seeing our roads improved and maybe we need to delay this to when Public Works Director Parker is here but the last thing, he wants to see is an eyesore. Kevin said he took some photographs and didn't present them tonight because he didn't want to take the time but at our roundabout, at eye level, it is really a chore when you are heading west to the roundabout, you have got to look at several locations to point the bikers out. He said that it is interesting because when you are inside the circle, you are supposed to have the right-of-way but with bikes, that is not the case. Kevin said bikes do not stop, they go through those intersections and what happens is when you are in the circle you have to stop if you are going to exit because of the bicycle going through which clogs up the circle and is kind of a mess. He said he is concerned if you look at the height of the landscaping that we are not going to be able to see the bikes on the other side. Kevin asked how we are going to maintain this and is it going to look like an eyesore. Town Commission Regular Meeting Minutes April 8, 2025 - Page 6 Mayor Taylor said that our roundabout has been in the works for a while ever since Oakland Trails and if you recall that roundabout was in place because of an agreement between Oakland Trails and the amount of traffic coming out, the Town of Oakland, Orange County, FDOT, and MetroPlan as well. He said the thought behind that was it didn't work for a traffic light, it doesn't work with stop signs, it just doesn't work SO the roundabout is a necessary thing. Mayor Taylor said that he thinks there is a learning curve to the roundabouts that everybody goes through, and you are starting to see more and more roundabouts throughout the area. He said one of the reasons for that is when FDOT evaluates an intersection, they will have criteria of how they score those and one of the items they look at is, is it conducive for a roundabout. Mayor Taylor said that even though roundabouts cost a lot to put in the beginning, in the long run and over the run of that intersection, it is cheaper than putting in a stoplight because of the maintenance and the headaches that could happen for that. He said fortunately, for the town, it is our roundabout, and we own it where the own Kevin took a picture of, he is not sure if it is Lake County or if it is FDOT or who is supposed to maintain it. Mayor Taylor said that Public Works Director Parker said it is the town's responsibility to maintain it similar to what they do now where they go out and they mow it along with the property that is to the southwest corner of that roundabout. He said as for the acorn and the masonry wall that will go around it, he is not speaking for anybody else, having that as a placemaking entrance into the town coming from the west, which he thinks is important for us. Mayor Taylor said that he likes the idea of having something similar to a placemaking monument sign, something from Winter Garden coming in where you are going to be able to see it, something very simple. He said as far as landscaping is concerned, he doesn't believe there is any landscaping plan that has been completed yet. Town Manager Hui said that is correct. She said that Public Works Director Parker is on vacation, but he is very diligent about responding SO he told her this morning that there is nothing planned for that. Town Manager Hui said we can definitely do Florida-friendly, drougnt-resistant type plants in there to reduce the irrigation demand for that. Commissioner Ramos said that we have been looking forward to that and it won't be an eyesore, he promises that all of the commission can vouch for that. He said it is going to be really nice and taken care of. Commissioner Ramos said FDOT will not take it, it is our responsibility. He said he is concerned about the pedestrians, and he is concerned about the bikers and walkers. Commissioner Ramos said that Kevin made a great point, and he is sure that once we get the acorn on there, people should be able to get that visual slowdown because of the acorn, right now it is just a plain, flat grassland, and people just drive fast because there is nothing to see. He said he thinks that the acorn is going to slow some of the traffic down, but it is a big concern what Kevin mentioned, and we should address it because there Town Commission Regular Meeting Minutes April 8, 2025 - Page 7 are a lot of bikers and walkers who just take the lead and the people driving around don't know if they should stop for them or continue. Mayor Taylor said that this particular roundabout is unique in a way where there is a trail that goes around the side of it and when you look at the roundabout going to Montverde, it doesn't have anything like that. He said that as a driver, you have to be mindful of what is there and as he has seen walking on the trail, even though there are stop signs on the trail to cross the road, they do not stop. Mayor Taylor said that bikers, walkers, runners, they just go right through, and he has personally witnessed a guy get hit because he ran right through while the car was taking off SO those are issues that happen. He said that there is one thing to keep in mind and that the trail is not the Town of Oakland, it is Orange County that maintains and owns that trail. Mayor Taylor said that we are just fortunate enough to have it run through the middle of our town. He said he thinks what we do is maybe when Public Works Director Parker gets back, we can dive into it more and maybe get a schedule together on what it looks like to get that all rolling because he knows that it has been a while. Commissioner Ramos said it would be nice to share the renderings once again with options of landscaping. He said we could be doing those shrubs; it doesn't have to be necessarily high ones plus if you put any high landscaping, it is going to take away from the acorn. Town Manager Hui said that staff can come back with something. Mayor Taylor said that he likes the Hamlin one where they have the perennial peanut that pops up and the yellow flowers all over the place. Vice Mayor Satterfield said that it would probably behoove them if they haven't done it already to sit out there and watch the traffic themselves to get a good gauge of it all. Commissioner Keller said that she drives through that roundabout every day on her way to work and she thinks the traffic going through the town backs up. She has gone to work in the morning where the traffic is stopped in the roundabout SO unfortunately that intersection hasn't really gotten better because of the roundabout. Commissioner Keller said she thinks it is a combination of people needing to drive a little slower in the roundabout and the fact that the bicyclist's kind of believe that they have the complete right of way and people not paying attention. She said that she stopped for a bike one day and a guy behind her honked and then he saw the person was on one of those laying down bikes and then was apologetic. Commissioner Keller said there is definitely some cause for concern around there and we just need to be mindful. Commissioner Ramos said he wants to reiterate what the mayor said about the landmark coming in west from Winter Garden on Oakland Avenue and on Colonial would be something nice and if we can piggyback while we already have a contractor putting brick and mortar on the roundabout to go ahead Town Commission Regular Meeting Minutes April 8, 2025 - Page 8 and put a column with an acorn that says welcome to Oakland coming in from Winter Garden because we don't have that identity. He said we have The Grove now, but we don't have our Oakland column. Scott Hren, 305 Edgegrove - Scott said he will touch on the roundabout thing as a trail user and a driver. He said when he saw the design before it went in, he did not like it because of how close the trail was placed to the entrances and exits of the roundabout. Scott said it seems like trails throughout the state have been moving the trail user interactions much closer to intersecting roadways whereas the older trails would go back three, four, and five car lengths away from the actual intersection which he feels is safer. He said he doesn't know why it has gotten moved up, but he wants to remind everybody that Florida has a state law that you are supposed to yield for pedestrians in crosswalks SO when people are approaching, there are bicyclists that do stop and if somebody's stopping, he stops. Scott asked Chief Esan if that is our Florida law and said that nobody knows about it because it is not really publicized. Chief Esan said he would have to disagree with that. He said if they looked at their Facebook page, they have done SO much education on how to safely and properly and legally negotiate a roundabout. Chief Esan said that yes, we are supposed to yield for pedestrians in crosswalks, but the vehicles as they enter the roundabout are not doing it lawfully and it has resulted in crashes and things like that. He said that they get out there and try to educate when they can, he said he has a plan, and they will probably do something here in the near future. Chief Esan said the drivers themselves if the car in front of them enters the roundabout, they feel like it is okay to enter the roundabout as well and that is not the truth, you have to yield to the other vehicle there first. He said that is not what is happening and if you stand there watching, you can watch cars following each other, which is what is causing the crashes. Chief Esan said he is a cyclist; you have to pay attention, and you can't just say you are not going to stop because they are supposed to yield. He said you have to pay attention and requires you to stop. Chief Esan said those stop signs are not enforceable by the town, but the police department will do what they can do to provide additional education to drivers and pedestrians and cyclists. Scott said it is tricky because there is not enough room for a car to yield at that intersection without backing up the traffic circle like somebody mentioned. Scott said his other comment is about their upcoming road project, their in- process road project. He said he has talked to the guys doing the road to ask if there are any plans for aprons between their driveways and the current road and it sounds like they are getting a strip of pavement which is going to leave a speed bump for everybody to get out of their driveways. Scott said they are not doing aprons, SO he wants to know if the town is going to bring in material that matches their roads, SO they have some congruency. Mayor Taylor said that he can't answer that, but Public Works Director Parker could answer that. He said he doesn't know how they did it on Hull Avenue, if Town Commission Regular Meeting Minutes April 8, 2025 - Page 9 they did aprons or did they just taper it down where you could get off of the road. Commissioner Ramos said that they made a taper into the driveway apron which is working really good according SO some of the residents he has talked to on Hull Avenue. Scott said he has driven around and looked at all the roads and it varies. He said some go to the concrete if it is close and if the driveway is gravel, it just comes within a foot and stops. Mayor Taylor said when they paved Henschen, they did do aprons off of the road because the road is only 12-14 feet wide, it is single lane. Mayor Taylor said just to piggyback off of that discussion of the roads, he knows that they are working on that and getting that together and that they were scraping the roads. He said don't drive on the trail, while he was in town hall today, we saw three cars turning and going down the trail. Mayor Taylor said that the town is going to do a traffic study along with the road study and with that traffic study, that will determine speed limits and speed limit signs SO the consultant will rate each road for SO many miles per hour. Mayor Taylor asked Chief Esan to correct him if he is wrong that you can't enforce a road unless it is rated for that particular speed. Chief Esan said yes, if the traffic study rates a road at 25 and we change the speed limit to 20, we cannot enforce the 20, we have to enforce it at whatever the study has revealed this speed to be. Mayor Taylor said that person would have to go 30 miles before we can issue a citation. Chief Esan said that we can pull them over for one mile an hour over the speed limit but you can't issue a citation before five miles over SO that is why it does not behoove us to lower speed limits when the rating is as such. He said that if a rating says 35, it doesn't help us as a town to change it to 20 because it is not enforceable. Mayor Taylor said with that study, then it will say Starr Street is 20 miles an hour, anybody going 26 miles an hour, you get a speeding ticket if they catch you. He said that inside the speed study, they will rate the speeds, and it will also rate what intersections will need a stop sign and things like that. Mayor Taylor said those are the things on the horizon once we get the roads the way we want them a little bit. TOWN MANAGER/DEPARTMENT HEAD REPORTS: Town Manager Report Town Manager Hui said that the Charter Review Committee met on Monday, March 31st and Monday, April 7th. Town Manager Hui said that all agendas, meeting videos, and approved minutes are on the website for review. She said that the committee has worked through the first three articles of the charter and will start working on the next three. Town Manager Hui said that there are seven articles in total and in addition to working on these, there are some Town Commission Regular Meeting Minutes April 8, 2025 - Page 10 larger outstanding topics to still work on. She said the Orange County Supervisor of Elections Office will be coming to the next meeting to talk through some issues. Town Manager Hui said that we have extended an offer to a Town Clerk candidate, she accepted, SO we are working on all the screening. She said we will be bringing the candidate information forward for Town Commission approval at the April 22nd Town Commission meeting and hopefully the candidate can start in May. Department Head Reports HR Director Oliver said besides the offer to the Town Clerk candidate, we have just opened up the posting for a Utility Billing Supervisor again and then we have a utility tech posted, that is all we have right now. Community Outreach Manager Dattolo said there are a whole bunch of things happening. She said this Saturday, is our Celebration Among the Oaks event and we are doing last minutes details for that. Community Outreach Manager Dattolo said that the event runs from 10-1 and the helicopter egg drop will be at 12:30 SO we are expecting a big crowd for that. She said that this Thursday is the Farmer's Market and on the first Farmer's Market day, we also have story time on the porch SO if you have grandkids or little toddler, Orange County Library comes out, and they do a story and songs and sometimes it is a craft. Community Outreach Manager Dattolo said that it is at 10 o'clock, and last month we had 68 in total between adults and toddlers. She said that the Fit for Moms Club comes to the Farmer's Market, and they push their strollers and exercise, and they always make sure they bring a good crowd to the Storytime on the Porch. Community Outreach Manager Dattolo said we look forward to this every month; it is really cool to see all these little toddlers singing and strumming the guitar. She said coming up on May 17th is our second car stroll and we are working on the details for that SO if we have or know anybody that has cars to submit, feel free to refer them as we are still accepting any kind of car. Mayor Taylor said that for the Oakland Nature Preserve, there is a flyer for firefly hikes that are going in the evening and there are some dates left. He said that he had the opportunity to go last week, and it was pretty cool to see them. Mayor Taylor said that he hasn't seen them since he was a kid around here, but it is pretty cool to go, they will let you go down the boardwalk to the lake SO check that out because that is something our town has that is unique. Public Works Director Parker submitted the following written public works report: 1) Construction on the Briley Farms Phase 1 infrastructure is moving full steam ahead! We are also working with the developer in getting connection points in-place for future improvements to the water, sewer and reclaim facilities. When the time comes this will allow the extensions to be made without as much difficulty. Town Commission Regular Meeting Minutes April 8, 2025 - Page 11 2) Several existing commercial businesses that recently abandoned their failing septic systems and connected to the central sewer system were 16123 W. Colonial and 301 S. Tubb Street. As new commercial businesses are constructed, they have no choice but to connect. However, there are specific guidelines in the official Town Code, Section 66, for existing businesses to connect. 3) Pursuant to Condition #27 of our Consumptive Use Permit, Public Works staff recently completed preparing our annual Wetland Monitoring Report. This report is a compilation of data which is intended to indicate any negative effects of our drinking water withdrawals from the Upper Floridan Aquifer. The best indicator of this is a small unnamed wetland south of S.R. 50 where the town maintains a shallow monitoring well. From data gathered all year long from this wetland, and rainfall data collected at our utility sites, combined with the pumping data from the water production wells, we can make this determination. This effort has been in place since 2006 and SO far, the results have shown that there are no negative effects on the aquifer. The report was in the agenda packet. 4) In conjunction with our consultant, The Bentley Group, Public Works staff are finalizing the construction plans for the intersection ofWinter's Landing Drive, Canyon Creek Trail and Macchi Avenue. Ifyou drive through this intersection very often, you know that it needs corrective work. The project will include paving, drainage and pedestrian improvements, and will result in traffic control changes. The actual construction work will begin later this summer once the project has been through the bidding process. 5) You may have noticed all the different color flags that seem to be popping up all over town. That's because very soon you will have additional communication and internet options available to you! The flags are marking existing underground utilities, sO the contractors installing the fiber optic conduits do not hit them and cause a disruption of service to you or your neighbors. Please be patient and don't remove them because you know how frustrating it is when the internet doesn't work, or when you open the faucet and no water comes out. COMMISSION REPORTS: Commissioner McMullen said that he has had three activities since we were last here. He said after that last meeting on Tuesday, March 25th, he went to Tallahassee and spent some time with James Harris, our lobbyist, and they went around and spoke to several state legislators, sharing our story. Commissioner McMullen said we don't have Senator Thompson anymore; they are not sure when they are going to fill her position SO another senator from Jacksonville has sponsored our bill. He said that Mike Brien who was her aide is still there, and the Senate President made sure that he is still in place, and he ran into him in the House when he was looking to make sure our appropriation is still being moved forward, and he is working really hard for us. Commissioner McMullen said that is Jessica's brother SO it was good to see Mike walking around. He said that he and James met with people from the appropriation office and several state legislators because it is not just our state legislators Town Commission Regular Meeting Minutes April 8, 2025 - Page 12 that are going to be able to push it, it has to be others that know who we are to push that narrative. Commissioner McMullen said they had a good day spent up there talking to the state legislators and making sure they knew who we were, along with ensuring that the current person from our area who was sponsoring us because of our loss of Senator Thompson understands our need along with LaVon Bracy Davis and Bruce Antoine. He said it is important that they understand and continue to support us like they did last year and SO we want to make sure that happens again. Commissioner McMullen said that lats week he was part of a conference called the Southern Municipal Conference, and it was about 15 municipal leagues of cities around the country as far west as Texas and Oklahoma, all the way up to Maryland. He said that by him being a part of the Florida League of Cities Executive Board, he was able to go to that conference that was sponsored by the Florida League of Cities. Commissioner McMullen said that some of the same things that are happening in Florida are happening in all different states; they are having budget issues, there are a lot of state legislators that are fighting with the locals, there are unfunded mandates with some of the same things that we are dealing here with, and they are also talking about election processes just like we are here. He said it is just interesting to hear that everything we are dealing with here in Florida as far as the state and local municipalities are some oft the same things that are happening in other parts of the country. Commissioner McMullen said it is good to be a part of the conference, talk to each other, lean on each other, and get some advice. He said that Florida led the conference with Florida being involved and having one of the best League of Cities; Casey Cook was the lead for the conference. Commissioner McMullen said that the Orlando Magic gave him 20 tickets and 5 kids from Oakland are at the game right now and our very own Adrian Cowan is the chaperone tonight, SO the kids were able to go to the game, meet the players, see their practice, and they got t-shirts and all kinds of things. Commissioner Ramos said on Thursday evening, they are having the West Orange Golden Eagle Award 2025 in Ocoee. He said that Commissioner Keller, Commissioner McMullen, and Vice Mayor Satterfield will be joining them, and it is going to be a great time. Commissioner Ramos said that the Golden Eagle awards are going to go to Shannon Till from State Farm, Jo Barsh from State Farm, and Matt McGrew who is the President of the Winter Garden Rotary. Commissioner Keller said that yesterday on her day off from her other job, she had the privilege and the opportunity to tour Oakland Avenue Charter School and meet with the principal and staff and see some kids learning and visiting the campus and learn more about the great little school that we have. She said she spent the afternoon with the Chief and visited the Police Department and got to meet some of the other officers and learn a little bit more about their operations. Vice Mayor Satterfield said that the OACS gala got cancelled due to a lack of ticket sales SO hopefully next year there will be an even bigger and better one.
